Yes, as a time-limited monthly game. Sony’s February 26, 2020 announcement listed Shadow of the Colossus for download from March 3 through April 6, 2020. The offer has expired.

That historical promotion cannot answer whether the game is available through a current PS Plus tier or in a particular region. The cited announcement is about the 2020 lineup, not today’s catalog.
Is the PS4 release a remaster or a remake?
It is more accurate to call the PS4 version a remake. PlayStation’s 2018 release announcement says the game was “rebuilt from the ground up” by Bluepoint Games and Japan Studio. Calling it a remaster can confuse it with the earlier PS3 remaster of the PS2 original.

Shadow of the Colossus sends a lone wanderer across the Forbidden Lands on horseback, searching for towering creatures called Colossi. The land is explorable, but intentionally sparse: the focus is on travel, the atmosphere of the landscape, and encounters with the Colossi rather than a dense checklist of conventional open-world activities.
PlayStation’s 2025 retrospective also describes the PS4 version as Bluepoint’s remake and highlights its landscape and creature encounters.
