Shadow AI is AI used at work without the organization’s knowledge or approval. It can be a personal chatbot account, an AI feature inside a workplace app, a browser extension, a custom workflow, or an autonomous agent. The core business risk is a visibility and governance gap: the organization may not know what tools are in use, what data they can access, or what actions they can take.

What counts as shadow AI?

Shadow AI includes more than employees pasting text into a public chatbot. It can arise whenever people use AI for work outside the organization’s inventory and controls, whether deliberately or because an AI capability is built into a service they already use.

As an Amazon Associate I earn from qualifying purchases.

  • Unapproved applications: consumer chatbots and other AI services accessed through personal accounts or devices.
  • AI features in approved software: a sanctioned SaaS product may add or enable an AI feature that has not been assessed separately.
  • Extensions and local tools: browser add-ons, scripts, developer tools, or locally run models used to speed up a task.
  • Automations and agents: workflows assembled by employees or developers, including agents connected to business systems or able to take actions.

An application can be approved while a particular feature, integration, data flow, or agent built around it remains unknown. An inventory that lists only centrally purchased chatbots can therefore miss important parts of the picture.

How common is unapproved AI use?

Surveys indicate that organizations and employees report substantial use outside formal approval, but the percentages below measure different populations and kinds of activity. They should not be combined into a single prevalence estimate or treated as a time series.

Study and population Reported finding What it measures
Cloud Security Alliance, January 2026: online survey of 418 IT and security professionals; commissioned by Token Security, with a questionnaire co-developed with CSA analysts. 82% said their organization had unknown AI agents running in its IT infrastructure; 41% said they had found unknown agents multiple times in the previous year. Unknown agents, not all unapproved AI apps or employee use. The release also reports that 65% of respondents said their organization had experienced at least one AI-agent-related incident in the preceding 12 months.
Microsoft Data Security Index, 2024: vendor-published research described as a survey of 1,300 security professionals. 65% of surveyed organizations said employees used unsanctioned AI applications. 96% reported some reservation about employee generative AI use, and 93% said they were developing or implementing controls. Organization-level responses from security professionals, not a census of employees or companies.
ManageEngine, 2025: vendor-commissioned Censuswide survey of 350 U.S. and Canadian IT decision-makers and 350 working professionals at organizations with at least 500 employees and $10 million in annual revenue. 93% of surveyed employees said they had input information into AI tools without approval. Among employees, 32% said they had entered confidential client data without confirming approval and 37% said they had entered private internal company data. Responses from the specified U.S. and Canadian samples; not a global workforce estimate.
Microsoft/Censuswide, October 2025: survey of 2,003 UK employees aged 18 and over. 71% said they had used unapproved consumer AI tools at work, and 51% said they continued to do so weekly. Reported employee use in the UK sample. Workplace generative AI assistant users in the same study estimated that they saved an average of 7.75 hours per week on administrative tasks; that is a surveyed-user estimate, not a universal productivity guarantee.

These findings point to a mismatch between what people do and what organizations can see. They do not establish that every AI use is unsafe, that every provider retains submitted information, or that every unapproved use causes harm. A 2025 Microsoft report on responsible AI adoption, citing an IDC survey, said more than 30% of respondents identified a lack of governance and risk-management solutions as a leading barrier to adopting and scaling AI. That is evidence of a broader implementation challenge, not a measure of shadow AI prevalence. Microsoft’s 2026 Data Security Index landing page describes a study involving more than 1,700 data-security professionals across 10 markets, plus interviews with security leaders, but does not provide detailed findings in the published material linked here.

Why does shadow AI create business risk?

The risk is not simply that a tool uses AI. It is that an unassessed tool or agent may receive information or permissions without the organization understanding the resulting data flows and actions. That can make prevention, investigation, and access removal harder.

Sensitive data may go somewhere unexpected

Employees may submit client information, internal documents, source code, or other restricted material to a service whose settings, processing, retention, or contractual terms have not been reviewed for that use. The available surveys report employees entering confidential or internal data, but they do not show that every provider retains or misuses it. The practical question is what information the particular tool receives and what its applicable terms and configuration allow.

Permissions can turn a prompt into an action

An agent connected to email, files, customer records, code repositories, or business applications can do more than generate text. Excessive permissions, unclear ownership, or weak oversight can increase the consequences of an error or misuse. The Cloud Security Alliance’s 2026 agent survey reported data exposure among 61% of respondents who reported agent-related incidents, operational disruption among 43%, and financial cost among 35%. These are reported impacts within that survey, not rates for all organizations or proof that shadow AI caused each impact.

Control gaps can complicate compliance and intellectual-property decisions

If teams cannot identify which tools process data, who authorized them, or which systems an agent can reach, they may struggle to demonstrate appropriate oversight or investigate a concern. Whether a particular use violates a law, contract, policy, or intellectual-property right depends on the facts and applicable rules; the existence of shadow AI alone does not establish a violation. Microsoft’s AI security guidance warns that inadequate protection for AI systems can affect the broader IT and compliance environment, not only the AI system itself.

There is no established universal price tag

The cited material does not establish a universal dollar cost or a causal estimate for shadow AI. Incident percentages should not be converted into a company’s expected loss, and general data-breach cost figures should not be presented as the cost of shadow AI.

Why do employees use unapproved AI tools?

People often reach for a tool because it helps them complete real work: drafting, summarizing, research, coding, or routine administration. The UK survey’s reported productivity estimate illustrates why a blanket prohibition may be difficult to sustain, but it does not prove the same time savings for every worker or task. When approved options are missing, slow, or poorly suited to a job, people may choose a convenient alternative and fail to disclose it.

That behavior creates both a control challenge and a signal about unmet needs. ManageEngine’s director of AI research described shadow AI as “both the greatest governance risk and the biggest strategic opportunity in the enterprise.” The useful response is to discover what people are trying to accomplish, then provide workable approved routes with controls matched to the data and actions involved.

How can an organization manage shadow AI?

A workable program treats discovery, enablement, and control as connected tasks. Start with visibility, prioritize the uses that can cause the greatest harm, and make it practical for employees to choose approved tools.

  1. Discover the whole footprint. Inventory consumer applications, personal-account use where it can be identified, AI features embedded in SaaS, browser extensions, custom LLM tools, developer environments, integrations, local scripts, and agents. Include workflows created by business teams, not just centrally procured software.
  2. Assign an owner and assess each use. Record the business purpose, accountable owner, data types involved, system access, external connections, and whether the tool can take actions. Prioritize based on potential impact and likelihood rather than treating a low-risk drafting aid and a high-permission agent identically.
  3. Publish clear, usable rules. Explain in plain language which data may be used, which uses are restricted, what review is required, and how employees can request a tool or report a useful experiment. A policy that people cannot apply to ordinary work is unlikely to close the visibility gap.
  4. Offer approved alternatives that fit the work. Match sanctioned tools to employees’ actual tasks and make the request and onboarding path clear. Training and practical guidance help workers understand what is allowed and why, rather than leaving them to infer the rules.
  5. Apply controls proportionate to risk. Use the identity, access, data-loss prevention, conditional-access, and logging controls available in the environment. Depending on the case, this can mean limiting sensitive uploads, blocking a tool, logging its use, narrowing an integration’s permissions, or requiring additional review for sensitive data.
  6. Monitor, investigate, and reassess. Retain logs that support accountability and incident investigation, define who handles suspected exposure or misuse, and reassess a tool when its features, connections, or data use change. Close access when a tool or workflow is no longer needed.
  7. Manage agents through their lifecycle. Record each agent’s purpose and owner, scope its credentials and permissions, monitor its behavior, and set human authorization requirements for higher-impact actions where appropriate. Review access and updates, and decommission the agent and its credentials cleanly when retired.

The sequence matters: blocking an application without understanding its business use may drive activity to less visible channels, while approving an agent without defining its permissions and owner leaves the core risk unresolved. These are general security practices, not a substitute for jurisdiction-specific legal advice or assessment of a particular system.

How should leaders compare controls or governance approaches?

There is no single control that discovers every form of shadow AI. Compare a proposed approach against the organization’s actual environment and operating capacity:

Criterion Question to ask
Discovery coverage Can it identify consumer apps, AI features inside SaaS, browser extensions, local scripts, custom LLM tools, and autonomous agents—or only centrally managed apps?
Data and permission control Can teams understand relevant data flows and constrain what tools or agents may access or do?
Auditability Are logs and reports useful for investigation, oversight, and accountability?
Workflow fit Can the approved option meet employees’ real needs without unnecessary friction?
Lifecycle coverage Does the approach support ownership, access review, change assessment, and decommissioning for both apps and agents?
Operating burden Can it work with existing identity, data-security, and incident-response processes, and can the organization sustain it?

A response should be judged not only by how many tools it blocks, but by whether it reveals meaningful use, limits risky data and actions, supports investigation, and gives employees a workable path to approved AI.
