Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Shadow AI is any artificial-intelligence capability used in an organization without accountable ownership, inventory, or policy controls. It includes employees signing up for public chat assistants, browser extensions and task-specific services, as well as unmanaged agents that can access company systems. The practical answer is not simply to block every AI site: discover what is being used, classify the data and actions involved, provide capable approved alternatives, and enforce controls in layers.
What shadow AI means in an enterprise
Microsoft defines shadow AI as “AI that operates in the enterprise without governance.” That definition covers two related situations:
As an Amazon Associate I earn from qualifying purchases.
- Unsanctioned applications: An employee independently uses a public chatbot, transcription service, coding assistant, browser plug-in, image generator or other AI service that has not passed the organization’s review.
- Unmanaged agents: An AI agent is deployed inside the organization but has no registered owner, documented data access, approved purpose or policy assignment. It may call APIs, query files, send messages or alter records without a formal control boundary.
The central problem is accountability, not the presence of AI itself. If IT cannot identify a tool, its users, the information it receives, the external services it contacts and the actions it can take, the organization cannot make a reasoned decision about risk. A tool that only reformats public text is very different from an agent that can read customer records and update a production system, yet both can be invisible in a conventional software inventory.
Employees often adopt these tools because an approved option is unavailable, difficult to request or less capable for a real task. Treating every user as a policy violator tends to drive use into less visible channels. Microsoft’s guidance frames shadow AI as evidence of unmet needs as well as a governance issue, so controls should be paired with an approved route that is easy to find and useful enough to choose.

Why visibility must come before enforcement
You cannot govern an application that does not appear in an inventory. Microsoft’s Entra Global Secure Access documentation describes Shadow AI discovery that analyzes network traffic for generative-AI applications, SaaS MCP servers and model-provider frameworks, then matches discoveries with the Defender for Cloud Apps catalog for risk context. This can reveal services that never went through procurement, but it is a detection signal rather than a complete census.
Coverage depends on where telemetry is collected and how it is configured. Network inspection may miss a local model running on a laptop, an API call from an unmanaged server, traffic outside monitored egress points, or an agent hidden inside an existing application. Pair network findings with identity logs, endpoint management data, browser and proxy telemetry, cloud-application records, API gateways and developer-platform inventories. A discovery record should lead to an owner and a policy decision, not sit as an unreviewed alert.
Scale is also easy to underestimate. A Microsoft Defender for Cloud Apps tutorial published in 2024 reports that administrators estimated 30 or 40 cloud applications while the documented average exceeded 1,000, and that 80% of employees used non-sanctioned applications that had not been reviewed. Those are figures reported in that tutorial, not a universal 2026 benchmark. Use them to justify measurement rather than to assume that the same percentages apply to your workforce.

Build an AI inventory that supports decisions
NIST AI Risk Management Framework 1.0, in GOVERN 1.6, says: “Mechanisms are in place to inventory AI systems and are resourced according to organizational risk priorities.” An inventory is useful only when it contains enough context to approve, restrict, remediate or retire a system. Record each application and agent as a distinct asset, even when several use the same underlying model provider.

| Inventory field | What to capture | Why it matters |
|---|---|---|
| Application or agent | Name, version or deployment identifier, provider and environment | Distinguishes a browser add-on from an internal workflow or autonomous agent |
| Owner and users | Business owner, technical owner, support contact, user groups, devices and service accounts | Creates an accountable person for approval, incidents and review |
| Business purpose | Task performed, department, expected benefit and whether use is experimental or operational | Separates justified work from redundant or abandoned tools |
| Data handled | Inputs, outputs, classifications, retention, training use and regulated or confidential categories | Determines whether data-loss controls or contractual review are required |
| External services | Model providers, plug-ins, SaaS MCP servers, subprocessors, domains and data locations | Shows where information leaves the organization and which dependencies can change |
| Identity and integrations | SSO or personal account, API keys, connected storage, repositories, mailboxes and business systems | Reveals privilege and lateral-access paths |
| Risk tier and approval | Risk rating, decision, conditions, exception expiry and approver | Turns discovery into an enforceable control |
| Review record | Last review, next review, control tests, incidents and decommission date if planned | Keeps a fast-changing asset from becoming permanently “approved” by inertia |
Use network discovery to identify traffic, cloud-app catalogs to add known risk information, and endpoint and identity telemetry to associate activity with people and devices. For agents, include the tools they can invoke, the credentials they use, the conditions that trigger them, human-approval checkpoints and a way to disable them quickly.
Triage shadow AI by data, action and exposure
A long list of applications is not a risk ranking. Triage each item across three questions: what data can it receive, what can it do, and how exposed is the path to misuse?
Data sensitivity
- Low: Public information or synthetic data with no customer, employee or internal details.
- Moderate: Internal business material, drafts, source code or operational information that would cause harm if disclosed.
- High: Personal data, health or financial information, credentials, security data, trade secrets, regulated records or information subject to contractual restrictions.
Action capability
Prioritize systems that can send messages, create or delete records, execute code, change configurations, approve transactions, make eligibility decisions or call other tools. Read-only analysis is not automatically safe, but write and execution privileges increase the potential impact of a compromised prompt, bad output or stolen token.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteExposure and accountability
Raise priority when an asset uses a personal account, has no owner, connects to unmanaged storage, operates outside managed devices, lacks logging, or sends data to an unknown subprocessor. An approved application with a named owner and narrow permissions may be lower risk than an unknown extension that sees every page a user visits.

NIST’s Govern, Map, Measure and Manage functions provide a flexible way to structure this work. Govern establishes roles and policy; Map records context and intended use; Measure tests performance and controls; Manage selects and tracks risk responses. The framework is voluntary, rights-preserving, non-sector-specific and use-case agnostic. It is not a certification and does not replace privacy, security, records-management or sector-specific legal obligations.
Give employees a governed route instead of a dead end
Publish a short approved-tool catalog in the places employees already work. For each option, state its permitted data classes, retention and training settings, account requirements, supported use cases, prohibited actions and a contact for help. Include an intake form for a new tool that asks for business purpose, owner, data flow, integrations, expected users, provider terms and a proposed end date for experimentation.
Make the sanctioned path faster than improvisation. Provide examples, prompt guidance, support channels and ready-to-use templates. If users need a capability that the catalog does not cover, offer a time-limited pilot with restricted data and a named sponsor rather than forcing them to choose between blocking and concealment. Review whether repeated requests indicate a missing enterprise capability.
Enforce controls in layers
Microsoft’s deployment model separates several controls: discover AI applications, block unsanctioned access, block sensitive data sent to sanctioned applications, and govern data sent to AI applications. No single control sees every pathway, so combine them.

| Control layer | Primary job | Typical decision | Important limitation |
|---|---|---|---|
| Network and cloud-app discovery | Identify AI domains, SaaS MCP servers, model frameworks and usage patterns | Classify, notify, permit, restrict or block a service | May not see local models, unmanaged routes or every API and agent path |
| Identity and access | Associate use with a person, group, device or service account | Require managed identity, strong authentication or a specific role | Personal accounts and non-federated services reduce attribution |
| Data-loss prevention | Inspect content moving to approved or unapproved AI services | Warn, redact, quarantine or block sensitive data | Classification quality and inspection coverage determine effectiveness |
| Endpoint management | Control browsers, extensions, applications and managed-device posture | Remove an extension, require a compliant device or prevent local installation | Does not govern unmanaged devices or external accounts by itself |
| Agent and integration controls | Limit tools, credentials, scopes, triggers and write actions | Require human approval, least privilege and an emergency disable path | Needs an accurate inventory of APIs and connected systems |
| Audit and workflow | Record approvals, exceptions, blocks, education, incidents and review dates | Escalate overdue reviews and prove that controls operated | Logs without an owner or response process become shelfware |
In a Microsoft environment, Defender for Cloud Apps can supply cloud-app discovery and policy context, Entra Global Secure Access can contribute traffic-based Shadow AI discovery, Purview-style DLP can enforce data rules, and Intune can apply endpoint policy. Equivalent capabilities can be assembled from other network, SIEM, secure web gateway, mobile-device-management and data-governance systems; the design principle is more important than a particular product name.
A practical implementation sequence
- Set ownership and scope. Name a security lead, privacy or legal reviewer, business representatives and an operations owner. Define which employees, devices, cloud accounts, development environments and third parties are in scope.
- Collect baseline telemetry. Enable available proxy, DNS, firewall, identity, endpoint, browser, SaaS and API logs. Record retention, blind spots and access restrictions before interpreting results.
- Run discovery without immediate mass blocking. Normalize domains and applications, remove duplicates, identify high-volume users and flag agents or integrations with write access. Communicate that the first pass is for inventory and risk reduction, not punishment.
- Enrich and assign every material finding. Add catalog risk information, data-flow details, owner, purpose, identity path and connected systems. Set a due date for records that cannot yet be attributed.
- Apply a risk decision. Approve with conditions, restrict, place in a time-limited exception, require migration to an approved option, or block. Document the reason, data rules, technical controls and expiration date.
- Deploy DLP and access policies. Start with alerting and user education for lower-risk flows. Block credentials, regulated data and other high-impact categories; test false positives and provide a clear appeal or business-justification path.
- Control agents and credentials. Remove unused tokens, narrow API scopes, require managed identities, add human approval for consequential actions and test the emergency stop procedure.
- Measure and iterate. Track discovery coverage, inventory completeness, owner assignment, sensitive-data blocks, exception age, policy bypasses, incident volume and time to remediate. Adjust controls when users cannot complete legitimate work.
How to compare discovery and governance approaches
When evaluating an architecture or toolset, compare capabilities rather than marketing labels. A useful scorecard includes:
- Coverage: Web traffic, APIs, browser extensions, endpoint software, SaaS traffic, internal agents and developer platforms.
- Attribution: Accuracy of user, device, service-account and business-owner mapping.
- Data control: Classification, DLP inspection, redaction, quarantine and policy exceptions.
- Policy granularity: Ability to distinguish a model, workspace, feature, user group, device posture, data class and action type.
- Enforcement points: Block or quarantine at the network, identity, endpoint, application, API and agent layers.
- Integration: Export to SIEM, secure web gateway, MDM, ticketing, identity governance and records systems.
- Inventory workflow: Owner assignment, approval states, review schedules, evidence and decommissioning.
- Exception handling: Time limits, compensating controls, approver separation and automatic expiry.
- User experience: Explanations at the point of block, safe alternatives, self-service requests and support burden.
- Operating effort: Tuning, catalog maintenance, rule testing, incident response and the staff required to keep records current.
Keep governance current after the first cleanup
AI services add models, plug-ins, connectors and agent features faster than an annual review cycle can track. NIST GOVERN 1.5 calls for ongoing monitoring and periodic review, with clear roles and a defined review frequency. Set frequency by risk: a high-impact agent may need monthly evidence and change review, while a low-risk experimental tool may be reviewed at the end of a short pilot.

Keep an auditable record of the decision, policy version, evidence reviewed, user notification, exception expiry, control tests and follow-up actions. Review aggregate trends with leadership: how many assets are known, how many lack owners, which data classes are most often blocked, and whether employees are moving to approved options. These measures show whether governance is reducing exposure without preventing legitimate productivity.
Common failure modes and fixes
Blocking every AI domain
A blanket block can stop sanctioned work, encourage personal accounts and leave IT blind to use on unmanaged networks. Start with discovery and risk tiers, then block clearly unacceptable services and sensitive-data flows while publishing a workable alternative.
Relying only on network discovery
Traffic analysis is valuable but incomplete. Add endpoint, identity, API and agent telemetry, and state the blind spots in the inventory record. Ask owners to declare local models and embedded features that network controls cannot identify reliably.
Approving an application without reviewing its integrations
A familiar chat interface can become high risk when connected to a repository, mailbox or production API. Review scopes, tokens, subprocessors, retention, training use and write permissions separately from the user interface.
Creating a policy with no owner or expiry
Every exception and approval needs a named business owner, technical contact, compensating controls and an expiration or review date. Route overdue records to a queue that someone is responsible for clearing.
Stopping at awareness training
Training helps users recognize prohibited data, but it cannot replace technical prevention. Combine concise guidance with DLP, managed identities, endpoint controls, logging and a simple way to request an approved tool.
The bottom line for IT leaders
Shadow AI is an inventory and accountability gap created when AI tools or agents can operate without a recorded purpose, owner, data boundary and control path. Discover usage across network, cloud, identity and endpoint telemetry; rank it by information sensitivity, action capability and exposure; give employees capable approved options; and enforce data and access policies in layers. Continuous review, not a one-time blocklist, is what turns an unknown AI footprint into a governed one.
