Sesterce has proposed an AI computing campus at the former Kaipola paper mill site in Jämsä, Finland, with a planned investment of more than €10 billion. The proposed 600 MW capacity is a second-phase target: the company says the first phase is planned at 200 MW. Neither figure represents capacity already built or operating.

What is Sesterce planning to build in Jämsä?

French AI infrastructure company Sesterce announced the proposal on October 8, 2026, and Jämsä City published a matching announcement that day. The site is the former Kaipola paper mill, where Sesterce says it aims to reuse existing industrial infrastructure. The company’s planned investment is more than €10 billion. Reuters described that amount as about $11.21 billion at the exchange rate in its October 8, 2026 report; the dollar figure is a time-specific conversion, not a separate project estimate.

Sesterce CEO Youssef El Manssouri said the goal is to preserve the area’s industrial identity while making use of existing infrastructure, including the power grid, water systems, buildings and logistics connections. The announcement establishes a proposal, not a completed or operating campus. Sesterce’s announcement and Jämsä City’s announcement describe the project.

How large is the planned campus, and what is the timeline?

Sesterce describes a phased plan. The first phase is planned to begin work in 2026 at 200 MW; a second phase is expected to increase the campus to 600 MW. The company also says it has a longer-term ambition to develop more than 1 GW of AI capacity in Finland, on existing industrial sites and in line with market demand. These are company plans, not delivered capacity or confirmed completion dates.

Stage or ambition Capacity Status
First phase 200 MW Planned; Sesterce says work is planned to begin in 2026.
Second phase 600 MW Expected campus capacity after expansion; not operating capacity.
Longer-term Finland ambition More than 1 GW Company ambition for AI capacity across Finnish industrial sites, subject to market demand.

The 600 MW figure therefore refers to the expected expanded campus, not the initial phase. Reuters reported the phased plan.

Does the project have a customer, funding or permits?

Sesterce says it has an anchor customer. Yle reported on October 9, 2026, that El Manssouri told the outlet an investment decision had been made and a contract signed with a future client described as one of two leading AI laboratories. He did not name the client. In that report, the project’s financial backers were also not identified.

The cited announcements and reporting do not establish permits, final financing details or that construction has started. A reported customer contract is a meaningful stated commitment, but it does not by itself show that the project has cleared those other steps. Yle’s October 9 report describes the CEO’s statements and what remained undisclosed.

The company also says it would establish a €10 million community fund upon commissioning, with projects selected by Jämsä City together with residents. It proposes public facilities such as restaurants and education or learning spaces, while keeping computing facilities separate and secure. These are plans attributed to Sesterce; they are not evidence that a fund or public facilities have been created.

What are the proposed energy and water measures?

Sesterce says it will enable 1 MW of newly built renewable generation capacity in Finland for each 1 MW the campus consumes, within ten years of the campus becoming operational. It also says cooling would use a closed-loop liquid system supplemented by harvested rainwater and recycled water, with no drinking water used for cooling.

These are announced commitments. The cited source does not document implementation or independent audit results, and no project-specific measured operating statistics or independently published impact study were identified in the cited reporting. Sesterce says its planning is based on energy-efficient and flexible operations; actual performance would need to be assessed after the facilities are built and operating.

What has Jämsä City said?

Mayor Jori Reijula called the proposal an interesting opportunity but stressed that it must move from plans to implementation and meet applicable requirements. The city says it will assess projects carefully as they move forward. That response makes clear that the announcement is not city confirmation that the project has been approved or delivered.

Will the 600 MW campus actually go ahead?

The available announcements support that Sesterce has proposed the campus, announced a phased capacity plan and says it has a contracted anchor customer. They do not establish permits, final financing, construction commencement or a completed facility. The proposal is substantial, but whether it reaches 600 MW remains uncertain until those steps are demonstrated.

To track progress, distinguish announced plans from confirmed milestones: permitting and financing, construction start, commissioned capacity, named customer and backers, realized local jobs, and independently documented energy, water and community commitments.
