September 2026 Jobs Report Misses Expectations as Payrolls Rise by Just 29,000

The U.S. economy added 29,000 nonfarm payroll jobs in September 2026, well below the 90,000 gain expected in a Reuters economist survey. Unemployment edged up from 4.1% to 4.2%, while revisions cut 60,000 from the combined July and August payroll totals. The report was weak on hiring, but its other measures do not point to a sudden across-the-board collapse.

Why did the September jobs report miss expectations?

The September estimate fell short of forecasts, but there was no single forecast shared by every outlet. Reuters’ pre-release economist survey expected 90,000 additional jobs; Axios reported an analyst expectation of 84,000. The actual seasonally adjusted increase was 29,000, according to the Bureau of Labor Statistics (BLS) release published October 2, 2026. The gap was substantial against either benchmark, but the figures should be compared with their named forecast sources rather than described as one universal consensus. Reuters’ preview and Axios’s post-release account report those different expectations.

The BLS said employment in all major industries changed little. The report therefore reflects broadly subdued payroll growth rather than a large decline concentrated in one major industry. Monthly payroll estimates can be revised as additional information arrives, so 29,000 is the September estimate as published on October 2, not an immutable final count.

How many jobs were added in September?

Employers added 29,000 nonfarm payroll jobs in September, on a seasonally adjusted basis. The payroll survey counts jobs at establishments, not the number of people who are employed: one person with multiple jobs can be counted more than once. It is distinct from the household survey that supplies the unemployment rate.

Which industries gained or lost jobs?

September gains were modest in the industries highlighted by BLS. Health care added 17,000 jobs, below its average monthly gain of 33,000 over the prior 12 months. Construction added 11,000 and manufacturing added 9,000, while financial activities lost 7,000. These industry figures help explain why the overall increase remained small; they do not mean every sector moved in the same direction.

Did unemployment go up?

Yes. The unemployment rate rose to 4.2% in September from 4.1% in August, and 7.1 million people were unemployed. BLS said the rate had stayed within a 4.1%–4.3% range since March, so the one-tenth-point increase was within that recent range rather than evidence by itself of a sudden surge in layoffs.

The unemployment rate comes from the household survey, which classifies people by labor-force status. In September, that survey recorded 78,000 more unemployed people, 406,000 more employed people and 346,000 fewer people outside the labor force. Those aggregate movements do not reveal why any specific person became unemployed, and the increase in the rate should not be treated as a direct count of layoffs.

How participation and employment rates add context

Labor-force participation was 61.8% and the employment-population ratio was 59.2%; BLS described both as little changed. Participation measures the share of the civilian noninstitutional population working or actively seeking work, while the employment-population ratio measures the share that is employed. Axios cited analyst Jason Pride’s view that “Not every increase in the unemployment rate is a warning,” and interpreted the increase partly in light of more people looking for work. That is an analyst’s reading, not a causal finding stated by BLS.

Why were July and August jobs revised down?

The July payroll estimate was revised from a gain of 21,000 to a loss of 10,000. August was revised from a gain of 162,000 to 133,000. Together, the two months’ reported payroll level was 60,000 lower than previously published. BLS said the revisions reflected additional reports from businesses and government agencies and recalculation of seasonal factors.

Before the September release, Reuters quoted Barclays chief U.S. economist Marc Giannoni saying, “The seasonal adjustment significantly exaggerated that month’s employment gain,” referring to August’s estimate. That was pre-release analysis; the later BLS release gives the revised August figure and describes the general reasons for revisions. Reuters also quoted RSM chief economist Joe Brusuelas, who expected “a reaffirmation of the ’low-hire, low-fire’ American labor market.” These were economists’ expectations before the data, not BLS conclusions.

What happened to wages and working hours?

Private nonfarm average hourly earnings rose 5 cents, or 0.1%, in September to $37.81. They were up 3.0% over 12 months. The average workweek remained 34.4 hours. These payroll-survey measures show continued wage growth and a steady workweek, but without inflation data they do not establish how purchasing power changed.

What does the report mean for the Federal Reserve?

The report adds evidence of weak hiring and a small increase in unemployment, alongside little-changed participation and employment-population ratios, continued wage growth and a steady average workweek. Those signals are mixed. The September report alone does not establish what the Federal Reserve will decide next: monetary policy depends on a broader set of incoming information, and coverage of possible implications is analysis rather than a decision announced with this release. The BLS figures describe the U.S. labor market; they do not forecast the Fed’s next move.

How to read the two jobs surveys

The Employment Situation combines two monthly surveys that measure different things. The establishment survey estimates nonfarm payroll jobs, hours and earnings by industry. The household survey measures people’s employment status, unemployment and participation. Their reference periods also differ: the household survey generally refers to the calendar week containing the 12th of the month, while the establishment survey uses the pay period that includes the 12th. Because their concepts and populations differ, payroll gains and changes in unemployment need not move in tandem.
