The reported remarks are not a named Pentagon policy announcement, and they do not establish that a new program has been approved or that autonomous weapons have received new deployment authority.
What did the Pentagon official reportedly say?
On February 23, 2025, Futurism reported remarks made to Defense One by an unnamed senior Pentagon official. As reproduced in Futurism, the official said: “We’re not going to be investing in ‘artificial intelligence’ because I don’t know what that means. We’re going to invest in autonomous killer robots.” The speaker’s identity was not disclosed, so the quote should be understood as an anonymous official’s reported view—not a formal statement issued under a named official’s authority. The distinction in the quote is between broad research into AI and investment aimed at weapon systems that use autonomous functions. The report also attributed to a second unnamed official the idea of shifting more prototype-development costs to industry. It described a possible oversight office, but did not establish that office’s formal name, charter, staffing, or operational status.
What prototype funding model did the report describe?
The cost-sharing example was an illustration attributed to the second anonymous official, not a published contract, a confirmed budget statistic, or evidence of a department-wide rule. It contrasted a wholly government-funded prototype effort with a proposed arrangement in which industry would bear most of the example cost.

|---|---|---|---|
| $100 million research-and-prototype effort | $100 million | None specified | Illustrative comparison attributed to an unnamed official |
| Alternative cost-sharing example | “A couple million dollars” | $98 million | Illustrative proposal attributed to an unnamed official; not a verified award or established policy |
The report did not identify a specific project, contractor, solicitation, or award associated with those figures. They describe the official’s example, not a confirmed procurement outcome. Futurism’s report
What does the Pentagon’s autonomous-weapons directive require?
The public policy framework is DoD Directive 3000.09, dated January 25, 2023. It applies to covered autonomous and semi-autonomous weapon systems across their design, development, acquisition, testing, fielding, and employment. The directive says such systems “will be designed to allow commanders and operators to exercise appropriate levels of human judgment over the use of force.” The department’s announcement of the update described its commitment to developing and employing weapon systems, including those with autonomous features, responsibly and lawfully. Human judgment is one part of a wider set of controls
The directive does not reduce oversight to a signature or a single approval. It also sets requirements for rigorous hardware and software verification and validation; realistic developmental and operational testing; system robustness; understandable operator interfaces and controls; cybersecurity; and specified approvals before development and fielding, subject to exceptions in the directive. Which approvals apply depends on the system and circumstances, so the directive must be read for the particular case rather than treated as a blanket rule that every system follows an identical path.

The directive covers qualifying weapon systems, including guided munitions capable of automated target selection. It excludes several categories, including unarmed platforms, mines, unguided munitions, and systems that are not weapon systems. These definitions matter: a platform’s use of autonomy alone does not establish that it falls within the directive’s covered weapon-system rules.

Does the reported plan authorize fully autonomous weapons now?
No such change is established by the reported remarks. The available public material does not identify a new authorization to field the weapons implied by the quote, a procurement award, or an operational deployment tied to the reported proposal. The anonymous official’s remarks and the described office or cost-sharing approach should not be treated as enacted policy. For an individual system, the governing requirements and any applicable exceptions are found in Directive 3000.09, not in the reported quote.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How does the report fit with later Pentagon acquisition plans?
A July 23, 2025 DoD account describes a broader push for faster acquisition, flexible contracting, earlier engagement with industry, and a wider vendor base that includes startups and nontraditional suppliers. That direction is consistent with efforts to deliver capabilities faster, but it does not verify the specific prototype cost split described by the anonymous official in the February report. The FY2026 autonomy request is broader than lethal weapons
In its FY2026 budget background briefing, DoD described $13.4 billion in requested funding for autonomy and autonomous systems across a broad portfolio that includes unmanned aerial vehicles, autonomous ground vehicles, maritime systems, and enabling capabilities. This is a requested amount, not an appropriation specifically for lethal autonomous weapons, and it should not be labeled “killer robot funding.” DoD’s FY2026 budget briefing transcript
