Bernie Moreno (R-Ohio) released a letter accusing Anthropic CEO Dario Amodei of describing catastrophic AI risks in an “alarmist” and “panic-inducing” way. Moreno urged Anthropic to discuss AI’s potential benefits and its use in defending U.S. infrastructure and cybersecurity as well as the risks. Those are the senator’s arguments, not independent findings about AI capabilities or the likelihood of catastrophe.
What did Moreno say to Amodei?
In a letter published by Moreno’s Senate office, the senator said Anthropic’s public comments place “extraordinary emphasis” on the most catastrophic outcomes of what he calls “Super Intelligence,” or “SI.” He argued that such framing can leave the public hearing about existential dangers without enough discussion of how the technology could also help counter threats.

Moreno wrote: “Anthropic’s recent actions and statements reflect an alarmist approach to SI that places extraordinary emphasis on the technology’s most catastrophic outcomes.” He also said Amodei’s commentary was “panic-inducing,” arguing that it did not give Americans enough information about using AI to defend against safety threats.

What does Moreno want Anthropic to emphasize?
Moreno’s letter calls for public discussion to include potential benefits and defensive applications alongside frontier AI risks. In particular, he asks Anthropic to address how AI could help protect critical infrastructure and cybersecurity from AI-enabled attacks and vulnerabilities. He also frames the issue as a matter of U.S. national security and technological leadership relative to China.
#1 Best Overall
His position is not that risks should be ignored. The letter says: “We must address the risks associated with frontier SI. Doing so does not require halting its development or surrendering American technological dominance.” These are Moreno’s priorities and claims; the letter does not itself establish what AI systems can currently do in these defensive roles or how they would affect national security.
Why does the letter connect AI risk talk to an IPO?
Moreno links Anthropic’s public warnings to its anticipated public listing, arguing that investors and the public should hear a balanced account of the technology. He writes that he does not understand how the company can ask Americans to invest in its continued development while warning that its product could lead to human extinction.
Rank #2
The Senate release reproduces the letter’s claims that investors were discussing a valuation approaching $2 trillion, about 42 times Anthropic’s revenue, and that trading could begin as soon as October 2026. Those figures and the timetable are assertions in Moreno’s letter; the available coverage does not independently verify the valuation, revenue multiple, or listing schedule. Axios also reported on the letter’s call to reduce “alarmist” and “panic-inducing” commentary and its emphasis on defensive uses and U.S. leadership: Axios’s report.
Which risk estimates and remarks does Moreno cite?
The letter invokes comments attributed to former Anthropic employee Jacob Coxon, safety researcher Evan Hubinger, and Amodei. Moreno’s letter quotes Hubinger as giving a personal estimate of more than 10% that AI could kill all humans within the next decade. It also reports that Amodei assigned a 25% chance to further development of SI going “really, really badly.”
These are statements as presented in Moreno’s letter, not independently verified forecasts or findings. The letter itself is available from Moreno’s Senate office.
