Choose security awareness training software by the change you need to produce—not by the longest course catalog or the most elaborate demo. Define whether success means defensible completion evidence, better reporting of suspicious messages, safer role-specific behavior, or stronger incident response. Then test every platform against those outcomes, your workforce, your threat model, and the work your administrators can actually sustain.
What security awareness training software should accomplish
A security awareness platform delivers learning, assessments, phishing or other social-engineering simulations, reporting, and administration in one operating workflow. Its value is not that employees can open a course. The value is whether the program helps people recognize relevant risks, choose safer actions, report concerns quickly, and gives security and compliance teams credible evidence of progress.

NIST SP 800-50 Revision 1: Building a Cybersecurity and Privacy Learning Program, finalized September 12, 2024, treats learning as an evolving organizational program. It says, “The program should encourage behavior change as part of risk management and lead to developing a privacy and security culture in the organization.” That principle should shape your buying criteria: a platform that records completion but cannot help you evaluate or improve behavior is an incomplete solution.
Use the software to support a lifecycle: identify risks and audiences, deliver relevant learning, measure signals, review what those signals mean, and adjust the program. The software is an instrument for that lifecycle, not a substitute for governance, incident handling, or security leadership.

Start with the outcome, audience, and risk
Write a one-sentence success statement
Before requesting demonstrations, complete a sentence such as: “For our workforce, this program must help us ______ and provide evidence that ______.” Examples include:
- Give new starters role-appropriate instruction and retain completion evidence for internal governance.
- Increase the quality and timeliness of reports about suspicious messages so the security team can investigate them.
- Address risks created by remote access, mobile devices, privileged administration, or handling sensitive information.
- Provide managers with useful insight into recurring knowledge gaps without turning a single simulation result into a performance verdict.
- Support a documented learning and evaluation process for a regulated or public-sector environment.
Infosec Institute’s 2023 buyer guide lists compliance, lower phishing risk, more employee reports, behavior change, policy acknowledgement, and identification of at-risk users as possible goals. Treat those as prompts, then make the objective specific to your organization. Do not allow a vendor’s feature list to define the outcome after the fact.
Map audiences to real exposure
List the groups the platform must serve: employees, contractors, temporary staff, privileged administrators, developers, executives, service-desk personnel, finance teams, and other high-exposure roles. Record locations, languages, working hours, devices, accessibility requirements, and whether people use shared or unmanaged endpoints.

CISA’s FY 2024 IG FISMA Metrics Evaluation Guide asks, in its federal evaluation context, whether awareness training reaches system users and is tailored to mission, risk, and the systems in use. Its examples include email, browsing, remote access, mobile devices, social media, phishing, malware, physical security, and incident reporting. This is an evaluation reference for the FISMA context, not a universal legal mandate for every organization; use it as a useful coverage checklist.
Build a requirements sheet before contacting vendors
A short written requirements sheet prevents attractive demos from hiding operational gaps. Assign an owner to each requirement and label it as mandatory, preferred, or optional.
Workforce and delivery requirements
- Number of learners, employment types, locations, time zones, and languages.
- Desktop, mobile, tablet, and low-bandwidth use cases.
- Accessibility needs, including keyboard operation, captions, transcripts, screen-reader behavior, color contrast, and adjustable playback.
- Onboarding, recurring education, remediation, and role-specific assignments.
- Whether learners can pause and resume, use single sign-on, and complete training during defined work windows.
Risk and content requirements
- Topics derived from your threat model and recent incidents, rather than a generic catalog.
- Instruction for email, browsing, remote access, mobile devices, social media, malware, physical security, and incident reporting where those risks apply.
- Role-based modules for people with access to payment data, customer information, production systems, or sensitive research.
- Policy acknowledgement, knowledge checks, scenario questions, and assessments that test decisions rather than passive viewing.
- Content update practices: who revises lessons, how often changes are communicated, and how retired content is handled.
Integration and data requirements
- Identity source and provisioning method, including the attributes needed for departments, roles, locations, and managers.
- Email environment and any plug-in, add-in, button, or forwarding process used to report suspicious messages.
- Learning management system, security information and event management platform, security orchestration system, ticketing workflow, and collaboration tools that must exchange data.
- Single sign-on, automated user lifecycle changes, APIs, webhooks, export formats, and authentication controls.
- Data retention, deletion, residency, encryption, subprocessor disclosure, access logging, and privacy review requirements. Legal, privacy, and security teams must determine which obligations apply to your organization; a product page cannot settle them.
Administration and evidence requirements
- Who will create campaigns, approve content, answer learner questions, and investigate reports.
- How much administrator time is available each month and which tasks must be automated.
- Evidence needed for audits or internal governance: assignment history, completion date, score, acknowledgement, exemptions, reminders, and export history.
- Manager views, escalation rules, and the ability to separate learning data from disciplinary decisions.
Score platforms against comparable criteria
Create the scorecard before demos. Weight each category according to the mandatory requirements above, and record the evidence you expect to see. A platform should not receive full credit for saying that a capability exists; require a live demonstration, documentation, or a written statement of scope and prerequisites.

Examine content quality and learner fit
Coverage matters more than catalog size
A large library is useful only when learners can find the lessons that apply to their work. Ask vendors to map sample content to your risks: for example, a remote administrator handling privileged access, a finance employee processing invoices, and a field worker using a mobile device. Look for concrete decisions, not only definitions and policy recitation.

Have a learner complete a module on a supported phone and desktop while captions, transcripts, keyboard navigation, and screen-reader behavior are enabled. Verify that translated content covers assessments, instructions, reminders, and reporting—not just the video narration. Ask how a content change is propagated across languages and how learners are notified when a required module is materially revised.
Inspect assessment design
Knowledge checks should reveal whether a person can choose a safe action in a plausible situation. Ask whether questions can be randomized, whether feedback explains the decision, whether remediation can be assigned automatically, and whether scores can be exported with assignment and completion context. Avoid treating a high quiz score as proof that a person will respond correctly under pressure; it is one signal in a broader evaluation.
Evaluate phishing simulations without misreading the numbers
Simulation data is useful only when the scenario and the interpretation are visible. NIST TN 2276: NIST Phish Scale User Guide, finalized November 15, 2023, describes a method for rating how difficult a simulated email is for a person to detect. Ask vendors to show how they record or communicate scenario difficulty and how that context appears in campaign analysis.
Test the complete reporting workflow
- Choose a scenario that reflects a real threat to your organization and identify the intended audience.
- Launch it to a controlled group using the same delivery path used in production.
- Have a test learner report the message using the supported button, plug-in, forwarding address, or portal.
- Confirm where the report arrives, which metadata is retained, and whether it creates or updates a security ticket.
- Show how the platform distinguishes delivery, open, click, credential submission, report, and follow-up actions.
- Review the result by cohort, role, and scenario difficulty rather than relying on one organization-wide percentage.
A raw click rate does not by itself measure proficiency, culture, or incident reduction. A difficult, well-crafted simulation and an obvious test message are not equivalent observations. Ask for trend views that preserve scenario context and for guidance on how administrators should communicate results to managers and learners.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsInclude channels your workforce actually uses
Email may be central, but your threat model might also include text messages, collaboration tools, voice calls, QR codes, or physical approaches. Require demonstrations only for channels that are relevant and legally appropriate for your environment. Do not pay for breadth you will not operate, and do not omit a channel that your incident data shows is material.

Verify integrations and operational fit
Identity and assignment automation
Ask the vendor to create a new user, change a department, place a user on leave, and remove an account. Observe how quickly assignments, language, manager relationships, exemptions, and access change. Confirm whether a failed synchronization is visible and recoverable, and whether administrators can review the source data before it triggers a campaign.
Email and incident-handling connections
Demonstrate a suspicious-message report from a learner’s normal email client. Trace it to the security team, ticket queue, or analysis system. Confirm which headers, attachments, timestamps, user identity, and disposition fields are passed along, and whether the workflow supports a safe acknowledgement to the reporter.
Reporting and exports
Request a report for an individual, a manager’s group, a location, a role, and the whole program. Check filters, time zones, date definitions, historical retention, export formats, scheduled delivery, and API limits. Determine whether an administrator can distinguish “assigned,” “started,” “completed,” “failed,” “exempted,” and “overdue” rather than receiving one blended status.
Administration workload
Have the vendor build a campaign using your real hierarchy, add an exception, schedule reminders, revise the audience, and produce an audit report. Count the steps and note which require vendor support. A platform that automates delivery but makes corrections difficult can still consume more time than a simpler system.
Use a consistent vendor demonstration script
Give every vendor the same scenario and ask them to label each capability as available now, dependent on an integration, requiring professional services, or on a roadmap. A repeatable script makes differences visible.
- Import or synchronize a small test population with departments, roles, managers, language, and device information.
- Assign role-specific onboarding and show the learner experience on a desktop and a supported mobile device.
- Schedule a targeted simulation for a defined group and show how difficulty or scenario metadata is recorded.
- Submit a suspicious-message report as a learner and trace it through the security workflow.
- Trigger a remediation assignment from a knowledge-check result or simulation action.
- Change a user’s department and remove another user; show how assignments and historical records are handled.
- Produce an audit-ready completion report and a management report that contains behavior signals with their definitions.
- Export the same data through the documented API or file format your team would use.
- Review implementation prerequisites, support boundaries, data terms, retention, residency, pricing assumptions, and renewal conditions in writing.
Run a limited pilot when the decision warrants it
A pilot is most useful when it answers operational questions that a demo cannot. Define the population, duration, scenarios, administrators, and review meeting before launch. Establish a baseline for the signals you will examine:

NIST’s learning-program guidance recommends using metrics and evaluation to improve the program. That does not mean a short pilot proves a reduction in real incidents. State in advance which findings will change the rollout, content, workflow, or procurement decision, and preserve the data definitions so that later results remain comparable.

Procurement, privacy, and contract checks
Security awareness data can identify individuals, departments, behavior signals, and sometimes message content. Before approval, ask the vendor and your internal reviewers to document:
- Data categories collected for learners, administrators, simulations, and reported messages.
- Retention and deletion controls, including what remains in backups and exports.
- Processing locations, residency options, subprocessors, and incident-notification terms.
- Role-based access, administrator audit logs, encryption, and support access.
- Ownership and permitted use of learner activity, scenario results, and uploaded content.
- Implementation services, integration fees, minimum populations, renewal mechanics, and price changes.
- Exit assistance, export completeness, deletion confirmation, and the process for preserving records needed for an audit.
The available buyer guides do not establish comparable current prices or independently verified contract terms. Obtain a written quote that states edition, learner count, modules, simulation channels, integrations, services, support, taxes, renewal terms, and any one-time allowances or promotional conditions.

Common buying mistakes and how to avoid them
Choosing the biggest library
More lessons do not compensate for weak relevance, poor accessibility, or an assignment process administrators cannot maintain. Score the content against your roles and risks.
Best Value
Using one click rate as the program verdict
Preserve scenario difficulty, audience, channel, and reporting behavior. Combine simulation signals with learning assessments, real reports, incident-handling outcomes, and qualitative feedback.
Accepting “integrates with” as a complete answer
Ask which edition and version are supported, what data moves in each direction, who configures it, what permissions are required, and how errors are surfaced.
Ignoring the learner’s device and accessibility needs
Test the actual devices, browsers, networks, languages, and assistive technologies your workforce uses. A desktop-only proof of concept can conceal a production failure.
Letting a vendor define the success metric
Set the objective and evidence requirements first. Require the vendor to map its reports to those definitions and to identify data that the platform cannot measure.
Confusing training records with behavior change
Completion proves that an assignment was recorded. It does not prove safe decisions in every situation. Build a learning-and-evaluation cycle that can reveal gaps and update the program.
A decision rule for the final shortlist
Keep a platform on the shortlist only when it satisfies every mandatory requirement, demonstrates the complete workflows with your data shape, and produces reports whose definitions your security and compliance teams accept. Among those finalists, prefer the option that delivers the required outcomes with the least recurring administration and the clearest evidence of limitations.
Document unresolved questions, assign an owner and due date for each answer, and make the award conditional on written confirmation of scope, data handling, integrations, support, and commercial terms. Revisit the scorecard after the first evaluation cycle; the program should change when your workforce, systems, or threat model changes.
