Security Awareness Training Best Practices for Small Businesses

Small businesses should run security-awareness training on a regular schedule, include it in new-hire orientation, and refresh it whenever threats, vulnerabilities, or business procedures change. The most useful program teaches employees the decisions they actually make—how to verify an urgent request, report a suspicious message, protect accounts, and respond quickly after a mistake. Training is one layer of defense, not a substitute for multifactor authentication, software updates, backups, access controls, and an incident-response plan.

What an effective small-business program looks like

A workable program has five characteristics:

  • Recurring: Employees receive reminders and refreshers instead of attending one course and being forgotten.
  • Relevant: Examples match the company’s email, payment, customer-data, vendor, and remote-work workflows.
  • Action-oriented: Staff learn what to do when a message, login prompt, attachment, device, or request looks wrong.
  • Reportable: Everyone knows exactly where to send a concern and is encouraged to report quickly, including after clicking.
  • Measured: The business tracks participation and recurring problems, then adjusts instruction and procedures.

The Federal Trade Commission recommends a regular schedule, updates when new risks and vulnerabilities emerge, onboarding for new staff, and participation tracking. The Cybersecurity and Infrastructure Security Agency’s Cyber Essentials material likewise emphasizes threats employees encounter, suspicious events, simple protective practices, and each person’s role, including for employees without technical expertise.

How often should employees receive cybersecurity training?

There is no universally established number of sessions per year in the cited small-business guidance. The FTC uses the term “regular schedule,” not a mandatory quarterly or monthly rule. Choose a cadence that keeps the rules familiar, fits the company’s risk, and can actually be administered.

Use three triggers for training

  • Onboarding: Give every new employee a concise orientation before or as they receive access to company systems. Cover acceptable use, account protection, phishing, reporting, remote access, and the specific systems they will use.
  • Routine refreshers: Reinforce the core behaviors on a repeating schedule. Short lessons, reminders, or team discussions are easier to sustain than an occasional long presentation.
  • Change-triggered updates: Send focused instruction when a major vulnerability, fraud pattern, business process, software platform, payment workflow, or remote-work policy changes.

An illustrative operating rhythm

The following is a planning example, not an official requirement:

When Training activity Purpose
Before access or during the first week New-hire orientation and role-specific walkthrough Establish rules before the employee handles company data, payments, or customer communications.
Every few weeks One short reminder or scenario Keep verification, reporting, and account-protection habits visible.
At a scheduled recurring interval Structured refresher for all staff Review the full set of behaviors and record completion.
When risk changes Targeted message, briefing, or exercise Explain what changed and what employees must do differently.
After an incident or near miss Corrective coaching and process review Fix confusing instructions without blaming the person who reported the problem.

Increase the frequency of focused reminders when employees are handling a major migration, working remotely during travel, changing payment instructions, or seeing a new impersonation pattern. Do not confuse more messages with better training: each reminder should contain one clear behavior and a route for questions or reporting.

Assign ownership before you choose a course

A manager, internal security lead, or designated IT provider should own the schedule. Ownership means more than sending a slide deck. The owner defines the reporting route, keeps the employee list current, coordinates onboarding, records completion, updates examples, and makes sure someone can assess a report and act.

Write the expectations down

Put the basic rules in an accessible policy or employee handbook. Explain why the rules exist and how they apply to the employee’s work. At minimum, state that employees must pause on unexpected requests, avoid entering credentials through an unverified message, report suspected phishing, and promptly disclose a mistake so the business can contain it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Map people to the decisions they make

Start with a simple inventory:

  • Who can approve payments or change vendor bank details?
  • Who handles customer information, health information, financial records, or credentials?
  • Who has administrator access or can create accounts?
  • Who works from home, travels, uses personal devices, or accesses systems through a remote connection?
  • Which employees communicate with suppliers, applicants, executives, or customers by email and text?

Use those answers to select scenarios. A bookkeeper needs practice with invoice and bank-detail changes; a receptionist may need to verify callers and package deliveries; a manager may receive an apparent request from an executive; a technician may need stronger guidance on privileged access and remote tools.

What security-awareness training should cover

Phishing and impersonation

Show employees how attackers create urgency, authority, fear, or curiosity. Examples include a vendor account-update request, a payment-change message, an unexpected document share, a password-reset notice, or an apparent boss asking for a password. Teach that a familiar display name, logo, signature, or writing style is not proof that a request is genuine.

Employees should inspect the sender address and destination, but inspection is only a clue. The decisive behavior is independent verification: use a known website, previously saved contact, or phone number obtained from a trusted source rather than a link or number contained in the suspicious message.

Suspicious links and attachments

Explain that a link can lead to a convincing imitation of a real sign-in page and that an attachment can exploit an outdated application or trick a user into enabling risky content. Tell staff not to open unexpected files or sign in through an unexpected message. When a business request could cause financial, legal, or data loss, verify it through a separate channel.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Password habits and multifactor authentication

Training should explain why passwords must not be reused across work and personal accounts and why credentials should never be disclosed in response to an unsolicited request. Employees also need to recognize unexpected multifactor-authentication prompts. An unrequested prompt may indicate that someone already knows a password; the correct response is to deny it and report the event, not approve it to make the notifications stop.

Devices, updates, and remote work

Include lost or stolen devices, screen locking, secure networks, software updates, and remote-access procedures. New employees should receive the same secure-remote-access orientation as existing staff. Travel reminders should address public or shared environments and the handling of confidential information. The exact technical settings belong in the company’s IT standards, but employees must know which devices and connections are approved and whom to contact when a device is lost.

Data handling and everyday decisions

Use examples involving customer records, payroll, contracts, payment details, and internal documents. Employees should know when to use approved storage and sharing tools, how to verify a request for sensitive information, and when a message should be escalated instead of answered. Keep the lesson practical; CISA specifically frames awareness around simple protective practices and the employee’s role, not technical jargon.

Incident reporting

Every lesson should end with the same reporting instruction. Employees need a named person, mailbox, help-desk route, or approved reporting control. The route must reach someone who can examine the message, protect accounts, preserve useful information, and start the incident plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Teach a repeatable response to a suspicious message

Give employees a short procedure they can remember under pressure.

  1. Pause. Do not click, reply, download, approve a login prompt, or transfer money while the request is unverified.
  2. Inspect the context. Look at the sender address, destination, wording, timing, and whether the request fits the person’s normal work.
  3. Leave the message to verify. Open the organization’s known website or use a contact method already on file. Do not use the link, phone number, or reply address supplied by the suspicious message.
  4. Confirm the action. For payment changes, credential requests, sensitive files, or unusual executive instructions, obtain confirmation through a separate channel.
  5. Report it. Send the message to the designated reporting route, even if the employee is unsure.
  6. Tell the business immediately if anything happened. If the employee clicked, opened a file, entered credentials, approved a prompt, or sent information, prompt disclosure gives the organization the best chance to contain the event. Follow the incident-response instructions rather than hiding the mistake.

Practice this sequence with the exact tools employees use. A generic lesson is less useful if staff do not know how to report from the company’s mail application or who handles an urgent payment request.

Build a safe, no-blame reporting culture

Employees will delay reporting if they expect embarrassment or punishment. CISA’s 2025 guidance for state, local, tribal, and territorial governments explicitly emphasizes a no-blame culture; for a small business, that principle transfers well even though the original audience was government. The goal is fast, accurate information, not a perfect record of never making a mistake.

Make the route obvious

  • Put the reporting address or control in the employee handbook, onboarding materials, and recurring reminders.
  • Show the route during a live demonstration or screen recording.
  • Define who monitors reports, during which hours, and what happens after a report arrives.
  • Provide an alternate route for a compromised account or unavailable mailbox.

Define the first response

The person receiving a report should know how to assess urgency, preserve the message, contact the IT provider or security lead, and invoke the incident plan. A report that disappears into an unattended inbox teaches employees that reporting is pointless.

Review incidents without humiliating people

After an event or near miss, ask which signal was unclear, whether the verification path worked, and whether the process or technical control should change. Share the lesson without exposing unnecessary personal details. Recognition for prompt reporting reinforces the behavior more effectively than public blame.

Choose a delivery method that fits the business

There is no single best format. Compare options against the threats and workflows your employees actually face, the effort required to repeat training, accessibility for different schedules and roles, reporting and follow-up, administrative work and price, and the privacy and fairness of any simulation analytics.

Delivery option Strengths Limitations to manage Best fit
Self-guided materials Low scheduling burden; employees can complete short lessons at convenient times; easy to reuse for onboarding. Completion may be passive; examples can feel generic; someone must answer questions and track participation. Small teams with limited schedules and a manager who can provide local examples.
Live instruction Allows questions, discussion of real workflows, and immediate clarification of ambiguous requests. Requires coordination; quality depends on the instructor; remote or shift workers may be harder to include. Teams changing processes, recovering from an incident, or needing role-specific discussion.
Training platform Can automate assignment, reminders, completion records, and recurring delivery. Administrative setup, subscription cost, privacy review, and the risk of generic content that does not match the business. Organizations with many roles, distributed staff, or a need for repeatable records.
Blended approach Combines concise lessons with live discussion and targeted reminders. Needs clear ownership so the pieces do not become disconnected or repetitive. Businesses that want consistent baseline training plus local coaching.

CISA’s small-business resources include free fact sheets and online training covering phishing avoidance, password management, multifactor authentication, updates, backups, logging, and encryption. The FTC also identifies free phishing simulators from Microsoft and KnowBe4. SANS is an example of a fee-based security-awareness training source. Availability, features, and terms can change, so evaluate any provider against the criteria above rather than assuming a brand name guarantees a good program.

Use phishing simulations as practice, not punishment

A simulation can give employees a low-consequence opportunity to recognize a suspicious request and practice the reporting route. It can also reveal which scenarios or procedures need more explanation. It cannot replace instruction, a clear reporting process, or technical safeguards.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set the learning objective first

Decide whether the exercise is practicing link inspection, independent verification, reporting, or recognition of a particular impersonation pattern. Tell managers how the exercise supports learning and what follow-up will occur.

Protect trust and fairness

  • Do not shame or publicly rank employees.
  • Do not use a scenario that creates unnecessary fear about payroll, health, immigration, or personal emergencies.
  • Give accessible alternatives for employees who cannot use the standard training interface.
  • Explain how results are stored, who can see them, and how they will be used.
  • Make sure every exercise reinforces the real reporting route.

Do not publish a universal “safe” click rate or claim that a simulation by itself makes a company secure. The cited guidance does not establish a universal pass score, effectiveness benchmark, or quantified reduction in incidents.

Track participation and improve the program

The FTC recommends tracking employee participation. Completion is a useful administrative measure, but it is not proof that employees can recognize every attack. Keep records that help you manage the program:

  • Who completed onboarding and recurring training.
  • Which roles or locations still need instruction.
  • Questions employees ask repeatedly.
  • Whether reports reach the right person and receive a timely response.
  • Which procedures or examples employees find confusing.
  • Whether a new threat, vulnerability, or business change requires a targeted update.

Use observations to improve the content. If several employees ask how to verify a vendor’s bank-detail change, the answer may be a clearer approval procedure, not another generic phishing slide. If people report messages but the mailbox is not monitored, fix the process before assigning more training.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The FTC notes that a business may consider blocking network access when employees do not attend training. That is an enforcement option, not a universal requirement. If you use access restrictions, communicate the rule in advance, provide an accessible completion path, and offer a route for exceptions and technical problems.

Pair awareness with technical and organizational safeguards

Training cannot compensate for weak account protection, unpatched software, missing backups, or an undefined response plan. The FTC’s small-business guidance connects these practices with the six functions of the NIST Cybersecurity Framework 2.0:

Framework function What the business should address alongside training
Govern Assign ownership, set policies, define accountability, and communicate expectations.
Identify Know which systems, data, accounts, vendors, and workflows matter most.
Protect Use multifactor authentication, updates, access controls, backups, and secure configuration.
Detect Monitor for suspicious events and ensure reports reach someone able to investigate.
Respond Maintain an incident plan, contact list, decision authority, and communication procedure.
Recover Restore systems and operations from reliable backups, learn from the event, and update controls.

NIST CSF 2.0 is voluntary and flexible; it is not a one-size-fits-all checklist. Use its functions to find gaps rather than treating employee training as the entire security program.

A practical rollout plan for a small team

First phase: establish the minimum safe behavior

  1. Name the program owner and backup contact.
  2. Choose the reporting route and test that it reaches a responsible person.
  3. Write a one-page rule set covering suspicious requests, verification, reporting, credentials, multifactor prompts, lost devices, and remote access.
  4. Deliver a short orientation to current employees and include it in new-hire onboarding.

Second phase: tailor and reinforce

  1. List the company’s highest-risk workflows, such as payments, customer data, vendor changes, and administrator access.
  2. Create short scenarios for those workflows.
  3. Add recurring reminders and a change-triggered update process.
  4. Offer a live discussion or office-hours session so employees can ask about ambiguous requests.

Third phase: test and improve

  1. Run an optional, clearly scoped simulation or tabletop exercise if the business can support fair follow-up.
  2. Record participation and recurring questions.
  3. Review whether reports are timely, complete, and acted upon.
  4. Update the policy, examples, and technical controls based on what employees and managers learned.

Common mistakes and how to correct them

One annual course with no reinforcement

Why it fails: Employees forget procedures and new threats do not appear in the old material.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Use onboarding, recurring refreshers, and updates triggered by changes in threats, vulnerabilities, or workflows.

Generic definitions instead of business decisions

Why it fails: Staff may recognize the word “phishing” but still not know how to verify a vendor or executive request.

Correction: Build scenarios around the messages, systems, payment steps, and data employees actually handle.

Reporting as an afterthought

Why it fails: Employees hesitate, send reports to an unattended address, or do not know what to do after clicking.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Demonstrate one clear route, provide a backup route, monitor it, and state that prompt reporting is expected even after a mistake.

Shaming people through simulations

Why it fails: Fear discourages reporting and turns practice into a contest.

Correction: Use simulations to practice recognition and reporting, keep results private, and provide immediate learning-focused feedback.

Measuring clicks as the only outcome

Why it fails: A single exercise does not establish durable behavior or incident reduction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Track participation, reporting behavior, recurring questions, procedure clarity, and the organization’s ability to respond.

Assuming training replaces controls

Why it fails: A careful employee cannot compensate for a reused password, missing multifactor authentication, unpatched system, or unavailable backup.

Correction: Run awareness work alongside the Govern, Identify, Protect, Detect, Respond, and Recover activities in NIST CSF 2.0.

What “good” looks like after implementation

Employees can explain how to pause and verify an unexpected request, use the approved reporting route, and disclose a mistake immediately. New hires receive the same baseline before access. Managers can see who completed required instruction and where questions recur. The company updates examples when its systems or threats change. Simulations, if used, reinforce learning without humiliation. Technical safeguards and an incident plan limit the damage when a person or system misses a warning.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That combination—not a course completion certificate alone—is the practical standard for a small-business security-awareness program.
