Securing Equipment Emerges as a New Variable for Korea’s Chip Expansion Plans

South Korea may have the land, power and construction plans for its next semiconductor wave, but equipment availability is becoming the harder scheduling question. ASML plans to increase production capacity for low-NA EUV and DUV immersion systems by 30% in 2027 and another 30% in 2028. CEO Christophe Fouquet nevertheless said those increases would not satisfy customer demand.

That warning matters because semiconductor tools typically take 18 months to two years to deliver. Orders placed around 2025 can therefore determine whether fabs expected to start production between 2027 and 2030 receive the lithography and related equipment they need on time.

Why equipment availability has become central to Korea’s expansion

Samsung Electronics and SK hynix are building out major semiconductor capacity in Yongin and planning additional large-scale manufacturing sites in the Jeonnam-Gwangju, or Honam, Special Metropolitan City cluster. The projects are being discussed alongside the growth of artificial-intelligence-driven memory demand, including high-bandwidth memory (HBM).

Fab construction is only one part of the schedule. A completed building cannot make chips until it is fitted with lithography, deposition, etch, inspection, test and packaging systems. Lithography is especially time-sensitive because a small number of suppliers provide the most advanced tools and because installation, qualification and process ramp-up add time after delivery.

ASML’s warning changes the risk calculation. Fouquet said: “But to be honest, it’s becoming very clear that 30 percent in 2027, 30 percent in 2028 will not allow us to meet our customer demand.” The company’s planned increases apply to low-NA extreme ultraviolet (EUV) and deep ultraviolet (DUV) immersion systems, both of which are important to advanced chip production.

What the ASML capacity warning means

Low-NA EUV

Low-NA EUV lithography uses extreme-ultraviolet light to print extremely fine circuit patterns. Access to these systems affects how quickly a fab can begin and expand advanced process production, rather than simply whether the building is ready.

DUV immersion

DUV immersion lithography remains critical for many patterning steps and for advanced memory production. It is used across a broader set of layers than EUV, so demand for DUV systems can rise even when a project is marketed primarily around leading-edge or HBM capacity.

Orders are not the same as installed capacity

ASML CFO Roger Dassen described the allocation challenge this way: “We don’t want now to accept orders from customer A, B and C and then to tell customer D, who hasn’t given orders yet for 2029 and 2030, ‘Sorry, we’re sold out.’” The statement indicates that future production slots are being discussed well ahead of a tool’s arrival, but it does not establish how many systems Samsung or SK hynix have secured.

Neither company disclosed its exact equipment-order status in the cited coverage. Specific claims about secured EUV or DUV tool counts, allocations or delivery dates therefore remain unverified.

How the Korean fab timelines overlap with equipment windows

Project First-production or operating target Construction status Equipment exposure Order transparency
SK hynix Yongin First production targeted for October 2027 Construction is underway Its launch falls within the 2027–2028 period when ASML expects demand to exceed its planned capacity additions Exact equipment orders were not disclosed
Samsung Yongin First operations planned for 2029 Groundbreaking scheduled for late 2026 Its ramp overlaps the period in which EUV and DUV demand is already being booked for later deliveries Exact equipment orders were not disclosed
Samsung and SK hynix Honam sites Local authorities target mass production around 2030 Construction is targeted to begin in 2027; detailed company schedules have not been published in the cited coverage These sites would compete for equipment windows extending into 2029–2030 Exact equipment orders were not disclosed

Edaily reported that EUV orders were secured through 2028 while Samsung and SK hynix launches overlap in 2028 and 2029. It also reported a 39.5% increase in semiconductor-equipment imports during the first half of 2026 — 39.5% — Edaily, 2026. Import growth shows the scale of current purchasing activity, but it does not reveal which company received which tool or whether every planned fab is covered.

Could shortages delay Yongin or Honam?

A delay is possible if a project reaches the installation stage without the required lithography or supporting equipment. The risk is not limited to EUV. DUV immersion tools, inspection systems, packaging equipment and test capacity can also determine when wafers or finished HBM products enter production.

At the same time, the available statements do not prove that Korea is facing a confirmed equipment bottleneck. An industry official quoted by The Korea Times said: “It is difficult to describe the current situation as a bottleneck. Given that ASML is expanding its production capacity, it is hard to expect that orders placed now would face delays significant enough to call it a bottleneck.”

The practical conclusion is narrower: supply is constrained enough that procurement timing has become a critical project variable, but the public evidence does not show that a named Korean fab has already missed a tool delivery.

What this means for HBM expansion

HBM growth requires more than wafer-fabrication lithography. Korean suppliers and fabs are also preparing packaging, inspection and test capacity. Those steps connect the EUV and DUV question to the broader production chain: a fab can produce memory dies, yet still fall short of shipment targets if packaging or testing capacity is not ready.

Strong AI-related demand through 2028–2030 would increase the chance that several Korean projects seek the same equipment windows. Yongin projects have nearer and clearer production milestones, while Honam projects have longer horizons and less publicly detailed operating schedules. Both still depend on timely access to tools and on the land, power and infrastructure supplied around the industrial clusters.

How to read the next milestones

  • Watch purchase disclosures: Samsung and SK hynix have not published exact EUV or DUV order totals in the cited reporting. A later company filing or supplier announcement would be needed to verify allocations.
  • Separate construction from qualification: Groundbreaking, building completion, tool installation and first qualified production are different milestones.
  • Track non-lithography capacity: Inspection, test and advanced packaging can become the limiting step for HBM even when wafer tools arrive.
  • Check the delivery window: An order placed 18 months to two years before use may support a 2027–2030 launch; a late order can compress installation and qualification time.
  • Compare targets with disclosed schedules: Yongin has stated first-production targets, while the Honam projects have public regional targets but no detailed company operating timetable in the cited coverage.

Bottom line for Korea’s chip plans

Korea’s semiconductor expansion is no longer just a question of securing sites and building fabs. ASML’s forecast capacity increases for 2027 and 2028 are substantial but, according to its CEO, still below expected demand. With lead times of 18 months to two years, procurement decisions made around 2025 can shape whether Yongin and Honam projects start on schedule. The projects are not proven to be in a bottleneck today, but equipment access is now a central variable in whether their 2027–2030 production ambitions become operational capacity.
