Pakistan’s Securities and Exchange Commission (SECP) reportedly approved sending a reference about brokerage firm M/s Bagsara Securities to the Federal Investigation Agency (FIA). News reports say the inquiry concerned investor shares allegedly transferred and pledged without consent, with more than Rs176.2 million worth of shares pledged between 2007 and 2010. The referral is a procedural step—not a published FIA finding or a court judgment.

What is reported to have happened?

TechJuice and 24NewsHD reported on October 3, 2026, that SECP approved forwarding the Bagsara Securities matter to FIA for further action. According to the reports’ accounts of the inquiry, investors’ shares were transferred and pledged without their consent. Shares valued at more than Rs176.2 million were pledged between 2007 and 2010; after the brokerage defaulted on payments, banks and the stock exchange later sold pledged shares. These are details reported about the inquiry, not findings independently established by a court.

The available reports do not establish that FIA has completed an investigation, that anyone has been charged or convicted, or that investors have received full repayment. The specific SECP reference or inquiry statement was not located, so the public reporting does not provide a case document against which to verify the allegations or procedural details.

How much was reportedly repaid, and what remains outstanding?

The reports say investments totaling Rs145.5 million belonging to 333 investors were verified. Of that amount, Rs96.57 million was reportedly repaid. The remaining claims were reported as Rs48.9 million, or about Rs50 million when rounded. The rounded figure is not a separate amount.

These amounts are attributed to the inquiry as described by TechJuice and 24NewsHD on October 3, 2026; the located material does not identify a primary inquiry record or a dated SECP data release for the figures.

What does SECP’s referral to FIA mean?

It means the regulator reportedly approved forwarding a reference for further action. That alone does not show what FIA has concluded, whether it has opened or completed a case investigation, or whether a court has made any ruling about the reported conduct. The reports do not supply a case-specific explanation of the referral’s legal basis or its current status beyond the approval to refer.

Rank #2

SECP’s January 29, 2025 clarification provides general context, not a case-specific account: it says SECP investigates insider trading and market manipulation and files criminal complaints in relevant courts under the Securities Act, 2015. It also says FIA requested details of completed cases for parallel investigation under its mandate under the Anti-Money Laundering Act, 2010. That description does not confirm why the Bagsara reference was sent or what FIA has done in this matter. Read SECP’s clarification on its role and FIA coordination.
