SEBI has published new Portfolio Managers Regulations, dated October 12, 2026, but they are scheduled to take effect only on April 1, 2027. The ₹25 lakh mutual-fund-only PMS route, along with proposals involving IPO-related securities and unlisted debt, was reported during a July consultation; the available official listing does not establish that these proposals became final rules. Investors should not treat the proposed route or investment permissions as currently available.

What SEBI has confirmed—and when the rules start

The Securities and Exchange Board of India (SEBI) lists the Securities and Exchange Board of India (Portfolio Managers) Regulations, 2026, dated October 12, 2026. Its regulations index gives April 1, 2027 as the effective date. The new framework has therefore been published but is not yet in force as of October 13, 2026. SEBI’s regulations index is the primary source for the listing and effective date.

The listing establishes that a new regulation exists and when it is scheduled to begin. It does not, in the available view, disclose the operative clauses needed to verify the exact investment permissions, minimums, eligibility conditions or safeguards. Those details should not be presented as settled without checking the final legal text.

What the ₹25 lakh route and expanded investment options mean so far

On July 23, 2026, SEBI listed a comprehensive-review consultation paper on portfolio managers. SEBI’s consultation-paper listing establishes the consultation date. Business Standard reported that the consultation proposed a mutual-fund-only PMS route with a ₹25 lakh minimum, compared with ₹50 lakh for regular PMS. It also reported proposals to permit domestic securities that are to be listed and investment-grade unlisted debt, with unlisted debt capped at 10% of a client’s assets under management (AUM). Business Standard’s July 23 report describes these as proposals, not verified final clauses.

The same report attributes this rationale to SEBI: “This proposed framework aims to effectively serve mass-affluent investors who seek professional PMS for their MF investments.” That aim explains the proposed MF-only category; it does not confirm that investors can use it now or that the final regulations retain the proposal unchanged.

Proposed route compared with regular PMS

Feature MF-only PMS route Regular PMS
Minimum reported in July 2026 consultation coverage ₹25 lakh, proposed ₹50 lakh, reported as the regular PMS minimum in the consultation coverage
Investment universe described in that coverage Mutual funds only, as described for the proposed route Not specified in the cited report as a complete list of permitted investments
Effective date The 2026 regulations are listed as effective April 1, 2027; specific final route provisions are not verified in the available regulation listing.
Provider eligibility, fees and other costs Not established by the cited consultation coverage or available regulation listing.
Final investor protections and conditions Not established by the available operative-text view.

The table’s rupee amounts describe consultation coverage, not an assurance that those amounts are the final thresholds or that a provider currently offers either route. The available sources do not establish final eligibility criteria, provider availability, fees or the full investment universe for either category.

IPO-related securities and unlisted debt: what was proposed

Business Standard reported a proposal allowing portfolio managers to invest in domestic securities that are to be listed, as well as investment-grade unlisted debt subject to a proposed limit of up to 10% of a client’s AUM. The report does not establish the final definitions, eligibility tests, conditions or whether these permissions were retained in the regulations published in October.

“To-be-listed” securities should not be treated as a blanket confirmation that a PMS can invest in every IPO or pre-listing opportunity. The applicable instruments, timing and restrictions depend on the final clauses. Likewise, the reported 10% figure is a proposal in the consultation coverage—not a verified limit investors or managers can rely on today.

What investors should check before acting

  • Do not rely on the proposed minimum as a current entry point. The ₹25 lakh figure was reported for a proposed MF-only route; the regulations are scheduled to take effect on April 1, 2027.
  • Read the operative regulation and any later amendments. Verify the final threshold, eligible mutual funds, permitted instruments, caps, suitability requirements and disclosures.
  • Confirm provider status and charges directly. The available sources do not establish which providers may offer an MF-only PMS, when they will do so, or what fees and other costs will apply.
  • Assess suitability, not just the minimum. A lower proposed minimum does not itself show that a professionally managed portfolio is suitable. Consider the service mandate, risks, liquidity, costs and alternatives before committing capital.

SEBI’s official listing and the July consultation report answer different questions: the listing gives the new regulations’ date and scheduled start; the report describes proposals discussed earlier. Until the final clauses are checked, the ₹25 lakh route and the additional investment permissions remain proposal details rather than confirmed operating terms.
