In the United States, screen recording an entire Tubi movie without permission is likely unlawful. Watching a movie through a free stream does not, by itself, authorize you to make a separate copy. Whether a particular recording is permitted depends on authorization and the facts; bypassing an access-control measure can also raise a separate legal issue.
Why recording a movie is different from watching it
U.S. copyright law gives the copyright owner the exclusive right to reproduce a protected work, subject to legal exceptions. A persistent screen recording of a movie makes a copy. Permission to watch a stream does not automatically include permission to create another copy. See 17 U.S.C. §106.

That distinction is the core of the question: watching a movie through the service and recording the movie are separate acts, with separate copyright implications. The fact that a stream is free to watch does not change that analysis.

Does personal use make a Tubi recording legal?
Not automatically. “Personal use” is not a blanket exemption from copyright law. Fair use is a fact-specific analysis under 17 U.S.C. §107, which identifies four factors for consideration:

- Purpose and character: Why and how the material is used, including whether the use is commercial or nonprofit educational.
- Nature of the work: The kind of copyrighted work involved. A movie is a creative work.
- Amount and substantiality: How much is used, including whether the portion used is central to the work.
- Market effect: The effect of the use on the potential market for, or value of, the work.
Section 107 names examples such as criticism, comment, news reporting, teaching, scholarship, and research, but it does not create an automatic exception for keeping a full movie for later viewing. Recording an entire film takes all of the work, so the amount used is an important consideration; no single factor or label decides the outcome. What if recording requires bypassing a protection?
Copyright infringement and circumvention are distinct questions. The U.S. Copyright Office explains that Section 1201 of the Digital Millennium Copyright Act prohibits circumvention of technological measures used to control access to copyrighted works. Whether a recording would otherwise qualify as fair use does not, by itself, resolve a separate circumvention question. Read the Copyright Office’s Section 1201 overview.

Federal regulations include narrow exemptions for certain screen-capture uses involving short portions of motion pictures—for example, specified criticism or comment and educational uses subject to conditions. These are not general permission to capture full movies for ordinary home viewing. The current regulation is at 37 C.F.R. §201.40.
What do Tubi’s terms say about recording?
Tubi’s Terms of Use page is the place to check for the service’s current contractual rules. The exact operative terms could not be confirmed here, so it would be inaccurate to claim that a particular Tubi clause expressly prohibits recording. Copyright law and service terms are separate considerations; check the current terms rather than relying on an unverified quotation or summary.
