Not necessarily. A school can regularly practice evacuations or lockdowns and still need a separate, coordinated plan for a student experiencing a behavioral-health crisis. Drills rehearse responses to particular hazards; student crisis planning addresses how staff recognize and escalate concerns, keep people safe, involve appropriate professionals and family, and arrange follow-up. An emergency drill alone does not show whether a school has that plan.
What an emergency drill does—and does not—tell you
A drill is one part of emergency preparedness, not proof that a school is ready for every kind of emergency. The U.S. Department of Education describes a school Emergency Operations Plan (EOP) as a collaborative plan for preventing or minimizing emergencies and clarifying the roles of school staff and responders. Its guidance calls for regular review, school-specific training and exercises, and planning for recovery. It also says training, exercises, and age-appropriate drills should reflect school-specific needs.
A student in acute emotional or behavioral distress may need a different response from the one practiced in a fire evacuation or lockdown. Staff may need to identify warning signs, consult designated school professionals, determine whether emergency or behavioral-health support is warranted, communicate with the family, and plan what happens after the immediate crisis. The exact steps depend on the situation and the school’s and community’s protocols.
What should a student crisis plan cover?
SAMHSA’s school crisis checklist, authored by the National Child Traumatic Stress Network, focuses on the mental-health component of a school crisis and emergency plan. Its scope spans mitigation, prevention, preparation, response, and recovery. That breadth matters: an effective plan is more than a phone number or a single staff member’s judgment.

SAMHSA educator guidance identifies school professionals such as counselors, nurses, and administrators as potential points of consultation, and recommends involving parents when concerning behaviors are observed.
- Roles and escalation: Staff know who receives a concern, who makes or coordinates next steps, and how to reach a backup if the primary contact is unavailable.
- Immediate response: Procedures address safety and supervision, and specify when school personnel should involve emergency services or behavioral-health responders.
- Family communication and recovery: The plan clarifies how families are contacted and how the school coordinates appropriate follow-up after the immediate incident.
- Review and practice: Procedures are revisited and adapted to the school’s setting and students’ ages, rather than assumed to work simply because a general emergency drill occurred.
These are practical questions for understanding a plan, not a scored compliance checklist. The school crisis checklist resource description says it offers suggestions for developing procedures across “mitigation, prevention, preparation, response, and recovery.”
What should educators know before a crisis?
SAMHSA’s educator guidance emphasizes knowing warning signs, consulting appropriate school personnel, and knowing how to access crisis support. A school can make those expectations usable by ensuring staff can identify the relevant contacts and escalation route, rather than leaving each employee to improvise.

Parents and caregivers can ask the school how it handles concerns during the school day, who coordinates the response, when families are contacted, and what follow-up is available. A school’s answer should describe its own current arrangements; general federal guidance cannot establish what any particular school has adopted.
What does the cited suicide-attempt protocol say?
A SAMHSA toolkit excerpt describes a specific example for an attempted suicide: the first adult should not leave the student alone, or should arrange for another adult to maintain continuous supervision; that adult should call 911 or local emergency services and contact the designated response coordinator. The excerpt assigns the coordinator tasks such as involving appropriate school or community personnel, contacting the student’s parents, involving EMS when needed, and planning follow-up medical or mental-health care.

In an immediate emergency, use local emergency services and follow current instructions from qualified responders and the school or district.
How can schools connect with community crisis support?
SAMHSA’s national crisis-care model describes three elements: “someone to contact,” “someone to respond,” and “a safe place for help.” It is a framework for community crisis systems, not a school-specific procedure or contact list. Schools need to know which local services and arrangements are actually available to them, and how those services fit with school and family roles.

- Who is the designated point of contact if a student is in crisis, and who is the backup?
- How does a staff member escalate a concern during the school day?
- How are families contacted, and who is responsible for that communication?
- What local emergency or behavioral-health services can the school involve?
- How does the school plan follow-up and recovery after the immediate incident?
- How are staff prepared to recognize concerns and use the school’s procedures?
If there is immediate danger, contact emergency services rather than waiting for a school-plan discussion.
Is there a national figure for schools with individual crisis plans?
The federal sources cited here do not establish a national percentage of schools with individualized behavioral-health crisis plans. The Department of Education notes variation in active-shooter drill practices and limited research on their effects on student well-being, but those are different measures; they cannot be used as statistics about student-specific mental-health planning.
