Saudi Real Estate Refinance Company (SRC), which is wholly owned by Saudi Arabia’s Public Investment Fund (PIF), signed a housing-finance portfolio purchase with Banque Saudi Fransi (BSF) on 26 September 2021. Arab News described it as the second such purchase between the companies. The report did not disclose the portfolio’s value, the number of loans, or detailed transaction terms.
What SRC and Banque Saudi Fransi announced
Arab News reported on 26 September 2021 that SRC had signed its second housing-finance portfolio purchase with BSF. SRC said it expected the acquisition to provide long-term liquidity to Saudi Arabia’s housing market. That was the company’s stated expectation; the report did not provide evidence measuring the transaction’s eventual impact. Arab News’ account also quoted SRC chief executive Fabrice Susini describing the company’s role in developing the housing market and supporting originators through liquidity and risk-management solutions. His remarks, like BSF chief executive Rayan Fayez’s comments about Vision 2030, are statements by transaction participants rather than independent assessments of the deal’s results.

What the report does—and does not—disclose
The announcement establishes the counterparty, date, and general transaction type, but not its financial or loan-level details. Arab News did not state the portfolio’s value, number of mortgages, borrower characteristics, purchase price, or closing conditions. There is therefore no basis in the report for estimating the scale or terms of this BSF transaction.

SRC’s announcement of the SNB agreement should not be used to fill in the undisclosed value of the 2021 deal.

Why SRC buys mortgage portfolios
SRC was established by PIF in 2017 to develop Saudi Arabia’s secondary mortgage market and support liquidity in housing finance. PIF’s launch announcement sets out that original mandate. In broad terms, when a refinancing company purchases or refinances mortgage portfolios from banks and finance companies, it can provide those originators with liquidity or capital capacity to continue lending.
SRC’s current company profile describes providing liquidity or capital relief to mortgage originators and aggregating home-financing portfolios for mortgage-backed securities. That later description explains the wider market function, but it does not establish that the 2021 BSF portfolio was securitized or quantify any effect the purchase had on lending.

How the 2021 deal fits SRC’s relationship with BSF
The 2021 report called the agreement the second housing-finance portfolio purchase between SRC and BSF. An earlier SRC announcement in 2018 described an agreement involving acquisition of part of BSF’s mortgage portfolio and SRC funding for longer-term fixed-rate mortgages. The 2018 announcement and the 2021 report show that the companies had worked together before, but do not provide a complete record of every arrangement or establish a precise count beyond the wording used in the 2021 report.
