The IMF’s July 2026 baseline projects Saudi real GDP growth of 1.7% for 2026, down from 4.6% in 2025. The World Bank’s October forecast of a 4.3% contraction applies to the GCC economies as a group, not to Saudi Arabia alone.
Is Saudi Arabia’s economy contracting?
Not according to the latest Saudi-specific full-year baseline cited here. The International Monetary Fund’s July 29, 2026 assessment projects positive real GDP growth of 1.7% for Saudi Arabia in 2026. That is a sharp slowdown from the 4.6% growth it estimates for 2025, but it is not a forecast of annual contraction. The IMF projects growth to strengthen to 5.5% in 2027; that, too, is a forecast rather than a measured result.

The distinction matters because the World Bank Group’s October 6, 2026 outlook projects a 4.3% contraction for the Gulf Cooperation Council economies as a group. It is a regional figure, not a Saudi national forecast. The World Bank identifies Iraq and Saudi Arabia as having the largest absolute oil-production reductions among Gulf producers, but does not say that the entire regional production drop occurred in either country.

Oil production is one part of national economic activity. The IMF’s Saudi forecast includes both oil and non-oil activity, while the World Bank’s 4.3% figure covers the GCC group. The evidence therefore points to substantial disruption and weaker Saudi growth, not a confirmed Saudi recession.

What the forecasts say—and why dates matter
| Measure | Figure | Source and timing |
|---|---|---|
| Saudi real GDP growth | 4.6% in 2025; 1.7% projected for 2026; 5.5% projected for 2027 | IMF, July 2026 country baseline |
| Saudi non-oil GDP growth | 4.2% in 2025; 2.6% projected for 2026; 4.5% projected for 2027 | IMF, July 2026 country baseline |
| GCC real GDP | 4.3% contraction projected for 2026 | World Bank Group, October 6, 2026; regional group, not Saudi Arabia alone |
| Saudi real GDP growth | 3.1% projected for 2026, revised down 1.4 percentage points from January | IMF, April 2026 World Economic Outlook; an earlier forecast, superseded by the later July country baseline |
The April and July IMF projections are snapshots from different publication dates, not two estimates to average together. The April World Economic Outlook’s 3.1% Saudi forecast preceded the July Article IV baseline of 1.7%. The later figure is the newer Saudi-specific baseline in this evidence. Meanwhile, the October World Bank figure has broader geographic coverage, so it cannot be used to update or replace the Saudi number.
How the war is affecting Saudi Arabia’s economy
The World Bank says the conflict began in February 2026 and that closure of the Strait of Hormuz disrupted trade, reduced Gulf oil production and weighed on economic activity. The shock has also affected tourism, aviation, logistics, financial markets and business sentiment. It differs from many earlier energy shocks: in the World Bank’s assessment, the shipping closure imposed costs on oil-exporting Gulf economies rather than simply benefiting them through higher energy prices.

Gulf oil production was about 26 million barrels per day before the conflict, according to the World Bank. It fell to about 16 million barrels per day in March and remained depressed through May before partially recovering. Those are regional production figures; they should not be read as Saudi output alone. The World Bank says the largest absolute reductions were in Iraq and Saudi Arabia.
For Saudi Arabia, the IMF says the disruption affected trade, including oil exports, and weighed on non-oil activity and confidence. The kingdom rerouted oil through the East-West pipeline toward Red Sea ports, limiting the decline in oil deliveries. In the IMF’s July assessment, higher oil prices more than offset volume losses and generated an oil-revenue windfall. That cushion does not erase the cost of disrupted shipping or guarantee that the same balance will hold if production, prices or access to export routes change.

High-frequency indicators available to the IMF pointed to a likely contraction in non-oil activity in March, followed by early stabilization during April to June. These indicators describe the path of activity during those months; they are not a final full-year GDP result. The July baseline still projects Saudi non-oil GDP growth of 2.6% for 2026, slower than the 4.2% estimated for 2025.
What could cushion the impact—and what could deepen it?
Higher oil prices and the ability to reroute some exports are partial buffers. The IMF’s July assessment also projects Saudi public debt at 32.1% of GDP in 2026, alongside a fiscal deficit of 3.7% of GDP and a current-account deficit of 0.3% of GDP. These are full-year projections, not final accounts. They describe room and pressures in the public finances and external balance, but do not by themselves show how the conflict will evolve or how much protection the economy has against a prolonged shock.

The main downside risks are sustained shipping disruption, further oil-production losses, and damage to non-oil activity through trade delays, weaker confidence, reduced investment or losses in travel and logistics. A higher oil price can support revenue while physical export volumes and other sectors remain under strain. Escalation could therefore make the growth outlook worse even if one part of the economy benefits from prices.
What the outlook means for households and businesses
The most accurate near-term reading is a sharp slowdown under pressure, not a verified economy-wide annual contraction. For firms, the shock can arrive through shipping reliability, costs, delivery times, travel demand and investment confidence, not just the price of crude. For households, the implications depend on how persistent those pressures become and whether they affect employment, prices or public spending; the forecasts cited here do not quantify those household-level effects.

The World Bank’s October 6 statement captures the longer-term concern. Ousmane Dione, its Vice President for the Middle East, North Africa, Afghanistan and Pakistan, said: “Protecting vulnerable households, restoring productive capacity, and investing in more resilient energy and transport infrastructure will be critical to ensuring that a temporary shock does not leave lasting losses in human capital, growth prospects and living standards.” That warning is about preventing temporary disruption from becoming lasting damage; it is not a prediction that the shock will necessarily persist.
Forecasts can change quickly in a conflict that affects shipping access, oil volumes and prices. The October World Bank outlook supplies a GCC-wide contraction forecast, while the latest Saudi-specific baseline cited here is the IMF’s July projection of positive 1.7% growth. Neither should be mistaken for a final measured outcome.
