Satya Nadella’s often-cited prediction is that artificial intelligence will become abundant, while “real intelligence” and human qualities such as empathy become scarce. He was making a case for responsible, people-centered design—not claiming that machines possess human empathy.
Nadella made the remark in London during events connected with the United Kingdom release of his 2017 book Hit Refresh. The surrounding argument remains relevant whenever an AI system’s technical capability is weighed against its understanding of people and their needs.

The exact quote
“I believe in a world that will have an abundance of artificial intelligence, but what will be scarce is real intelligence and human qualities, like empathy.”

#1 Best Overall
The wording sets up a contrast between two kinds of abundance and scarcity. Machine capability may become plentiful: systems can process information, automate tasks and generate outputs at scale. Nadella’s warning is that qualities associated with human judgment—especially empathy—may not automatically increase alongside that capability.
When and where Nadella said it
Microsoft UK Stories published the statement on October 6, 2017, while covering Nadella’s London appearances around the UK launch of Hit Refresh. The report identifies two events:
Rank #2
- An Intelligence Squared event at the Emmanuel Centre in Westminster.
- A separate talk at Lord’s Cricket Ground.
The quote is therefore a dated statement from the book’s 2017 release period, rather than a newly issued forecast. No numerical prediction or timetable accompanied it.

Capability is not the same as understanding
Nadella was not using “real intelligence” as a technical benchmark or arguing that software is unintelligent in every sense. His point was that powerful tools do not necessarily understand the human problem behind a request. A system can optimize an assigned target and still miss a person’s circumstances, priorities or dignity.
Empathy must be designed in
The surrounding discussion presents empathy as a conscious design choice. As AI affects daily life, creators should consider how a system treats people from the beginning, not bolt on safeguards after deployment. That includes asking who benefits, who may be excluded and how an error could affect someone’s livelihood, health or access to services.
Empowerment and responsibility
Nadella links innovation with empowering people and taking responsibility for unintended consequences. In practical terms, a technically successful product can still be poorly designed if it reduces users’ agency, hides important decisions or makes it difficult to challenge an incorrect result.
The idea in three useful comparisons
| Dimension | What abundance of AI can provide | What Nadella says must remain scarce and intentional |
|---|---|---|
| Machine capability versus human qualities | Fast, scalable computation and automation | Judgment, empathy and other human qualities |
| Empowerment versus unintended consequences | Tools that help people accomplish more | Accountability for harms the tool creates or amplifies |
| Technical performance versus human needs | Outputs that meet a defined metric | Understanding the real problem people are trying to solve |
This framing does not reject AI. It asks designers and organizations to measure success more broadly than speed, accuracy or cost. A system can perform well on a test and still fail the people who rely on it if its goals are incomplete or its effects are ignored.

For users, the line is a reminder to look beyond impressive demonstrations. Before trusting an AI feature, consider what information it uses, what assumptions it makes and who is responsible when it is wrong. Human review is particularly important where decisions affect rights, money, safety or access to essential services.
Best Value
For builders, Nadella’s argument points to design questions that belong at the start of a project: Can users understand the system’s limits? Can they correct an error? Does the interface respect their context and language? Are foreseeable harms tested with the people most likely to experience them?
Where to read the wider argument
The most direct reading follow-up is Nadella’s book Hit Refresh: The Quest to Rediscover Microsoft’s Soul and Imagine a Better Future. The Microsoft UK Stories account of the October 2017 London events supplies the immediate publication context for the quotation and explains its connection to the book’s themes of empathy, empowerment and responsibility.
Bottom line for interpreting the quotation
Nadella’s sentence is a warning about priorities, not a claim that artificial intelligence has human feelings. He expects AI capability to become common and argues that empathy, thoughtful judgment and responsibility will require deliberate human effort. The practical test is whether an AI system helps people while understanding—and accepting accountability for—the problems it can create.
