His proposed safeguards include independent permissions, continuous testing, tamper-resistant records, audits, containment, and disclosure of incidents. The core point: an organization cannot transfer responsibility for an AI system’s actions to its model provider.
What Nadella said—and where the report comes from
Digit reported on October 11, 2026, that Nadella published an article titled “Models as Insider Risks in the Super Intelligence Era” in a post on his official X account dated October 10. The X page was not accessible to the report’s researchers, so the title and substance are established here through contemporaneous coverage rather than direct access to his original post. Digit describes the argument and its safeguards.

In this context, “insider risk” is a precautionary security framing: a powerful model given access to sensitive information or authority to act could make mistakes or be compromised. It does not mean every model is malicious. Nadella’s concern is especially relevant when organizations let AI act on people’s behalf or interact with consequential systems.

Traditional software is often easier to trace through code paths. The behavior of advanced AI models is harder to explain by pointing to particular training inputs or configurations of model weights. Yet organizations may give these systems access to sensitive data and permission to take consequential actions.

Nadella’s proposed response is to separate the model’s ability to produce intelligence from the authority to use it. A model can generate recommendations or perform tasks, but independent systems and people should determine what it can access and do. As Fortune India reports, Nadella says, “In other words, we need to separate the supply of intelligence from the authority over it.”
Safeguards Nadella wants organizations to build
Keep model access and permissions independent
Set permissions outside the model. The system should not be able to grant itself new access or expand its authority simply because a task calls for it. This also means that a provider’s assurances cannot substitute for the deploying organization’s own controls.

Make consequential actions observable
Preserve tamper-proof, human-readable records of meaningful actions. These records should let staff reconstruct what happened without relying on the model to describe or explain its own behavior.
Test the whole system continuously
Evaluate more than whether the model completes ordinary tasks successfully. Nadella’s reported principle is to keep testing the full system for failures, attacks, edge cases, and changes over time.

Use diverse models and independent checks
Avoid making one model the sole dependency for consequential outcomes, and do not rely on a model to verify its own work. Keep validation independent from the system being evaluated so that a failure is less likely to go unnoticed simply because the same system produced and checked the result.
Keep an authorized way to contain the system
Assume a model could be compromised, and design for containment from the start. Authorized staff should be able to pause or stop the system mid-task. Digit compares this capability to an “emergency brake”: a metaphor for a system-level control, not a claim that Nadella specified a physical switch or a particular product.

Audit independently and disclose incidents
Have validation conducted independently of the system under review. If a failure or compromise occurs, report it to affected parties in a timely way and share lessons that can help improve defenses across the industry.

Who remains responsible when AI acts?
Nadella’s answer is the organization deploying the system. In Fortune India’s report, he says: “We simply can’t outsource responsibility for what intelligence does on our behalf. A model provider’s assurances do not relieve us of that responsibility.” Using a model does not, in this framing, move accountability for its actions to the company that supplied it.
The practical implication is that governance has to cover the full deployment: what the system can reach, which actions it may take, how those actions are recorded and tested, and who can intervene. Those controls should not depend solely on the model behaving as intended or on assurances from its provider.
What “trust the model the least” means
Nadella’s reported conclusion is that trust should come from limiting a model’s unchecked authority, not from assuming the model itself is trustworthy. As Fortune India reports him saying, “The most trustworthy Super Intelligence system will not be the one with the model we trust most. It will be the one that enables us to trust the model the least.” The proposal is therefore about designing independent safeguards around powerful models, not treating a model’s assurances as a substitute for them.
