San Francisco’s Lawsuit Over Hotel Booking Ads Is Not a New FTC Case Against Priceline’s Owner

The current report behind this headline describes a civil lawsuit brought by San Francisco—not a newly confirmed FTC action against Booking Holdings, Priceline’s parent. The city alleges that GuestReservations.com and BookOnline.com used hotel-branded ads and webpages that could lead travelers to think they were booking directly with a hotel. Those allegations have not been proven.

What is the case about?

Inc. reported on August 3, 2026, that San Francisco sued GuestReservations.com, BookOnline.com, and Booking Holdings. The city alleges the sites’ paid search ads and hotel-branded webpages could mislead travelers about who was taking their reservation. It reportedly seeks customer refunds, an injunction, and civil penalties of up to $2,500 per violation. These are requested remedies, not a judgment or finding of liability. Inc.’s report is the source for the reported allegations.

Booking Holdings, the parent of Priceline, appears in the case because the city allegedly says Priceline Partner Solutions supplied room inventory exclusively to Guest Reservations and played a similar role for BookOnline. That supplier relationship is an allegation described in the report, not an adjudicated finding.

Booking Holdings told People that it takes consumer protection seriously and believes the lawsuit lacks merit, according to Inc. The report says Guest Reservations, BookOnline, and the other named individuals did not respond to its requests for comment.

Why is the FTC in the headline?

The currently available report describes a San Francisco civil lawsuit and does not confirm that the FTC is bringing a new case against Booking Holdings. The FTC did bring a separate hotel-reseller case in 2017, but it involved Reservation Counter, TravelPASS Group, and Partner Fusion—not Booking Holdings, GuestReservations.com, or BookOnline.com.

What the FTC’s 2017 case covered

In December 2017, the FTC announced settlements with the three resellers. The agency said they obtained room inventory primarily through other online travel agencies, including Priceline, and marketed rooms through their own ads, websites, and call centers. The FTC alleged that their marketing could make consumers think they were booking directly with a hotel, and that some consumers were charged immediately rather than after arrival. The FTC described these as alleged violations of Section 5(a) of the FTC Act, which prohibits unfair or deceptive acts or practices in or affecting commerce. The FTC’s 2017 announcement says the proposed order barred misleading claims about hotel affiliation and required disclosures about total room cost, charge timing, and whether callers were reaching an independent travel agency. Those historical allegations and settlements do not establish what happened in the 2026 case.

What San Francisco alleges about the ads and prices

Inc. described one example from the city’s complaint: a search for “palace hotel sf” on an iPhone returned sponsored listings for Guest Reservations and BookOnline above the hotel’s official page. According to the report, the city alleged that Guest Reservations quoted $775 for a flexible-cancellation king room while Marriott listed a comparable room for $419. The city characterized Guest Reservations’ quote as 85% higher.

In the same reported example, BookOnline quoted $526 for a nonrefundable room, which the city compared with Marriott’s cheapest public rate and described as 38% higher. These are price comparisons alleged by San Francisco and reported by Inc.; they are not a finding that the offers were identical in every respect.

The city also reportedly alleged that Guest Reservations identified itself as an independent booking service in fine print, while BookOnline’s disclosure blurred away quickly. It further alleged that BookOnline displayed a local phone number routed to its own reservation system. The claims remain unproven.

How many complaints did the city cite?

According to Inc., San Francisco cited more than 1,800 Better Business Bureau complaints nationwide about the two sites, including 640 in the preceding year. These are complaint counts cited by the city, not independently verified measures of consumer losses and not proof of liability.

How to check whether you are booking directly with a hotel

A search result or hotel-style webpage does not, by itself, establish that the seller is the hotel. Before paying, check the seller identity and compare the terms that determine what the reservation actually gives you:

  • To access your card information safely, type the complete website address shown on your Gift Card (MyGift.GiftCardMall.com) directly into your browser's address bar. Don't use search engines or shortened versions of the website address, as these may lead you to fake or fraudulent sites. Do not provide any Gift Card details (example: Card Number) to someone you do not know or trust. If you believe you've reached an illegitimate website, contact cardholder service at 1-888-524-1283. Be cautious of phishing sites, there are a variety of scams in which fraudsters try to trick others into paying with gift cards.
  • To report your Lost or Stolen Physical Visa Card, call Customer Service 24/7 at 1 (888) 524-1283 to cancel your Gift Card as soon as you can. You will be asked to provide the Gift Card number and other identifying information.
  • Use your Visa Gift Card in the U.S. everywhere Visa debit cards are accepted, including online.
  • Who is taking the booking? Look for a clear statement naming the hotel or an independent third-party booking service. Check the checkout page and confirmation details, not only the search ad.
  • What is the full price? Compare the total for the same dates, room type, occupancy, and cancellation terms, including fees and taxes shown before payment.
  • Can you cancel or get a refund? Read the specific cancellation deadline and refund conditions. A flexible offer and a nonrefundable rate are not directly comparable.
  • When will your card be charged? Confirm whether payment is due now, later, or at the hotel. Do not assume a hotel’s usual payment practice applies to a third-party booking.
  • Will hotel loyalty benefits apply? Check directly with the hotel whether the reservation qualifies for points, elite benefits, or other program perks; eligibility can depend on the booking channel and rate.
  • Who handles changes or problems? Verify whether you must contact the hotel or the intermediary to change or cancel the reservation.

The FTC’s older hotel-reseller materials explain why affiliation disclosures, payment timing, and booking terms matter, but they do not determine the terms of any particular current offer. For a specific reservation, rely on the terms displayed by the seller and confirm uncertain details with the hotel before booking.
