Samsung’s June 2026 plan assigns approximately ₩1,650 trillion to the Yongin semiconductor cluster and existing semiconductor complexes over 2026–2040. That is not a budget for Yongin alone, nor simply a revised price tag for the six Yongin fabs announced in 2024. The distinction matters: Samsung’s current disclosure describes a long-term investment vision spanning multiple sites, while the older ₩360 trillion figure referred to six planned fabs at Yongin.
What Samsung announced in June 2026
Samsung Electronics’ investor disclosure sets out a domestic investment vision of approximately ₩2,450 trillion from January 1, 2026, through December 31, 2040. It assigns approximately ₩2,100 trillion of that total to semiconductors. Within the semiconductor figure, ₩1,650 trillion is allocated to the Yongin semiconductor cluster and existing semiconductor complexes. Samsung’s investor disclosure describes the plan as a guideline based on current market conditions and says it may change with market and business conditions.

The company’s Korean newsroom used a different grouping in its June 29, 2026 announcement: ₩2,030 trillion for semiconductor clusters including Pyeongtaek and the Yongin national industrial complex. That wording and scope differ from the investor disclosure’s ₩1,650 trillion for Yongin and existing semiconductor complexes. The announcements do not explain every accounting difference, so the figures should be kept tied to their respective descriptions rather than treated as interchangeable totals. Samsung Newsroom Korea’s announcement also describes broader regional plans.

How the 2026 plan differs from the ₩360 trillion headline
In January 2024, the South Korean government’s semiconductor mega-cluster plan included a Samsung commitment of ₩360 trillion for six new fabs at Yongin. That was one component of a broader regional program, not a forecast of Samsung’s total investment across all semiconductor sites and years.
#1 Best Overall
The government’s then-announced plan placed Samsung’s wider planned contribution at ₩500 trillion across the mega-cluster, including Pyeongtaek and Giheung, and SK hynix’s planned contribution at ₩122 trillion for four Yongin fabs. Yonhap reported a combined private-investment ambition of ₩622 trillion through 2047. These were announced plans, not verified spending or completed capacity. Yonhap’s January 2024 report describes the broader government program.
The same report described the wider cluster—not Samsung’s Yongin site alone—as covering 21 million square meters, targeting 7.7 million wafers per month by 2030, and adding 16 fabs by 2047 to an area that already housed 21 fabrication facilities. Three of the planned additions were described as research fabs. These are government projections for a multi-city cluster, not Samsung-specific production figures.

What “Yongin semiconductor cluster” includes
Yongin is part of a larger South Korean semiconductor ecosystem, not an isolated Samsung campus. The national mega-cluster plan links projects across several cities, including Pyeongtaek, Giheung, Hwaseong, Icheon and Suwon. This is why a figure described as covering “Yongin and existing semiconductor complexes” is broader than an investment amount for one site or a fixed count of new fabs.
Samsung’s current investor disclosure gives an overall long-term allocation, but it does not provide a detailed budget for each Samsung facility or a current fab-by-fab commissioning schedule. The published figures therefore explain the scale and stated scope of the ambition, not the final cost or timing of each construction project.

SK hynix’s Yongin project is separate
SK hynix is building its own Yongin cluster, independently of Samsung’s plans. In an August 7, 2026 release, the company said it had approved ₩35.2 trillion for its Y2 fab, which is intended to produce DRAM, including high-bandwidth memory and other next-generation DRAM products. It separately assigned ₩19.1 trillion to its Cheongju M17 fab; neither amount is Samsung investment.
SK hynix said Y2 construction was scheduled to break ground in July 2027 and set June 2029 as the target for opening its first cleanroom. The company also said it had accelerated its target for completing all four fabs in its Yongin cluster from 2045 to 2033. Those are SK hynix company targets, not Samsung milestones or a revised deadline for the national mega-cluster. SK hynix’s August 2026 announcement gives the project details.
SK hynix also reported that Phase 1 power and water infrastructure needed through Y2 operation was 99% complete as of that release. That is a company-reported progress figure for SK hynix’s project; it does not establish that Samsung facilities are ready to operate or measure all Yongin infrastructure independently.

What the announcements do—and do not—confirm
- They confirm published plans and targets. Samsung’s disclosure is a mid- to long-term investment vision that may change; the 2024 cluster figures and SK hynix construction dates are also announced plans or targets.
- They do not show that the announced sums have already been spent. An investment vision or approved project amount is not the same as verified final expenditure.
- They do not establish Samsung’s current Yongin fab schedule or realized output. The available announcements do not provide a complete Samsung fab-by-fab commissioning timetable or prove production capacity at the new site.
