On a Galaxy phone, open Settings > Connections > Data usage > Data saver. Turn Data Saver off, or leave it on and add the affected app to Allowed to use data while Data saver is on. Then check the app’s background-data permission, battery sleep lists, notification permissions, and system suppressors such as Do not disturb.
Data Saver is not the only possible cause. Samsung’s battery controls can suspend a closed app, notification categories can be disabled independently, and Power saving can restrict alerts. Work through the checks below in order so you change only the setting that is actually preventing delivery.

Why Data Saver delays Galaxy notifications
Push notifications require an app to exchange data while you are not actively using it. Samsung describes Data Saver as a feature that prevents some apps from sending or receiving data in the background. If a messaging, mail, calendar, or authentication app cannot reach its notification service, the alert may wait until the app is opened and runs again.

This behavior is intentional: Data Saver reduces mobile-data use by limiting background traffic. It does not necessarily block the app when you launch it. That is why a message can appear immediately after opening the app even though no notification arrived earlier.

The practical choice is between broad data savings and immediate alerts. You can disable Data Saver for maximum reliability, or keep it enabled and exempt only apps whose alerts must arrive promptly. Samsung’s wording and menu placement can differ by Galaxy model, carrier, and software version, so a label may be slightly different on your phone.
First, identify whether Data Saver is the cause
Use the symptom pattern to avoid changing unrelated settings.
- Alerts arrive as soon as the app opens: background data is being restricted by Data Saver, a battery sleep state, or both.
- Only mobile-data alerts are late, while Wi-Fi alerts work: investigate Data Saver and mobile-data permissions first.
- Alerts are absent on both Wi-Fi and mobile data: check notification permissions, notification categories, Do not disturb, Power saving, and battery sleep lists.
- Some apps notify normally and one app does not: add the affected app to the Data Saver exception list and inspect that app’s individual settings.
- Every app is delayed: check global Data Saver, Power saving, Do not disturb, and the phone’s software state rather than changing one app at a time.
After each change, send a test message or trigger a known alert while the app is closed. Test once on Wi-Fi and once on mobile data; otherwise you may mistake a network-specific fix for a complete solution.
Recommended Free Tools
Fix Data Saver without giving up all data savings
Option 1: turn Data Saver off
- Open Settings.
- Tap Connections.
- Tap Data usage.
- Tap Data saver.
- Switch Data Saver off.
Close the affected app, wait for a new test notification, and check whether it arrives while the app remains closed. Turning the feature off permits background data for apps that were previously restricted, but it can increase mobile-data use.
Option 2: allow only essential apps
- Open Settings > Connections > Data usage > Data saver.
- Leave Data Saver on.
- Tap Allowed to use data while Data saver is on.
- Enable the affected app.
Use this exception for apps whose timing matters, such as messaging, mail, two-factor authentication, or calendar services. Do not add every app by default: each exception can perform background transfers that Data Saver was designed to limit.

If the exception list is missing
Samsung notes that screens vary by model, carrier, and software version. Look for an item named Unrestricted data usage or a similarly worded Data Saver exception under the app’s data-use controls. If neither appears, update the phone’s software and review the app-specific mobile-data page described in the next section.
Allow background data for the individual app
An app can remain blocked even after you change the global Data Saver switch. Check its mobile-data permission directly:
- Open Settings > Connections > Data usage > Mobile data usage.
- Select the app that is missing notifications.
- Turn on Allow background data usage.
- If your version shows Unrestricted data usage, enable it for this app when you want it to work during Data Saver mode.
Android’s guidance describes unrestricted data usage as the exception that lets selected apps continue background transfers while Data Saver is active. Keep the setting limited to apps that need prompt alerts, because unrestricted background access can consume more mobile data.
Check the app’s mobile-data graph after testing. A small amount of background traffic is expected when push delivery is working; unusually high use may indicate that another app function, such as media synchronization, is also exempted.
Stop Galaxy battery controls from putting the app to sleep
Data Saver and battery management are separate controls. Samsung warns that a sleeping app may have functions unavailable while it is closed, including notifications. Samsung’s developer documentation similarly states that inactive applications cannot perform activities such as notifications or updates.

Remove the app from Sleeping apps and Deep sleeping apps
- Open Settings.
- Tap Device care or Battery and device care; the name depends on the software version.
- Tap Battery.
- Tap Background usage limits.
- Open Sleeping apps and remove the affected app if it is listed.
- Open Deep sleeping apps and remove the app if it is listed there.
Do not confuse these lists with a normal app close. A sleeping or deep-sleeping status is a system policy that can prevent background work even when mobile data is allowed. After removing the app, leave it closed and trigger another test notification.
Choose the trade-off deliberately
Removing an app from sleep lists can improve notification reliability but may increase battery use. Reserve the change for apps where delays have a real cost. A game, shopping app, or social feed usually does not need the same background access as an authentication or emergency-messaging app.
Verify notification permission and categories
Network access does not guarantee that an alert will be displayed. Android notification permission and Samsung’s category controls can suppress an alert after it has reached the phone.
- Open Settings > Apps.
- Select the affected app.
- Tap Notifications.
- Enable Allow notifications.
- Review each notification category and turn on the categories you need.
- Check sound, vibration, and lock-screen visibility for those categories.
Many apps divide alerts into separate categories, such as direct messages, group messages, security codes, reminders, or promotions. Enabling the main permission while leaving the relevant category off produces the same symptom as a missing notification, even though background data is working.
Also open the app itself and inspect its notification controls. An app-level setting can mute a category independently of Android’s system permission.

Check Do not disturb and Power saving
Do not disturb
Open Settings and search for Do not disturb, or open it from the quick settings panel. Turn it off temporarily while testing. If alerts appear, configure an exception for the people, apps, or notification categories that must break through instead of leaving Do not disturb disabled permanently.
Power saving
Turn off Power saving temporarily and repeat the same closed-app test. Samsung lists Power saving as a possible notification blocker because it can impose additional background restrictions. If this resolves the problem, decide whether immediate alerts or longer battery life is more important, then use the least restrictive setting that meets your needs.
These suppressors operate independently of Data Saver. Turning Data Saver off will not restore an alert that Do not disturb is configured to hide, and allowing unrestricted data will not make a notification category that is disabled suddenly visible.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Refresh the app and Galaxy software state
When permissions and background policies are correct, refresh software components that may be holding an old state.
- Open Settings > Apps > [the affected app].
- Tap Storage, then choose Clear cache. Do not choose a data-reset option unless you are prepared to sign in and configure the app again.
- Update the app through your normal app store.
- Open Settings > Software update and install any available Galaxy update.
- Retest with the app closed on Wi-Fi and on mobile data.
Clearing cache removes temporary files; it does not change the Data Saver exception or notification permission, so verify those settings again if the app still fails. An app or system update can also rename menus, which is why the path on a newly updated phone may not exactly match an older guide.
Best Value
Use this decision table to choose the least disruptive fix
| Goal | Recommended setting | Cost or trade-off |
|---|---|---|
| Maximum notification immediacy for all apps | Turn Data Saver off; keep affected apps out of Sleeping and Deep sleeping lists | Higher potential mobile-data and battery use |
| Save data while preserving critical alerts | Keep Data Saver on and add only essential apps to Allowed to use data while Data saver is on; enable their background data | Exempted apps can use background mobile data |
| Prioritize battery life | Leave battery limits enabled and accept that sleeping apps may not notify while closed | Alerts can be delayed until the app runs |
| Reduce interruptions without losing important alerts | Use notification categories and Do not disturb exceptions rather than disabling notifications globally | Requires category-by-category configuration |
| Diagnose a mobile-only delay | Compare Wi-Fi and mobile-data tests; inspect Mobile data usage and Data Saver first | Does not address a notification category or battery restriction that affects both networks |
A complete test procedure
Use a repeatable test so you know which change worked.
- Write down the app, the network in use, and whether the app is closed.
- Confirm Allow notifications and the relevant notification category are enabled.
- Check whether the app is in Sleeping apps or Deep sleeping apps.
- Check Data Saver and the app’s Allow background data usage setting.
- Turn off Do not disturb and Power saving for the test.
- Send a test message or trigger a known alert from another device or account.
- Wait with the app closed, then record whether the alert arrives, how long it takes, and whether the phone is on Wi-Fi or mobile data.
- Repeat on the other network.
If the notification arrives only after opening the app, background execution is still restricted. If it arrives but is silent, inspect sound, vibration, and Do not disturb rather than changing data settings again. If it never appears on either network, check the app’s own account, notification, or service status; the Galaxy settings cannot create an alert that the service did not send.
Common mistakes that make the problem seem fixed
- Testing with the app open: an open app can fetch new data directly, hiding a background restriction.
- Changing only the global switch: an app can still be blocked by its individual background-data setting or a sleep list.
- Allowing data but ignoring notification categories: delivery and display are separate stages.
- Removing an app from Sleeping apps but leaving Deep sleeping apps unchanged: the stricter list can continue to block background activity.
- Testing on one network: Wi-Fi and mobile data use different controls, so a mobile-only issue can remain hidden.
- Disabling every restriction permanently: this may solve the symptom while causing unnecessary data and battery use. Exempt only the apps that need immediate alerts.
When labels do not match your Galaxy phone
Samsung states that the exact screens can vary by carrier, software version, and model. You may see Device care instead of Battery and device care, or Unrestricted data usage instead of the Data Saver exception wording. Use the Settings search field for “Data saver,” “background data,” “background usage limits,” “sleeping apps,” and “notifications” if a listed path is absent.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Do not assume a missing menu means the feature is unavailable. Samsung often moves the same control between Connections, Battery, and app-specific pages as One UI versions change. Confirm the app name and setting state on the screen you do have, then repeat the closed-app test.
What to keep enabled after notifications work
A balanced configuration normally leaves Data Saver on, exempts only essential messaging, mail, authentication, or calendar apps, permits background data for those apps, and removes only those same apps from sleeping lists. Keep notification categories focused so important alerts are visible without turning every app into a high-priority interruption.
Before re-enabling Do not disturb or Power saving, add the exceptions you actually need and test again. This preserves their benefits while preventing them from silently overriding the notification behavior you just restored.
