Their FedRAMP or Department of Defense authorizations apply to a defined service boundary, not automatically to every application, connector, identity system or data flow an agency builds around Salesforce. The agency’s authorizing official (AO) still accepts risk for the selected configuration, information processed, integrations and agency-operated controls.
A defensible implementation therefore starts by naming the exact edition and operating zone, documenting the identity trust relationship, inventorying every boundary-crossing integration and designing evidence collection around the different Salesforce audit sources. Government Cloud Plus and Defense share many capabilities, but their authorization levels, isolation requirements and product availability are not interchangeable.

What Salesforce Government Cloud editions are
Government Cloud is a dedicated Salesforce operating zone with an authorization boundary. That boundary identifies the Salesforce components and services inside the zone and the interactions permitted with external systems. Two editions are most relevant to implementation planning:
| Edition | Documented authorizations or attestations | Implementation implication |
|---|---|---|
| Government Cloud Plus | FedRAMP High Provisional Authorization to Operate (P-ATO), DoD Impact Level 2 reciprocity, IRS 1075, and NIST SP 800-171 attestations. | Suitable only when the agency’s data, mission and controls fit this authorization boundary and impact level. |
| Government Cloud Plus – Defense | FedRAMP High P-ATO, DoD Impact Level 5 Provisional Authorization (PA), IRS 1075, and NIST SP 800-171 attestations. | Designed for workloads requiring the Defense edition’s higher DoD impact-level boundary and associated operating constraints. |
These labels describe the service authorization, not a blanket approval for an agency’s entire information system. A Salesforce org, an identity provider, an integration platform, a security-information and event-management (SIEM) destination and a custom application can collectively form the system that the AO must evaluate.

Does FedRAMP authorization approve an agency’s whole Salesforce system?
No. FedRAMP authorization is evidence about the authorized cloud service and its controls. It does not authorize every way an agency can configure or connect that service.
FedRAMP agency-use guidance published in 2026 states: “Configure and integrate the service securely, including identity, logging, monitoring, data protection, incident response, records, privacy, and any other agency-specific requirements that apply.” In practice, the AO remains responsible for accepting risk for the specific information processed, the configuration selected, enabled integrations and controls operated by the agency.
What remains the agency’s responsibility
- Classifying the records and determining whether the selected Government Cloud edition can process them.
- Federating identities, enforcing multifactor authentication (MFA), managing joiner/mover/leaver access and protecting privileged accounts.
- Approving APIs, connectors, event streams and destinations that cross the Salesforce authorization boundary.
- Defining retention, legal hold, privacy, records-management and incident-response requirements.
- Forwarding and protecting evidence in the agency’s monitoring or SIEM environment.
- Testing configuration changes and documenting separation of duties, emergency access and compensating controls.
An authorization package can reduce the amount of control testing the agency must repeat, but it cannot replace the agency’s system security plan, boundary diagram or risk acceptance.
How to implement identity and single sign-on
Identity is part of the system boundary, not a plug-in detail. FedRAMP scope guidance treats integration with enterprise identity and access management and single sign-on (SSO) as indicators that must be considered in scope. Design the trust relationship before enabling users or administrators.
1. Name the trust parties and boundary
Record the Government Cloud edition and operating zone, the agency identity provider (IdP), Salesforce authentication service, administrator paths and any separate privileged-access solution. Draw where authentication assertions, tokens, user attributes and audit events travel. Include network paths from administrators, help-desk staff, contractors and automated service accounts.

2. Choose the authentication and provisioning pattern
Document the federation protocol and authentication method approved by the agency, then state whether accounts are created manually, through a lifecycle-management system or by a provisioning interface. Define which system is authoritative for employment status, organization, role and clearance attributes. Provisioning and deprovisioning must cover ordinary users, delegated administrators, integration users and emergency accounts.
3. Enforce MFA and privileged-access controls
Specify where MFA is enforced, which users are exempt (if any), how break-glass access is protected and how emergency use is reviewed. Separate routine administration from security administration and from approval duties. A shared administrator account makes both attribution and audit evidence weaker and should not be the normal operating model.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute4. Set session and password controls
Use Salesforce’s Secure Configuration Guide to review password policies, session-security settings, compliance monitoring and Security Health Check findings. Align idle timeouts, network restrictions, login hours and reauthentication with the agency’s policy. Record exceptions rather than silently weakening a control to solve a usability problem.
5. Test the complete lifecycle
- Authenticate a test user through the IdP and verify that the expected Salesforce profile, permission sets and MFA policy apply.
- Change the user’s organizational role and confirm that access is reduced or expanded according to the approved workflow.
- Disable the user in the authoritative directory and verify timely Salesforce deprovisioning.
- Exercise an administrator change, an MFA challenge and an emergency-access procedure.
- Confirm that IdP, Salesforce and downstream monitoring records contain matching timestamps, user identifiers and outcomes.
Salesforce’s Secure Configuration Guide also describes Metadata API exports. Use machine-readable configuration exports to detect drift between the approved baseline and the running org, with access to those exports restricted and logged.
Which integrations are inside the authorization boundary?
The boundary is determined by the architecture and data flow, not by the name of a connector. The FedRAMP Marketplace record lists Salesforce APIs, Salesforce Connect and Files Connect, Platform Events, and Change Data Capture among available capabilities. Availability of a capability does not make every connected system authorized.

Integration questions the AO will expect
| Decision area | Questions to answer |
|---|---|
| Data and location | What classification, personally identifiable information or controlled data moves? Where is it stored, cached, transformed and backed up? |
| Boundary crossing | Does the flow leave the Government Cloud operating zone? Is the destination itself authorized, interoperable only, or outside a federal authorization? |
| Identity propagation | Is the end-user identity preserved, or does a service account act for many users? How are least privilege and separation of duties enforced? |
| Authentication and secrets | Which API authentication method is used, where are credentials stored, how are they rotated and how is use attributed? |
| Events and replay | How are Platform Events or Change Data Capture messages acknowledged, replayed, deduplicated and protected from unauthorized subscribers? |
| Failure handling | What happens during a timeout, partial update, duplicate message or downstream outage? Are sensitive payloads written to error queues or logs? |
| Retention and monitoring | How long are source records, transformed data, messages and diagnostic logs retained, and who can export them to the SIEM? |
| Control ownership | Which controls are operated by Salesforce, the agency, an integrator or the external system owner? |
Authorized versus interoperable products
Salesforce distinguishes products evaluated within an authorization boundary from interoperable products. An interoperable product may have undergone functional testing in a Government Cloud instance without itself being evaluated against the FedRAMP or DoD boundary. The customer must make a documented, risk-based decision before putting agency data through it.

What audit logs does Government Cloud retain?
No single Salesforce log answers every audit question. Treat evidence as separate classes with different subjects, granularity, retention and availability.
| Evidence source | What it shows | Retention or availability notes |
|---|---|---|
| Setup Audit Trail | Administrative and configuration changes, including password changes and adding custom fields. | Administrators can view and download entries for local retention. The 2022 Government Cloud white paper described six months of history before export; verify the current edition’s limit. |
| Login History | Successful and failed login attempts. | The 2022 white paper described six months of availability and API export for longer local retention. Confirm current behavior and export scheduling. |
| Identity Verification History | Identity-verification events associated with authentication challenges. | The same 2022 white paper described six months of history before local export; treat that as a dated description, not a universal current guarantee. |
| Event Monitoring | Granular user and platform activity, useful for investigations and behavioral monitoring. | Availability and licensing are edition-specific. Event delivery, processing and query windows affect what can be retrieved. |
| Field Audit Trail | Historical field-value changes for records where the feature is enabled and configured. | Coverage depends on the object, fields and retention settings selected by the agency. |
| Infrastructure and application logs | Platform and service-operation evidence such as infrastructure events and application behavior. | Salesforce states in its Government Cloud Plus security, privacy and architecture paper that these logs are retained in compliance with FedRAMP requirements. |
The Event Log Objects limitation
The current Salesforce Security Guide warns that Event Log Objects are not available in Government Cloud instances. It also notes that event-data availability and query windows depend on delivery and processing behavior. Do not copy a commercial-cloud Event Log Objects procedure into a Government Cloud runbook without checking the target edition and current guide.
Build an evidence handoff
- List every required evidence question, such as “who changed this permission?” or “which account downloaded this report?”
- Map each question to the appropriate source rather than assuming Event Monitoring covers it.
- Schedule exports or forwarding before the native window expires, and protect exported files with access control, integrity checks and retention rules.
- Normalize timestamps and user identifiers across Salesforce, the IdP, network devices and the SIEM.
- Test retrieval during an incident, including an administrator change, failed login, identity challenge and record-field update.
Government Cloud Plus versus Plus – Defense security features
Salesforce Guardian documentation lists Event Monitoring and Field Audit Trail for both Plus and Defense. Data Detect, Platform Encryption for Data 360 and some other Guardian products have edition-specific availability. A feature shown in a commercial Salesforce catalog is not proof that it is available or authorized in the selected government edition.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical implementation checklist
- Identify the target. Write the exact edition, operating zone, authorization record and intended data-impact level.
- Draw identity flows. Include the IdP, SSO, MFA, provisioning, privileged access, emergency access and session controls.
- Inventory integrations. Record every API, Salesforce Connect or Files Connect link, event stream, Change Data Capture subscriber and external system.
- Assign controls. Mark each security, privacy, logging and incident-response control as Salesforce-, agency- or partner-operated.
- Design evidence retention. Map Setup Audit Trail, Login History, Identity Verification History, Event Monitoring, Field Audit Trail and infrastructure/application logs to retention and SIEM requirements.
- Verify product status. Classify each required feature as authorized, interoperable or unavailable in the target edition.
- Test failure and recovery. Exercise token expiry, IdP outage, duplicate events, replay, connector failure, emergency access and restoration from retained evidence.
- Recheck before approval. Review current Salesforce security and feature documentation and the FedRAMP record immediately before procurement or an architecture decision.
Common implementation mistakes and fixes
Assuming the P-ATO covers the IdP
Symptom: The architecture diagram stops at Salesforce’s login page. Fix: Bring the IdP, MFA, provisioning and privileged-access controls into the system boundary and assign an operating owner for each.
Using a connector because it appears in a product catalog
Symptom: A connector moves sensitive records to an unassessed destination. Fix: classify the destination as authorized, interoperable or outside the boundary, then document the AO’s risk decision and compensating controls.
Promising unlimited historical logs
Symptom: An investigation discovers that native history has expired. Fix: treat the six-month descriptions in the 2022 white paper as dated guidance, verify current limits, and automate export or forwarding before the window closes.
Recommended Free Tools
Copying a commercial-cloud Event Log Objects procedure
Symptom: A runbook references objects unavailable in Government Cloud. Fix: validate the target edition in the current Security Guide and use the log sources actually exposed there.
Best Value
Ignoring configuration drift
Symptom: The approved baseline no longer matches the running org. Fix: schedule Metadata API configuration exports, review Security Health Check results and route material changes through change control.
What to verify before procurement
No authoritative implementation-cost or performance figure is established for these editions in the available material. Obtain a quote and implementation statement of work that identify the edition, environment, connectors, data volumes, support responsibilities, log exports and retention services rather than relying on a generic commercial-cloud estimate.
Ask Salesforce or an implementation partner for the current authorization package, boundary diagram, shared-responsibility details, feature-availability matrix and edition-specific logging behavior. Require the proposal to state whether every proposed security product is authorized or merely interoperable, and make the agency’s AO approval a gate before production data is loaded.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
The reliable decision rule is simple: choose the Government Cloud edition that matches the information impact level, then design identity, integrations and audit evidence as agency system controls around that authorized service. FedRAMP authorization is a foundation for the decision, not the decision itself.
