Safari’s privacy features solve different problems. Intelligent Tracking Prevention (ITP) limits cross-site tracking, Private Browsing minimizes information saved on your device, and iCloud Private Relay reduces what your network provider and websites can learn about your IP address. Turning on one does not provide the protection of the others.
Use this guide to understand what each feature hides, what it cannot hide, how the protections interact, and what to do when a website or network is incompatible.

The three protections at a glance
| Feature | Primary job | What Safari does | Important limitation |
|---|---|---|---|
| Intelligent Tracking Prevention | Reduce cross-site tracking | WebKit applies tracking-prevention rules, including default third-party cookie blocking and partitioned third-party storage. Safari can report trackers encountered and prevented. | It does not block every tracking technique and does not make you anonymous. |
| Private Browsing | Reduce locally retained browsing data | Uses ephemeral sessions. Cookies and other stateful data are not persisted, and each private tab has its own session. | It does not hide your IP address or browsing destinations from your network, employer, school, internet provider, or websites. |
| iCloud Private Relay | Separate your identity from your destination | Passes Safari requests through two relays so the first can see your IP but not the site, while the second can see the site request but receives a temporary IP. | Requires iCloud+, is unavailable in some regions, and can conflict with IP-based filtering, monitoring, auditing, and rate limits. |
These features are layered rather than interchangeable. ITP can operate during normal browsing and Private Browsing; Private Browsing changes the local session, while Private Relay changes how eligible Safari traffic is presented on the network.

What Intelligent Tracking Prevention does
It targets cross-site tracking
WebKit defines cross-site tracking as following activity across multiple first-party websites, across websites and apps, or retaining and sharing information beyond the original first-party context. ITP is Safari’s implementation of WebKit’s broader tracking-prevention system. The system includes default blocking of third-party cookies and partitioning behavior that keeps third-party storage from being freely shared between unrelated sites. See WebKit’s Tracking Prevention documentation for the implementation overview.

A tracker embedded on several unrelated sites may therefore receive less information about the same browser as you move between those sites. A first-party site can still use information you deliberately provide to it, and a tracker may use techniques that are not fully prevented. ITP is a risk-reduction system, not a promise that every advertising, analytics, or fingerprinting method will fail.
Use Privacy Report as a site-level check
Safari’s Privacy Report summarizes trackers encountered on the current webpage and those prevented by ITP. The report is useful for seeing that a page contacted known tracking domains, but a tracker count is not a score for a site’s safety and does not prove that all tracking was stopped. The details and labels can vary with the Safari and operating-system version.
Why WebKit does not promise absolute prevention
WebKit’s Tracking Prevention Policy says the goal is to prevent covert and cross-site tracking. It also acknowledges that completely blocking a technique can sometimes cause undue harm to users, so a behavior may be limited rather than eliminated or may require informed consent. That policy explains why “Safari blocks all tracking” is an inaccurate description.
What Private Browsing actually hides
An ephemeral, isolated session
Private Browsing is primarily about what the device keeps. WebKit describes an ephemeral session: cookies and other stateful browsing data are not persisted in the normal way, and each private tab receives a separate session. Closing the private session removes that temporary state according to Safari’s implementation.

On iPhone, Apple says Private Browsing tabs do not appear in Safari History or in the tab list on your other Apple devices, even when those devices use the same Apple Account. That prevents ordinary iCloud tab and history syncing from exposing the private tabs.
Private tabs can be locked
On a passcode-protected iPhone, Apple allows Private Browsing tabs to lock when they are not in use. Authentication is then required before the tabs can be viewed again. This protects an unattended device; it does not change what a website or network can observe while you browse.
Extensions are restricted by default
Installed Safari extensions that can access browsing data are automatically turned off in Private Browsing unless you explicitly change that setting. An extension you enable can still process information inside the private session, so review extension permissions if local privacy matters.
What Private Browsing does not hide
- Your IP address from the website, unless a separate IP-hiding feature such as Private Relay applies.
- The destination domains from your internet provider, workplace, school, or managed network.
- Activity you submit directly to a site, such as an account login, form entry, upload, or message.
- Records kept by a website, network administrator, security product, or service that you use while signed in.
“Private” describes the browser session’s local persistence; it is not a synonym for anonymous or untraceable.

How iCloud Private Relay separates identity and destination
The two-relay request path
Apple describes Private Relay as an iCloud+ feature for Safari traffic. When it is active, requests travel through two independently operated secure relays:
- Your network provider and the first relay can see your device’s IP address, which is needed to deliver traffic, but encrypted DNS prevents them from seeing the requested website address.
- The first relay forwards the request without revealing your identity to the second relay.
- The second relay decrypts the requested site name and connects to that site using a temporary IP address rather than your original one.
- The website sees the relay connection and temporary address, while the second relay does not receive the identifying information visible to the first relay.
Apple’s stated design goal is that no single party, including Apple, can see both who you are and which sites you visit. This is a description of the architecture, not an absolute guarantee against every form of traffic analysis or every application outside the covered Safari traffic. Details are documented in Apple’s explanation of iCloud Private Relay.
Private Relay is not the same as Private Browsing
Private Relay can protect IP and destination visibility during ordinary Safari browsing. Private Browsing can prevent local history and session data from being retained. You can use both together, but enabling Private Browsing alone does not create the two-relay network path, and enabling Private Relay alone does not stop Safari from retaining ordinary history and cookies.

Requirements and ways to enable or adjust Private Relay
Check eligibility first
Private Relay requires an iCloud+ subscription and is not offered in every country or region. Availability and controls can also depend on your operating-system version, Apple Account, and network. If the option is absent, verify the account and regional requirements before troubleshooting Safari.

iPhone and iPad
On current iOS and iPadOS releases, Apple places the account-wide control in the iCloud settings: open Settings, select your Apple Account, choose iCloud, and open Private Relay. Turn it on or off there. Apple’s iPhone guide is version-specific; labels can move as iOS changes, so use the wording shown on your device.
Safari’s iPhone guide also documents controls for private tabs, the Privacy Report, and temporarily revealing an IP address to a site when Private Relay causes a compatibility problem. The relevant reference is Apple’s iOS 27 Safari guide.
Mac
On macOS, open Safari’s privacy settings to choose how the browser hides your IP address. Apple distinguishes between hiding the address from known trackers, which is available as a Safari setting, and hiding it from both trackers and websites, which requires iCloud Private Relay. The controls are described in Apple’s Safari privacy-settings guide for Mac.

Some sites need the connecting IP address for access rules, fraud controls, monitoring, or rate limiting. Apple provides controls to temporarily show your IP address to a particular site, turn Private Relay off for a specific network, and adjust how precisely the relay represents your general location. Apple’s instructions are in Manage iCloud Private Relay for specific websites, networks or system settings.
Best Value
Use a site-specific exception when only one service fails. Use a network exception when a managed Wi-Fi or wired network requires inspection or auditing. Remember that, when Private Relay is disabled for a site, your network provider can see which site you are browsing.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Compatibility problems and practical fixes
IP filtering or location checks fail
A service may allow only approved address ranges, use the IP for regional licensing, or apply a company allowlist. A temporary relay address can be rejected or mapped to a broader location. First try the site’s option to show your IP address temporarily. If that resolves the problem, keep the exception limited to that site rather than disabling Private Relay everywhere.
Work, school, or public networks require visibility
Administrators may use network auditing, content filtering, security inspection, or traffic rules that depend on seeing destinations or stable client addresses. Private Relay can interfere with those controls. Ask the administrator whether the network requires Private Relay to be disabled, then turn it off only for that network if Apple’s controls allow it.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsRate limits or fraud systems behave differently
Because the destination can see a temporary relay IP instead of your usual address, a site’s rate-limit or abuse-detection system may treat requests differently. Showing your IP for that site can restore the expected behavior, but it also gives the site and the network more direct address information.
Private Relay appears unavailable
- Confirm that the Apple Account has iCloud+ and that the feature is supported in your country or region.
- Check whether a device-management profile, VPN-like network filter, security product, or router policy is disabling relay traffic.
- Test another network. If it works elsewhere, the original network may require auditing or filtering that conflicts with Private Relay.
- Install the latest supported operating-system update if the setting or wording differs from Apple’s current guide.
Choosing the right protection for a situation
| Your main concern | Most relevant control | What to expect |
|---|---|---|
| Advertisers or embedded services following you between unrelated sites | ITP and Safari’s default tracking prevention | Third-party cookies and storage are restricted, and Privacy Report can show prevented trackers. |
| Someone using your unlocked device seeing visited pages | Private Browsing, with private-tab locking on iPhone | Private tabs are isolated and omitted from normal history and cross-device tab lists. |
| Your internet provider or a local network learning the Safari destination | iCloud Private Relay, where available | The two-relay design separates your IP identity from the requested site. |
| A website requiring a stable or allowlisted IP | A narrowly scoped Private Relay exception | Temporarily reveal your IP to that site or disable relay for the affected network, accepting the visibility trade-off. |
For the broadest coverage in Safari, many users combine ITP with Private Browsing when they need an ephemeral session and keep Private Relay enabled for networks and sites that support it. Treat each control as a separate decision: cross-site tracking, local records, and network visibility are different exposure points.
Limits you should keep in mind
- None of these features guarantees anonymity, blocks every tracker, or protects traffic from every app and service on a device.
- Signing in, submitting personal information, or granting a site permission can identify you even when ITP, Private Browsing, or Private Relay is active.
- Private Browsing does not erase records held by websites, administrators, internet providers, or security systems outside Safari.
- Private Relay’s availability, exact controls, and compatibility can vary by region, operating-system version, account, and network.
Understanding which party you are trying to hide information from is the reliable way to choose a Safari privacy setting: use ITP for cross-site tracking resistance, Private Browsing for device-local session privacy, and Private Relay for separating your IP identity from Safari destinations.
