RV emergency preparedness: what to check before using it as a bugout vehicle

You can use an RV to evacuate only when the vehicle, driver, route, destination and shelter plan all work for the specific emergency. A fueled RV is not automatically a safe refuge: road closures, unfamiliar handling, fire or carbon-monoxide hazards, towing limits and dangerous conditions at the destination can make it unsuitable.

Use the checklist below before relying on your RV. Confirm its condition with the manufacturer’s instructions and a qualified inspection, monitor local emergency orders, and decide in advance when you will leave the RV for a sturdier shelter.

Start with a go/no-go decision

“Bugout vehicle” is a useful household term, but emergency agencies generally frame the problem as evacuation transportation plus a separate shelter decision. The Federal Highway Administration’s evacuation checklist and activation and operations guidance emphasize the driver, vehicle, keys, communications, routes, fuel, destination, passengers and special needs.

Before an incident, write down the conditions that would make you leave and the conditions that would make you use another vehicle or shelter. Do not wait for a road to become congested or a warning to become an order.

Use the RV when all of these are true

  • The RV is roadworthy for its actual configuration, load and towing arrangement.
  • The intended driver is comfortable with its height, width, length, braking, turning radius and, if applicable, trailer connections.
  • A primary route, an alternate route, fuel stops and a destination are identified.
  • Everyone can travel safely, including children, older adults, pets and people who use medication, mobility aids or medical equipment.
  • The destination has a safe place to stay and is not exposed to the same hazard.
  • Local emergency managers have not restricted the route, vehicle type or destination.

Choose another plan when any of these apply

  • The driver has not practiced handling the RV or towing combination.
  • A known defect, tire problem, brake problem, leak or alarm failure remains unresolved.
  • The route includes conditions the RV cannot safely negotiate, such as restricted roads, low clearances or severe congestion.
  • The vehicle cannot be loaded without blocking exits, aisles or access to emergency equipment.
  • The RV would be exposed to a hazard for which it is not a suitable shelter.

USFA wildfire evacuation guidance specifically discourages leaving with trailers or other large vehicles when the driver is unfamiliar with operating them. In a rapidly moving evacuation, a smaller vehicle that the driver knows may be safer than a larger RV that has never been practiced.

Vehicle and driver readiness

Verify the RV’s actual condition

Have the RV thoroughly inspected by a trained technician at least annually, as recommended by the U.S. Fire Administration (USFA). An annual inspection is a baseline, not a guarantee that the RV is ready for a particular trip. Have defects corrected before listing it as emergency transportation.

Follow the vehicle, engine, chassis, tire, generator, propane and towing-component manufacturers’ maintenance instructions. Check service records and confirm that required inspections, fluid services, battery checks and recalls have been addressed. General preparedness guidance cannot establish the safe payload, axle loading, tire pressure, towing capacity, braking distance or driving range of your particular RV. Use the values on its labels and in its manuals rather than a universal number.

Confirm the driver and keys

  • Name a primary driver and, if possible, a backup driver who has practiced in the same RV and configuration.
  • Practice starts, stops, turns, backing, parking and lane positioning in a quiet area. Include trailer hookup, breakaway connections and weight-distribution or sway-control procedures when applicable.
  • Keep the ignition key, entry keys, storage keys and any hitch-lock keys together. Store a spare set where the household can reach it without delaying departure.
  • Record the RV’s height, width and length inside the cab. Check route restrictions and clearances before leaving.
  • Do not let a tired, impaired or inexperienced driver take over during a stressful evacuation.

Fire, propane, electrical and carbon-monoxide checks

RV systems combine fuel, batteries, appliances and a small living space. USFA’s RV guidance says, “Check propane supply lines for kinks or damage.” Follow the appliance and propane-system instructions, and have suspected leaks repaired by a qualified professional.

Propane and appliances

  • Inspect visible propane lines and fittings for kinks, abrasion or damage.
  • Use an appropriate gas-leak detection method according to the equipment instructions; never ignore the smell of propane or a detector alarm.
  • Know how to shut off the propane supply. If you smell gas, extinguish flames, avoid switches that could create a spark, get everyone outside and call the appropriate emergency service from a safe location.
  • Keep combustibles away from burners, heaters and exhaust outlets. Do not use an appliance in a way its manual does not permit.

Generator and electrical safety

  • Direct generator exhaust away from the RV and downwind. Never route exhaust toward a door, window, vent or neighboring occupied space.
  • Inspect cords, plugs and shore-power connections for damage, heat or looseness.
  • Do not overload outlets or run appliances in a combination that exceeds the RV electrical system’s capacity.
  • Keep the generator outdoors and follow its ventilation, grounding, refueling and maintenance instructions.

Alarms and extinguisher

  • Keep working smoke and carbon-monoxide alarms inside the RV. Test them monthly as USFA advises, and follow each alarm maker’s instructions for placement, batteries and replacement.
  • Keep a portable fire extinguisher aboard where an adult can reach it quickly without opening a packed compartment. Learn the PASS method: Pull the pin, Aim at the base of the fire, Squeeze the handle and Sweep side to side.
  • Leave immediately if a fire is growing, smoke is filling the RV or an exit is threatened. An extinguisher is for a small, early-stage fire only when you have a clear escape path.

USFA’s historical handout estimates an average of 4,200 RV fires reported to U.S. fire departments per year, 15 deaths, 125 injuries and $60.3 million in property loss per year during 2018–2020. These are estimates for that period, not a current annual count or a forecast. The handout is available at USFA’s Recreational Vehicle Fire and Life Safety Practices PDF.

Make every exit usable

A packed RV can turn a minor incident into a trapped-occupant problem. USFA and the National Park Service’s RV Fire Safety 101 recommend a pre-trip check and an escape plan.

  1. Open every designated door, window and emergency exit before departure. Confirm that latches and screens do not prevent opening.
  2. Keep aisles, steps and exit areas clear. Do not stack water, luggage or equipment where it can shift into a doorway.
  3. Make sure every traveler, including children and guests, can identify and operate a usable exit. A person who cannot reach or open an exit needs an assigned helper and an alternate plan.
  4. Choose an outside meeting point away from the RV and traffic.
  5. Practice the plan in daylight and, if safe, once in darkness. Do not re-enter for phones, documents or pets after leaving.

Build the evacuation plan before an alert

People, contacts and communications

  • List every traveler, including pets, and note mobility, medication, dietary, sensory and medical-equipment needs.
  • Choose an out-of-area contact and agree on a communication method if local networks are overloaded.
  • Carry chargers, spare batteries or another power option suited to your devices. Keep a battery or hand-crank radio if local officials recommend one.
  • Know how to check current instructions from local emergency management, law enforcement and transportation agencies. A paper list of phone numbers and addresses helps if a device fails.

Routes, destination and fuel

  • Map a primary route and at least one alternate. Identify low clearances, weight or length restrictions, narrow roads, steep grades and places where a large vehicle cannot turn around.
  • Mark fuel locations along both routes and account for closures, queues and stations without power. Use the RV’s actual usable range under its current load; do not rely on a generic mileage promise.
  • Pick a destination with a confirmed place to park and sleep. A route that ends at an unfamiliar or threatened campground is not a complete evacuation plan.
  • Check official road and evacuation information immediately before departure and while traveling. Follow evacuation orders even when your original destination remains available.

Equipment and loading

FHWA’s checklist includes vehicle and driver information, flashlights, spare tires, a shovel and heavy-duty gloves. Select equipment that fits your RV, terrain and trip; a tool that cannot be safely carried or used is not a preparedness benefit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Pack water, food, medications, first-aid supplies, sanitation items, clothing and documents in reachable containers.
  • Secure every item against braking and turns. Keep heavy objects low and within the vehicle’s specified loading limits.
  • Place the extinguisher, first-aid kit, flashlight and emergency contact information where occupants can reach them without unloading the RV.
  • Carry pet restraints, food, water and vaccination or service records when animals travel with you.
  • Bring mobility aids, oxygen or other medical equipment with its required power and backup plan.

Practice the complete loading and departure sequence. Time how long it takes to disconnect utilities, stow gear, secure passengers, check doors and leave. That time belongs in your evacuation trigger; it is not available after roads become unsafe.

Know when the RV is not a safe shelter

Being able to drive away does not mean it is safe to remain inside the RV. A May 16, 2025 FEMA fact sheet for people living in FEMA temporary housing instructs travel-trailer occupants to leave trailers during high winds, heavy rain or floods, follow state and local emergency instructions, and not shelter in travel trailers in those conditions.

That warning is specific to FEMA direct housing, but it illustrates the broader decision: identify a sturdier shelter before the hazard arrives. For any storm, wildfire, flood, extreme heat or other event, use current instructions from local officials and the relevant emergency-management agency. Move to the designated shelter, an approved building or another location when officials say the RV is unsafe; do not treat the vehicle as a substitute for hazard-specific shelter advice.

Choose the right evacuation vehicle for the route

No vehicle type is universally best. Compare the option you know and can operate with the route, hazard and household needs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Decision factor Motorhome or camper van Towable trailer Passenger vehicle or SUV
Operator skill Requires practice with the RV’s size, braking and turning. Requires practice with hookup, backing, sway control and braking. Usually familiar to more drivers, but suitability still depends on the individual driver.
Road access Can be limited by height, length, width and turning space. Limited by both tow vehicle and trailer dimensions. Often easier to maneuver, but local closures and conditions still control.
Passengers and gear Provides living space, but loading must not block exits or exceed limits. Provides space only when safely parked; occupants should travel according to applicable laws and manufacturer instructions. Less living space, which may require a confirmed destination shelter.
Departure time Requires securing interior items, utilities and systems. Requires disconnecting or securing the trailer and checking the hitch. May be faster to load, depending on household needs.
Shelter suitability Must be evaluated for the specific hazard. Travel trailers should not be treated as storm shelters in the FEMA guidance described above. Also is transportation, not automatically a safe shelter.

Use the vehicle that the designated driver can operate safely, that can reach the planned destination and that leaves a realistic shelter option.

Maintenance schedule and final departure checklist

Recurring checks

  • Monthly: Test smoke and carbon-monoxide alarms, inspect extinguisher access, review supplies and rotate stored food and water according to product instructions. FEMA’s Preparing for Disaster guide emphasizes maintaining a plan, practicing it and checking alarms and extinguishers.
  • At least annually: Arrange a thorough inspection by a trained RV technician and complete manufacturer-specified service.
  • Before each trip or alert: Check tires, lights, fluids, batteries, brakes, hitch components, propane lines, generator exhaust routing, exits, doors and load security.
  • After changes: Recalculate the load and review routes whenever you add equipment, change passengers or tow a different configuration.

Leave-home checklist

  1. Confirm the evacuation order, warning, route status and destination.
  2. Wake or gather every traveler and account for pets and medical equipment.
  3. Load only secured items; keep exits, steps and equipment accessible.
  4. Shut down or secure utilities according to the RV and appliance manuals.
  5. Check propane, generator, smoke and CO conditions; never depart with a suspected leak or alarm failure.
  6. Walk around the vehicle, inspect tires and connections, close and lock compartments, and verify lights.
  7. Carry keys, documents, communications equipment, water, medications and emergency tools in the passenger area where appropriate.
  8. Tell a contact where you are going, then follow the primary route while monitoring official updates.

The practical standard

An RV is ready for evacuation only when it is maintained, the driver is practiced, the load is controlled, the exits and fire protections work, the route and fuel plan are credible, and the destination provides safe shelter. Rehearse that complete plan while conditions are calm. During the event, obey local orders and be willing to leave the RV for a safer building or designated shelter.
