Russia’s Zelenograd Nanotechnology Center (ZNTC) has completed a development-stage prototype of a lithography stepper designed for 130 nm chip patterns on wafers up to 200 mm. That is a reported R&D milestone—not evidence that the machine is ready for qualified, high-volume chip production. CNews says the third project stage was accepted on 7 August 2026; preliminary testing and baseline process development were still to come.
What has Russia built?
The reported machine is a projection lithography system, commonly called a stepper, intended to transfer circuit patterns from a photomask onto a semiconductor wafer and repeat the pattern across the wafer. CNews describes a 130 nm design-rule target and wafer handling up to 200 mm. These are project specifications, not independently demonstrated measures of imaging quality or production performance. CNews reported the project milestone on 12 August 2026.

Among the reported development outputs are two prototype excimer lasers operating at 193 nm, photomasks, test structures, a stand for measuring optical characteristics and aberrations, and work on basic process steps. The available account does not publish independently verified results for overlay accuracy, throughput, uptime, reliability, or wafer yield.

Who developed it?
The project was collaborative rather than the work of one Russian company alone. CNews attributes the system to ZNTC working with Belarus-based Planar and laser supplier Lassard:

- Planar reportedly developed equipment and produced mechanical assemblies and components.
- Lassard reportedly developed the excimer lasers.
- ZNTC reportedly handled overall system development, test and process equipment design, projection-lens calculations, and process modeling and development.
Does the prototype mean chips can be made on it now?
No production-readiness conclusion follows from completing the reported R&D stage. ZNTC head Anatoly Kovalev told CNews that only a prototype stepper had been made; preliminary tests and establishment of a baseline process remained. A working engineering prototype still has to demonstrate performance, operate reliably, integrate with a fab’s process flow, and pass customer or production qualification before it can support claims of volume manufacturing.
Tom’s Hardware describes additional design finalization, validation, and fab or customer qualification as steps before volume use. It estimates commercial wafer processing might begin around 2029 at the earliest, but that is the publication’s estimate, not a confirmed delivery schedule or production commitment. Tom’s Hardware published its assessment on 5 October 2026.

What does “25 years behind” mean?
The “25 years” wording is a headline characterization, not a demonstrated performance result in the reporting cited here. A 130 nm target can be compared with newer process generations as a rough indication of technological era, but it does not by itself establish a 25-year gap in productivity, yield, reliability, or competitiveness. The cited reports do not define a benchmark or provide the measurements needed to treat that number as a technical comparison.

A meaningful comparison between lithography systems would require comparable disclosures such as demonstrated process rule, wafer size, exposure wavelength and optics, overlay and imaging performance, wafers per hour, uptime, reliability, process integration, qualification status, and service and replacement-part availability. Those figures are not presented as a complete independently verified set for this prototype.

How does this relate to ZNTC’s existing fab?
ZNTC’s official capability page describes an existing production line with lithography capabilities at 0.6 μm and 0.25 μm, and says the company is developing a 0.13 μm level. It lists a 150 mm wafer diameter, says setup for 200 mm wafers is in progress, and states line capacity of 600 wafers per month. These are company-stated facility and development details, not measured specifications or throughput figures for the new stepper. ZNTC’s capability page.

What remains unknown?
- Whether the prototype has completed preliminary testing and established a stable baseline process.
- Its independently measured overlay, imaging performance, wafers-per-hour throughput, uptime, reliability, and yield.
- Whether a customer or production fab has qualified it for manufacturing.
- When, or whether, it will enter volume production; the circa-2029 timing is an external estimate rather than a confirmed date.
