Russia’s Planned “Ground Force” of Armed Military Robots: What the Evidence Shows

Russia’s 2019 plan was to use armed ground robots alongside infantry and drones—not to field a proven army of machines independently choosing and carrying out lethal attacks. The documented systems range from remotely operated combat vehicles to robots for mine clearance, patrol and reconnaissance; greater autonomy was a stated development goal.

What did Russia mean by a “ground force” of robots?

In a report published on March 21, 2019, Futurism described Russia’s military research division developing armed unmanned ground vehicles to support infantry. The vehicles resembled small tanks and were envisaged as operating with soldiers or quadrotor drones that could help provide targeting information. At the time, a soldier still selected targets or remotely controlled the vehicle.

The Advanced Research Foundation described increasing autonomous capability as a direction for future development, saying the operator’s role would be reduced gradually. That was an ambition, not evidence that the robots already acted independently. The phrase “ground force” therefore describes a concept for integrating unmanned vehicles into military formations, rather than a verified large-scale robot army.

Which Russian military robots are documented?

The strongest published examples cover different roles and levels of maturity. The Congressional Research Service (CRS) describes the armed Vikhr and Uran-9; the CNA report discusses demining, reconnaissance, patrol and counter-drone systems. Their reported capabilities should not be read as proof that every configuration entered service or saw combat.

System Reported equipment or capability Reported control or autonomy Documented role or status
Vikhr CRS describes a vehicle based on the BMP-3, with a stabilized 30 mm Shipunov 2A72 cannon, coaxial 7.62 mm machine gun and six Kornet-M anti-tank guided missiles. It could reportedly be reconfigured with other weapons. CRS reports remote control to 10 km. The cited material does not establish independent lethal target selection. Unmanned ground combat vehicle; the cited CRS description does not establish a particular operational deployment.
Uran-9 CRS reports a 30 mm cannon, four Ataka anti-tank missiles, four Igla-V surface-to-air missiles and a 7.62 mm machine gun; an optional Shmel-M flamethrower was also reported. CRS reports remote control to 3 km. The cited material does not establish independent lethal target selection. Russia reported testing it in Syria in 2018 in “near combat conditions” for mine clearing and force protection.
Uran-6 Weapon payload and control range are not stated in the CNA report. Degree of autonomy and control range are not stated in the CNA report. CNA reports its use for mine and unexploded-ordnance clearance.
Kobra systems Weapon payload and control range are not stated in the CNA report. Degree of autonomy and control range are not stated in the CNA report. CNA reports surveying areas, detecting mines and fragments, and inspecting buildings before human sappers entered.
Marker CNA describes modular multispectral vision and neural-network data processing; weapon payload and control range are not stated in the report. The CNA report describes trials, not proof of independent lethal engagement. CNA reports that Rosgvardiya had technical requirements for a serial vehicle to patrol critical facilities and counter aerial drones, and that the Advanced Research Foundation conducted patrol and counter-drone trials.

The table reflects reported descriptions, not a common test or a like-for-like comparison. The cited material does not give comparable figures for logistics burden, procurement quantities or production totals across these systems.

How autonomous are the robots?

The available descriptions point to remote operation and human supervision, alongside development work intended to increase automation. The 2019 Futurism account explicitly says that target selection or remote control by a soldier was still required for the armed vehicles it discussed. CNA describes a broader progression from manned to optionally manned and, eventually, autonomous vehicles; it does not establish that this end state had been reached.

A U.S. Army summary of Russian Ground Forces, ATP 7-100.1, says automated and autonomous complexes are used in tank, air-defense and radio-electronic-warfare units. It also describes efforts to expand unmanned ground systems and AI-supported prioritization and direction of strikes. Those descriptions do not, by themselves, show that an armed ground robot independently identifies a target and decides to kill it without human involvement.

Have Russian robots been used in Syria or Ukraine?

Russia reported testing Uran-9 in Syria in 2018 in “near combat conditions,” for mine clearing and force protection, according to CRS. That account establishes a reported test in a conflict environment; it does not establish routine combat use or autonomous attacks.

The cited material does not confirm Russian ground robots being used in Ukraine. Nor does it establish confirmed instances of fully autonomous lethal engagement, large-scale fielding, or how many systems were produced or procured. Those limits matter: a prototype, a trial and a routinely deployed weapon are different levels of evidence.

Why build robots for missions beyond direct fire?

Robots can be assigned hazardous tasks that would otherwise expose soldiers, including clearing mines, checking buildings and surveying suspected threat areas. The reported Russian concepts also include reconnaissance, security, force protection and countering aerial drones. In CNA’s account, unmanned vehicles could operate as a forward echelon alongside crewed tanks, carrying out tasks such as reconnaissance and security.

Using robots to reduce troop exposure does not remove operational risks. Armed unmanned vehicles depend on communications, sensors and command arrangements; the cited reports do not provide enough detail to assess their reliability under battlefield conditions. As systems take on more decision-making, questions about human control, accountability and the consequences of mistaken target identification become more consequential. The sources describe goals and reported capabilities, not enough evidence to resolve those questions for a deployed, independently lethal Russian ground robot.
