The employees opened accounts on the Bank of Russia’s digital-ruble platform to receive the payments. The ministry did not disclose how many took part, how much was paid, or whether the arrangement will continue.
What happened on 1 October
The Ministry of Finance announced that “a number” of its employees had been paid in digital rubles, describing it as the first such wage payment for its staff. Its notice says the participating employees opened accounts on the Bank of Russia platform. It does not identify a payroll provider or specify the payment amount or number of employees. The announcement is evidence of a ministry payroll payment, not a nationwide switch to digital-ruble wages. It does not say whether the ministry plans to repeat the payments.

The digital ruble is a digital form of Russia’s national currency held and transferred through an account on the Bank of Russia’s platform. Receiving wages this way requires an account on that platform; it is not an automatic conversion of an employee’s ordinary bank-account balance.

Are employers required to pay salaries in digital rubles?
No. The Bank of Russia says employers are not required to pay wages in digital rubles. The option depends on an employer being ready to make such payments and an employee wanting to receive them. Bank of Russia public response on digital-ruble wages

That distinction matters because the broad-use phase began on 1 September 2026, one month before the Finance Ministry’s announcement. The rollout schedule phases in obligations for certain banks and retailers; it does not require employers to offer digital-ruble payroll.

How the payment fits into Russia’s wider rollout
The Bank of Russia’s 2025 report said the limited-user pilot was planned to continue until 1 September 2026, after which the legal framework provided for wider use. It set out the following schedule for banks and qualifying retailers:

These dates describe a phased rollout for institutions and merchants, not a deadline for workers to accept salaries in digital rubles. The wage payment also follows a fiscal rollout: the Federal Treasury said it had prepared to accept digital-ruble budget receipts from 1 January 2026. From that date, holders of platform wallets could pay budget charges using a unique accrual identifier. That context makes the ministry’s payroll announcement one public-sector use within a broader fiscal effort, not proof of a universal private-sector payroll change. Federal Treasury, 29 December 2025

What the earlier pilot figures do—and do not—show
An RFI information resource of Russia’s Ministry of Natural Resources reported that digital-ruble operations in the 2025 pilot totaled nearly ₽16 million. That total covered wages, student scholarships, and some government-contract payments. It is not the amount paid to Finance Ministry employees on 1 October 2026.
