Russia’s Draft 2027 Budget Doubles Internet Filtering Funding; 5G Traffic Fee Is Still Only a Proposal

Russia’s draft federal budget would raise funding for its internet-filtering system to 19.87 billion rubles in 2027, up from 9.87 billion rubles in the earlier plan, according to reporting by TechRadar and The Moscow Times. Separately, a report describes discussion of a possible fee for people using more than 50 GB of international traffic on 5G. That fee has not been established as an enacted or active billing rule.

What the proposed budget increase would fund

The reported allocation is for Russia’s Automated System for Ensuring the Security of the Russian Segment of the Internet (ASBI), not a consumer VPN subsidy or retail product budget. The Moscow Times says the draft budget would assign 19.87 billion rubles in 2027, 19.844 billion in 2028 and 19.87 billion in 2029—nearly 60 billion rubles across the three years. These are reported draft appropriations, not figures independently confirmed by the public-facing text of the budget law.

The Moscow Times reports that the money would go to the Main Radio Frequency Center (GRChTs), a body under Roskomnadzor. The public budget-law page refers detailed appropriations to appendices, including classified and secret appendices, rather than displaying the specific ASBI figures on the page reviewed: ConsultantPlus, Article 6.

What ASBI and TSPU do

ASBI is associated with TSPU equipment—technical systems for countering threats—installed on telecom operators’ networks. Under the “sovereign Runet” law, which took effect in November 2019, the equipment is described as filtering traffic and enabling authorities to block or slow online resources, including tools used to circumvent restrictions, such as VPNs. The Moscow Times reports that modernization work has a target of reaching 953.9 Tbit/s of capacity by 2030. That is a future target, not a statement of current network capacity.

How the reported 5G traffic-fee idea differs

The possible fee is a separate policy discussion, not part of the ASBI infrastructure allocation. TechRadar’s 6 October report says the proposal under discussion would apply to users consuming more than 50 GB of international traffic on 5G. The same report says operators did not have the technical ability to distinguish 5G from LTE international traffic in real time.

Measure Target and scope Status and evidence
ASBI funding and TSPU modernization Network filtering infrastructure; draft spending covers the system, rather than a stated per-user traffic allowance. Reported draft budget appropriations. The Moscow Times reports the amounts and infrastructure context.
Possible international-traffic fee Users consuming more than 50 GB of international traffic on 5G, as described in TechRadar’s report. Reported discussion only. No final rate, start date, enacted rule or active billing is established; operators reportedly lacked real-time 5G/LTE traffic distinction capability.

The sources do not establish how the 5G idea would be implemented, or whether it is a distinct proposal or a revival of the earlier plan described below.

Why the fee reports appear to conflict

In July, TechRadar reported that an earlier foreign-traffic charge plan had been scrapped. That plan was described as a 15 GB allowance followed by a charge of roughly 150 rubles per additional GB. TechRadar attributed this statement to Deputy Minister Ivan Lebedev, speaking in a State Duma session: “Fees for foreign traffic are not being considered”. The July report says the quote came via Meduza’s account of the session: TechRadar, 9 July 2026.

The October report’s threshold and 5G framing differ from the July description, but the available reports do not resolve whether the later discussion is a new measure or a revived version of the scrapped plan. The earlier plan’s allowance and rate should not be treated as terms of the October proposal.

Other proposed restrictions reported alongside the fee

TechRadar also reports a separate Anti-Fraud 3.0 legislative proposal that would prevent Russian hosting providers from serving individuals for a year if they host VPNs or proxies that enter a Roskomnadzor registry. This is a proposed hosting restriction, not the 5G traffic fee, and the report does not establish that it is in force.
