Yes. In September 2026, a woman in Magdagachi, in Russia’s Amur region, used ChatGPT to insert a large brown bear into a photograph of her street. What began as a joke sent to a friend spread through messaging apps and social networks, prompting alarmed residents to call police and local officials to organize a search. A magistrate fined her 15,000 roubles after she admitted creating the image.

What happened in Magdagachi

The woman, whose name was not supplied in published reports, altered an ordinary street photograph by adding a large brown bear with ChatGPT. She initially sent the fabricated image to a friend as a prank. Once other people forwarded it through messaging services and social networks, residents treated it as a genuine wildlife warning.

Police began receiving calls from people worried that a bear was near homes. The district head dispatched wildlife rangers or hunters to look for the animal. The search found no bear. The woman later contacted police herself and acknowledged that the photograph was digitally fabricated.

The Amur courts press service described the chain reaction this way: “The joke quickly got out of control. The photograph of the bear spread through messaging apps, and police began receiving alarmed calls from residents.”

Why authorities and residents took the image seriously

The false photograph appeared during a period of unusually high concern about real bear encounters in Russia. RIA Novosti reported that at least 26 people had been killed in bear attacks since spring 2026. Government figures reported by India Today put Russia’s brown-bear population at 308,000, more than double its level three decades earlier.

TASS reported that more than 3,440 bears judged to threaten people had been killed since the start of 2026. Those reports linked increased encounters to larger bear numbers and poor crops of berries and pine nuts, which can push animals closer to settlements while they search for food. Against that backdrop, a realistic-looking bear in a local street scene was more likely to be believed and acted upon than an obviously absurd prank.

How much was the fine?

The magistrate imposed a fine of 15,000 roubles. Kommersant reported that the conduct was treated as distribution of knowingly unreliable socially significant information presented as fact. Its account said the statutory minimum was 30,000 roubles, but the court reduced the amount by half.

The reported mitigating circumstances were her confession, expressed remorse, lack of a previous offense and limited financial circumstances. The phone used to send the image was returned to her.

Case detail Magdagachi, Amur region
Image Street photograph altered with a digitally inserted brown bear
Tool identified in reports ChatGPT
Spread Messaging apps and social networks
Response Police calls and a search by wildlife personnel or hunters
Fine 15,000 roubles
Reported statutory minimum 30,000 roubles
Outcome for the phone Returned

What legal issue did the case raise?

Reports characterize the offense as distributing information known to be unreliable but presented as fact, where the information had social significance. The case therefore turned on the consequences of circulating a false public-safety claim, not on the mere use of an AI image generator.

No reviewed report establishes a new AI-specific offense. The available accounts also do not report any platform sanction against ChatGPT. The woman’s admission and the real deployment of police and wildlife resources were central facts in the administrative case.

A second fake-bear case in Russia

In mid-September 2026, another woman in Russia’s Transbaikal region received a 30,000-rouble fine for posting a fabricated bear image connected to a village sighting. Kommersant reported that her phone was confiscated.

The two cases share a pattern: a synthetic wildlife image moved beyond a private joke, people treated it as a local warning, and authorities responded under existing rules concerning unreliable information. Their outcomes were not identical. The Amur defendant confessed and had her phone returned, while the Transbaikal report said the other woman’s phone was confiscated.

Why an AI prank can become an emergency response

  1. Local context supplies credibility. A familiar street or village setting makes an image look like a neighbor’s eyewitness photograph.
  2. Wildlife threats create urgency. People may forward a warning before checking it because a delayed response could appear dangerous.
  3. Messaging networks remove friction. A file sent to one friend can reach neighborhood groups and public channels within minutes.
  4. Officials must act on uncertainty. Police and wildlife personnel may investigate first and determine later whether the report was genuine.

The practical harm is therefore not limited to people being misled. Searches consume staff time, can divert emergency attention and may expose responders to risk while looking for an animal that does not exist.

What readers should take from the case

  • The bear was digitally inserted; no real bear was found.
  • The image became consequential only after it circulated beyond the intended recipient.
  • The Amur woman’s fine was 15,000 roubles, reduced from the reported 30,000-rouble minimum.
  • Real 2026 bear attacks and population pressures made the false alert unusually believable.
  • Existing rules on knowingly unreliable socially significant information were used; the reports do not describe a separate AI-misinformation law.
