Russian drone attacks reportedly damaged multiple data-center sites in Kyiv and Dnipro in late September 2026, disrupting some internet, cloud, government and broadcast services. The reports describe serious but uneven effects—not a nationwide internet blackout and not confirmed loss of all customer data. Faster, jet-powered drones add to the air-defense challenge, but the available figures do not establish one definitive interception rate or prove why any particular site was targeted.

What was hit, and when?

The reported totals refer to different attack dates and sources, so they should not be combined into a single count. They also do not amount to a verified, comprehensive inventory of every site struck.

Report What it says was hit or targeted How to read the figure
Ukrainska Pravda, September 23, 2026 At least three data centers in different parts of Kyiv were attacked. A report of the September 23 attacks; some providers and services subsequently reported disruption.
Ekonomichna Pravda, as cited by Ukrainska Pravda At least nine Kyiv data centers may have been targeted since September began. An estimate, not an official comprehensive count.
OSW Centre for Eastern Studies, September 29 analysis Ten data centers in Kyiv and one in Dnipro were damaged in the September 27 attack. Server rooms associated with Cosmonova, Datagroup, Kyivstar and Ukrtelecom were among those affected. A separate report about the September 27 attack; it should not be added to the September 23 count as if both were a single verified tally.

Industry reporting by Data Center Dynamics said the Dline.ua/Dream Line data center at 28 Predslavynska Street was destroyed. The company said it had moved all services and customer data to backup sites. Ukrainska Pravda separately reported that MiroHost’s data center was destroyed and quoted the company’s founder saying its Ukraine-based infrastructure could not be restored for at least three months. These are reported facility and company impacts, not evidence that every customer lost data or service.

Did the attacks cut Ukraine off from the internet?

No. The reporting describes access problems and interruptions affecting some providers and services, not a nationwide loss of internet or mobile communications. Ukraine’s Ministry of Digital Transformation said around 100,000 users had problems accessing the internet, according to Ukrainska Pravda. That figure describes reported access problems; it does not mean 100,000 people permanently lost connectivity or that all were affected at the same time.

Ukrainska Pravda also reported disruptions affecting internet providers, the Fex.net cloud service, government services including state registries and vehicle-related e-registration, and television broadcasts. Impacts varied by service and provider.

Kyivstar reports concern different incidents

Kyivstar’s September 11 company statement concerned an earlier drone attack on its engineering office. The company said no employees were injured and its network was operating normally at that time. That statement does not describe the later September attacks on data-center infrastructure.

In an October 2 report, Interfax-Ukraine quoted Kyivstar president Oleksandr Komarov describing eight strikes on the company’s infrastructure over ten days. He said one data center was knocked out, another had been restored, a further site was being restored, and customer impact was zero because of reserves and mitigation. The statement is the company’s account of its own infrastructure and customer impact; it is not a measure of the effects on other operators.

What a data-center strike does—and does not—mean

A damaged building, an interrupted service, lost customer data and a nationwide outage are four different outcomes. One can occur without the others.

  • Facility damage: A strike may damage a building, power or cooling systems, network equipment, or server rooms. A facility can be unusable even if some servers and their stored data survive.
  • Service interruption: A service may stop because the equipment running it is unavailable, even when its data is intact. Bringing it back may require replacement computing capacity, restored configuration and time.
  • Data loss: Whether information is recoverable depends on the existence and currency of backups held independently of the damaged site. A surviving copy can support restoration, but it does not automatically recreate a complete working service.
  • Connectivity loss: Damaged routers, cables or provider infrastructure can block users from reaching a service even if that service is running elsewhere. Alternate routes or repairs may be needed separately from data recovery.
  • Widespread outage: A national-scale outage would require failures or isolation across enough systems and routes to affect a much broader share of users. The reports cited here establish disruptions, not that Ukraine’s internet was fully severed.

This separation explains why moving customer data to backup sites can protect against loss without guaranteeing uninterrupted access. Conversely, an alternate network route may keep users connected to a service but cannot restore data that exists only on destroyed equipment.

Why faster drones complicate air defense

The air-defense explanation is a challenge of time and interception opportunity, not proof that a particular defense position failed. The Associated Press reports that Russian jet-powered drones travel at hundreds of kilometers per hour, fly higher and faster than propeller-driven drones, and leave air-defense units less time to intercept them. OSW attributes some of the growing difficulty in repelling attacks to the use of Geran-4 and Geran-5 jet-powered drones.

The available reporting does not establish the exact air-defense deployment around any individual data center, nor does it show that every strike succeeded because of an air-defense gap. The title’s framing is best understood as describing the reported operational pressure posed by faster drones, not a documented account of the defenses at each site or a confirmed Russian targeting rationale.

Why interception estimates disagree

Interception figures below refer to different reporting periods, drone categories and sources. They are attributed claims and estimates, not independently reconciled measurements; they should not be collapsed into one rate.

Source and period Drone category or measure Reported figure Qualification
OSW Centre for Eastern Studies, evening of September 22 to morning of September 29, 2026 Strike drones launched and neutralised At least 1,684 launched; 1,321 neutralised OSW’s figures for that period; they are counts, not a category-specific interception rate.
President Volodymyr Zelenskyy, as reported by OSW for the period it discusses Jet-powered drones 55% intercepted OSW also notes lower OSINT estimates, including one suggesting jet-powered interception effectiveness may have been just over 10%.
Zelenskyy, as reported by OSW for the period it discusses Conventional Shahed drones More than 90% intercepted OSW notes that estimates differ; this is not a universal rate for all dates or attacks.
Zelenskyy, October 4, 2026, as reported by Ars Technica Conventional Shahed-type drones More than 85% intercepted A separate date and report from OSW’s figures.
Zelenskyy, October 4, 2026, as reported by Ars Technica Jet-powered Shahed drones 50–60% intercepted A separate reported estimate; the lower OSINT estimates cited by OSW show the uncertainty around jet-powered interception performance.

What Ukraine and operators are doing to limit disruption

Ukraine’s government measures, as reported by Ukrainska Pravda in 2026, include allocating UAH 518.3 million (about US$11.5 million) for separate backup environments, cloud infrastructure, and additional locations and systems. The described measures also include extra locations for state information systems, server equipment, software, and backup and recovery systems. The allocation is a reported government commitment, not evidence that every system has already been moved or that every service has equivalent protection.

  • This is a plastic model kit. Assembly and painting is required.

  • Contains parts to build one of each model.

Operators have described different measures for their own systems. Kyivstar cited equipment reserves, mitigation and switching between sites in explaining its reported lack of customer impact during the later series of strikes. Dream Line said it moved its services and customer data to backup sites. These examples show how redundancy can reduce the effect of a site failure, but do not establish that every provider has the same arrangements.

What a useful backup has to cover

Resilience depends on more than keeping a copy of files. The operational questions are whether backup sites are geographically independent; whether copies include applications and configuration as well as data; how quickly the workload can be restored; whether enough computing capacity is available; and whether alternate sites rely on the same vulnerable power, cooling, telecom or building infrastructure. Network routes also have to remain usable for customers to reach a restored service.

In an interview with Breaking Defense, Kateryna Chernohorenko, Ukraine’s former deputy minister of defense for digital transformation, argued that underground infrastructure could help but cannot protect everything: “Naturally, you cannot move everything underground. … So an important aspect is boosting Ukrainian anti-ballistic and anti-drone capabilities, which are already in critically short supply,”. Her comments are an argument for layered physical protection and defense, not a description of the exact defenses present at the damaged sites.

What the reports establish—and what remains uncertain

The reporting supports a picture of repeated attacks and damage to digital infrastructure, with service effects that differed among organizations. It does not establish that every reported target was a data center, that every customer was affected, or that customer data was broadly destroyed. Facility totals differ by report and date, and interception estimates for faster drones remain contested.

Chernohorenko also told Breaking Defense that data centers had faced increased attacks in recent weeks, including Shahed strikes, and that Russia had increased and adapted its cyberattacks since before the war. That observation places physical attacks within a wider digital-security threat, but the reporting here does not establish that a cyberattack caused any of the facility or service disruptions described above.
