At a Valdai meeting, the Russian president said that if Russia faced a direct attack, deploying “all types of weapons” available to the country would immediately be on the agenda. The transcript does not specify nuclear weapons in that passage; Euronews interpreted the warning as including them.
What Putin said about a direct attack on Russia
Speaking at the Valdai Discussion Club’s plenary in Moscow Oblast on 1 October 2026, Vladimir Putin made a conditional statement about how Russia might respond to an attack on the country:
“If it comes to a direct attack on the Russian Federation… then, of course, the question of the Russian Federation deploying all types of weapons at our country’s disposal will inevitably and immediately be on the agenda. This is inevitable.”
The Valdai transcript is the primary source for that wording. The condition matters: Putin was describing a response if Russia were directly attacked, not announcing that Russia would use weapons in a specific operation.

Does “all types of weapons” mean nuclear weapons?
In the quoted passage, Putin did not name nuclear weapons; he said “all types of weapons” available to Russia. A Euronews report published on 2 October characterized the warning as including nuclear weapons. That is the report’s interpretation of the remarks, rather than an explicit reference to nuclear arms in the quoted sentence.
Why Kaliningrad and NATO are part of the story
Euronews framed the remarks around Kaliningrad, a heavily militarized Russian territory bordering Poland, Lithuania and the Baltic Sea. The report said NATO countries had held military exercises along Kaliningrad’s borders in recent months. It also reported that Moscow condemned what it described as provocative statements and actions by NATO leaders and member states.

The report said NATO denounced Russia’s “threat of force, including any irresponsible nuclear rhetoric.” It also reported that Putin criticized military exercises in the Baltic Sea and attempts to intercept Russian vessels, calling them an escalation. These are competing characterizations by Russia and NATO, as reported by Euronews—not an independent finding about which side caused escalation.

Not on its own. The warning concerns a hypothetical direct attack on the Russian Federation and was reported in the context of Kaliningrad and NATO. Neither the Valdai transcript nor the Euronews account establishes a new development on the Russia-Ukraine front or measures whether bilateral tensions have recently risen.

Putin also said at the event, “We have no intention of attacking anyone — neither in 2029, nor in 2030, nor in 2050.” That is his stated position about future intent, not independent evidence of what Russia will do. The available accounts therefore support a narrower conclusion: the remarks signal sharper Russia-NATO rhetoric around Kaliningrad, but do not by themselves confirm a new escalation in the war with Ukraine.
