The proposal is not established as approved or built in the available reporting. Its scale has revived local concerns shaped by the region’s coal seam gas experience, while supporters point to potential jobs and economic diversification.
The project was made public in September 2026. Andrew Messenger’s 4 October 2026 report for The Guardian places it outside Kogan, near Dalby and about 180 km west of Brisbane. The proposed facility is intended to power Anthropic’s Claude large language model. The site is currently a feedlot reported to hold 24,000 head and is surrounded by gas wells.

What is proposed—and what the power figure means
The developer’s reported project figures describe a $31 billion facility with peak power capacity of up to 2.16 GW. The Guardian compares that peak capacity with about one quarter of Queensland’s total energy demand. These are reported proposal figures, not an independently verified engineering assessment.
Peak capacity is the maximum power a facility may need at a given time; it is not the same as the electricity it will consume over a year. Actual consumption depends on factors such as how much of the site is built and operating, how intensively its computing equipment is used, and how cooling and other systems run. The report does not establish a secured grid connection or power supply contract, nor does it provide an independently checked forecast of annual consumption.

What is known about water, jobs and timing
- Water: Singapore-based developer Zerra DC says its cooling system would use much less water than most existing data centres and that demand would be about equal to an average shopping centre. The Guardian report supplies no underlying water assessment, comparison method or independent verification, so this remains the developer’s claim.
- Jobs: The company expects thousands of construction jobs and about 1,400 long-term jobs, according to figures reported by The Guardian. These are forecasts, not realised employment outcomes; the report does not provide supporting methodology or a breakdown of job duration and type.
- Timing: The company’s reported ambition is to begin using the centre as early as 2027. That is a plan, not a confirmed delivery date.
The available report does not establish whether environmental or social impact studies have been filed, whether the project has development approval, or whether the water and energy estimates have been tested independently.
Why local views differ
For some residents, the proposal recalls the coal seam gas boom: they question whether promised benefits will endure after construction and raise concerns about energy demand, noise, siting, environmental effects and wellbeing. Local resident Denver Kanowski told The Guardian, “This is the power of money and the power of greed and shortsighted stupidity.” He also said, “I’ve read this book before.”

Other regional voices see a chance to broaden the local economy. Dalby mayor Andrew Smith said coal seam gas diversified the economy and created jobs, while cautioning that planning for the new proposal should not be rushed; he did not endorse or oppose the project. Toowoomba and Surat Basin Enterprise chief executive Jo Sheppard called it “a once in a generation opportunity for Western Downs region and our broader region” and said the developer must maintain its social licence.

| Question | Concerns raised by opponents | Potential benefits cited by supporters |
|---|---|---|
| Jobs and economic change | Construction work may not translate into lasting local employment, and residents point to the boom-and-bust experience of gas development. | The developer forecasts thousands of construction jobs and about 1,400 long-term jobs; regional advocates see an opportunity to diversify the economy. These are reported projections and arguments, not verified outcomes. |
| Infrastructure demands | Residents question the scale of the reported peak power requirement and its implications for local and state infrastructure. | Queensland Premier David Crisafulli said potential benefits could include regional jobs and lower power bills, while framing the latter as conditional on getting the project right. Neither outcome is confirmed. |
| Decision-making | Residents have raised questions about siting, environmental effects, wellbeing and whether the community will have a meaningful role. | The state says it intends to provide a consistent and transparent assessment framework for data-centre applications. The report does not detail how community participation would work. |
The Guardian reported that a petition co-organiser, Mordechai Winters, said it had received more than 21,500 signatures, mostly from the area, in a few weeks. EDO chief executive Jo Shulman said the organisation had seen a 250% increase in enquiries about data centres to its free legal advice line since January. Both are attributed figures reported by the newspaper; its article does not provide underlying records for independent checking. Shulman described data centres as “the new frontier” and argued for a moratorium on further centres, warning of a risk of repeating problems associated with the coal seam gas boom.

Who will assess the proposal?
The Guardian reported that Queensland announced on the Friday before its 4 October 2026 publication that the state would become the responsible assessor and coordinator of data-centre applications instead of local councils. A spokesperson for Planning Minister Jarrod Bleijie said the intention was a consistent and transparent framework.
The report does not specify the framework’s effective date, assessment criteria or transition rules, and it does not confirm the proposal’s formal application status or explain how the announced change applies to it. The shift identifies a state-level role; it does not, by itself, establish that the project has been approved or that any assessment has been completed.

What remains unresolved
The public account establishes the proposed site, the developer’s broad plans and the arguments being made around them. It does not settle the project’s practical or regulatory feasibility. The key unanswered questions are:
- Has a formal development application been lodged, and what approvals would be required?
- What independent assessment supports the peak-power figure, and what grid connection or supply arrangements, if any, are secured?
- What are the expected annual electricity use and water demand, and what evidence supports the developer’s water comparison?
- What environmental, noise, traffic and social-impact studies have been completed or submitted?
- How many jobs would be local, how long would they last, and what share of the projected employment would remain after construction?
- How will residents be consulted and their concerns considered under Queensland’s announced assessment approach?
Until those details are available, the figures and forecasts should be treated as claims attached to a proposal—not as proof of its eventual costs, benefits or impacts.
