Short answer: IP ratings describe how an enclosure was tested against solids and water under IEC 60529. MIL-STD-810H refers to selected environmental test methods, not an automatic all-purpose military certification. A rating is meaningful only when you know the exact phone, test conditions, procedures, care instructions and warranty limits behind the claim.
What the two labels actually tell you
IP and MIL-STD markings answer different questions. An IP code is an enclosure-protection classification defined by IEC 60529, the International Electrotechnical Commission standard for degrees of protection provided by electrical-equipment enclosures. The consolidated publication is IEC 60529:1989+A1:1999+A2:2013, edition 2.2, published on 29 August 2013, with corrections included through 2019 in the listed consolidated version.

MIL-STD-810H is a collection of environmental laboratory test methods. It can cover stresses such as immersion, sand and dust, temperature, vibration and shock, but the label alone does not show which methods, procedures, severities or cycles were used on a particular phone. Neither label means “waterproof,” “indestructible” or guaranteed to survive every accident.
How to read an IP rating
The code structure
“IP” is followed by two numerals (or, in some specifications, a numeral and a letter). The first character addresses protection against solid particles and access to hazardous parts; the second addresses water exposure. A higher number in one position does not automatically describe performance in every other type of exposure.

For buyers, the useful question is not simply “What number is this?” but “What exposure did the manufacturer specify for this exact model?” The public IEC listing identifies the standard and its scope, but does not reproduce the complete code tables, so the model’s own documentation matters.
What does IP68 mean?
IP68 indicates a high level of solid-particle protection and an immersion test in the liquid-protection position. The “8” does not prescribe one universal depth or time for every phone. The European Commission’s Joint Research Centre (JRC) describes IPx8 as continuous immersion under conditions agreed between the manufacturer and user, and as more severe than IPx7.
That model-defined condition is why two phones carrying IP68 can have different published limits. For example, Ulefone’s Armor 24 Pro product page states that the phone was tested to IP68 at a maximum depth of 1.5 metres for up to 30 minutes. A Motorola support page gives the same maximum depth and duration for its cited phone, but specifies still, fresh water. Those figures are manufacturer statements for the named models, not a universal IP68 rule.

What does IP69 mean?
IP69 describes a different exposure from immersion: protection against powerful, high-temperature water jets under the stated test setup. Motorola’s support documentation separately describes protection against such jets for up to 30 seconds and lists IP69 alongside IP68 for its phone. That does not establish how every IP69 phone performs during every washdown, pressure-washer use or hot-water exposure.
Some rugged-phone pages use “IP69K.” Treat that as a claim requiring the same scrutiny: identify the standard or test procedure cited, the water temperature and pressure, the duration, and whether the claim applies to the complete retail device. Do not assume that an IP69 or IP69K jet test replaces an immersion test, or that IP68 immersion automatically implies high-pressure jet resistance.
Why an IP68 or IP69 claim is not a waterproof guarantee
Test water is not every liquid
Manufacturer instructions commonly limit the claim to particular water conditions. Motorola warns against liquids other than fresh water. Salt water, chlorinated water, drinks, solvents and soapy water can leave residue or attack seals even when a phone passed a specified fresh-water test. Rinse and care instructions, if provided, are part of the protection claim.

Depth, duration and motion matter
A stated 1.5-metre, 30-minute result is a controlled test condition, not permission to exceed it. Water pressure changes with depth, movement and impact. A phone dropped into water, exposed to a jet, or left submerged longer may experience stresses not represented by the published test. IPx8 conditions are agreed for the model, so compare the actual depth, time and water description rather than comparing “8” as if it were a single rating.
Seals age and damage changes the result
Both Motorola and Ulefone warn that resistance can decrease with normal wear. A cracked screen, bent frame, damaged port cover, replacement part, loose gasket or prior repair can create an opening that did not exist during testing. A new rating on the box cannot restore a damaged enclosure.
What does MIL-STD-810H mean?
It is a menu of methods, not one pass/fail event
MIL-STD-810H names a U.S. Department of Defense environmental-engineering standard containing distinct methods and procedures. The standard document includes methods such as immersion and sand and dust, among others. A manufacturer may select only the categories relevant to its design and intended use.

Therefore, “tested to MIL-STD-810H” is incomplete without the test scope. It does not establish that the phone completed every method in the document, nor that it is “military certified” in a broad sense. Motorola says it evaluates phones under selected categories and procedures and cautions in its support documentation: “Such testing is not a guarantee of future performance under these test conditions.”
What to request from a manufacturer
- The exact model and hardware configuration covered by the test.
- The MIL-STD-810H methods, procedures, severities and number of cycles used.
- Whether testing covered the production phone or an engineering sample.
- A test report or summary showing setup, pass criteria and observed damage.
- Any exclusions, such as accessories, ports, screens, cameras or removable covers.
The JRC’s procurement guidance calls for test reports for the model and its functional-performance requirements. If a seller supplies only a logo or a one-line claim, you cannot tell which environmental stresses were actually evaluated.

How to compare two rugged-phone listings

Using the ratings for real situations
Rain, splashes and a wet worksite
An enclosure rating can reduce risk from the tested exposure, but keep covers closed and follow the phone’s care instructions. Rain driven by wind, mud, chemicals and repeated impacts are not the same as a still-water laboratory immersion. If the phone has been dropped or cracked, assume the original protection may no longer apply.

Swimming, showers and the beach
Do not translate an IP68 figure into a swimming or shower guarantee. Swimming adds movement and pressure; showers add directed jets and often hot water; seawater and pool chemicals are not fresh water. The manufacturer’s stated conditions and exclusions control what the claim means.
Pressure washing or hot-water cleaning
An IP69-type claim is the relevant category to investigate for powerful, high-temperature jets, but the exact pressure, temperature and duration still matter. A short manufacturer-described jet test is not evidence that a phone can tolerate a pressure washer at close range.
Dust, sand and construction debris
Check the first IP character and any sand-and-dust procedure named in the MIL-STD documentation. Fine dust can enter through a damaged cover or speaker membrane even when a new phone passed a controlled test. Clean the device only as the manual permits; forcing debris or liquid through an opening can defeat the enclosure.

A practical verification checklist before buying
- Record the complete model name and region. Similar phones can have different specifications or warranty terms.
- Copy the exact IP claim. Note whether it says IP68, IP69, IP69K or another code, and whether IEC 60529 is named.
- Find the water conditions. Look for depth, time, water type, temperature and whether the test was immersion or jets.
- Dissect the MIL-STD claim. Ask which 810H methods and procedures were applied; treat “passed all tests” skeptically unless a report supports it.
- Check care instructions. Confirm port-cover requirements, cleaning steps, drying time and prohibited liquids.
- Read the warranty for your market. Look specifically for liquid damage, wear, accidental damage and exposure beyond rated conditions.
- Inspect the phone after purchase. Keep seals, covers and the frame intact; document damage before exposing the device to water.
Common mistakes and how to avoid them
- “IP68 means every phone survives 1.5 metres for 30 minutes.” Those figures are examples stated for particular models, not the definition of IP68.
- “IP69 replaces IP68.” Jet protection and immersion protection describe different exposures; verify whether both were tested.
- “MIL-STD-810H means all military tests passed.” The manufacturer may have selected only certain methods and procedures.
- “A rating covers any liquid.” Fresh-water conditions do not automatically cover salt, chlorine, drinks, solvents or detergent.
- “The rating lasts for the life of the phone.” Normal wear, impact and repairs can reduce resistance.
- “Water damage is always covered.” Motorola and Ulefone both publish limitations; check the current terms for the exact model and region.
How to interpret a claim with confidence
A strong listing connects the label to a model-specific test condition and an accessible report. For IP, you should be able to identify the IEC 60529-based code and the manufacturer’s depth, time and water description. For MIL-STD-810H, you should see the selected methods and procedures rather than only a badge. Finally, read the care and warranty language: those terms define what happens after wear, damage or exposure outside the test.
The most defensible conclusion is therefore conditional: the phone was evaluated for the stated enclosure or environmental exposure under the stated procedure. It is not a promise that every real-world spill, submersion, jet, drop, temperature change or dusty environment will produce the same result.
