Router Proxyware Explained: How Criminals Monetize Hijacked Bandwidth

Router proxyware turns a home internet connection into somebody else’s relay. Malware, a compromised router, or a deceptive “earn money by sharing bandwidth” offer can let criminals send traffic through your residential IP address. They then sell access to that address pool or use it to hide their own activity. Websites and investigators may see your connection as the apparent source of fraud, phishing, harassment, or attacks even when you did not initiate them.

The FBI describes residential proxy networks as systems that use consumer devices—including routers and other internet-connected equipment—without the owner’s meaningful awareness or consent. A 2024 FBI, IC3, Defense Criminal Investigative Service and Department of Commerce advisory on the 911 S5 operation cited more than 19 million compromised IP addresses across over 190 countries.

What router proxyware is

A proxy is an intermediary that forwards internet requests. In a normal residential proxy arrangement, a device owner knowingly allows a service to send traffic through the household connection. Criminal proxyware removes that consent: software or a backdoor enrolls the router, computer, streaming device or another appliance into a proxy pool, then forwards someone else’s requests through the victim’s public IP address.

The infected device may not display an obvious window or noticeably slow down. The proxy component can run as a background service, maintain an outbound connection to a command server, and accept instructions about where to send traffic. A router is especially useful because it is always on, sits at the edge of the network, and can make every connected device appear to share the same residential address.

“Residential” describes the apparent origin of the traffic, not the honesty of the person using it. A criminal customer can be thousands of miles away while a target website records the address assigned to your home.

How criminals enroll routers and household devices

Bundled or pirated software

The 911 S5 malware was distributed with illegitimate VPN applications, pirated games and other unauthorized software. The proxy backdoor installed silently alongside the advertised program. A “free” copy of paid software can therefore cost more than money: it can make your connection part of a criminal infrastructure.

Free VPNs, streamers and browser add-ons

F5 Labs has reported proxyware hidden in software users are persuaded to install, including free VPN clients, video-streaming applications and browser plugins. The presence of a familiar-looking interface does not prove that the installer is safe. A program can provide its advertised function while also renting out your IP address in the background.

Compromised routers and IoT equipment

The FBI lists routers, TV streaming devices, digital picture frames, smartphones and tablets as possible residential-proxy nodes after infection or backdoor access. Attackers may exploit a known firmware flaw, guess or reuse an administrator password, or install malicious code through an exposed management service.

End-of-life networking equipment

Unsupported routers are a recurring weakness because vendors no longer provide security fixes. In the Department of Justice’s 2024 KV Botnet case, many compromised Cisco and Netgear small-office and home-office routers had reached end of life. Once a vulnerability is public, an abandoned model can remain exposed indefinitely unless it is replaced or isolated.

Deceptive bandwidth-sharing offers

Some services promise passive income for sharing unused bandwidth. The FBI warns that people may accept such an offer without understanding that their connection can be used for cyberattacks. Consent is not meaningful if the operator hides who can buy access, what activity is permitted, how abuse is handled, or how quickly the device can be removed.

How the proxyware business makes money

The operator first builds an inventory of residential exit IP addresses. Malware phones home, reports the node’s address and availability, and receives routing instructions. A control panel can then expose the pool to paying customers.

Revenue step What happens
Acquire nodes Routers, computers, phones, streaming devices or other equipment are infected, backdoored or enrolled through deceptive software.
Aggregate addresses The operator combines thousands or millions of residential IPs and tracks location, uptime and availability.
Sell access Customers pay for access to the pool, often selecting geography, rotation or a degree of anonymity.
Route traffic A customer’s requests travel through a victim’s connection, so the destination sees the residential exit IP.
Retain and replace The operator keeps profitable nodes online, replaces blocked addresses and may add newly compromised devices.

Residential addresses can be more useful than data-center addresses because websites often treat them as ordinary household connections. A target may apply fewer automated blocks, rate limits or fraud checks to a request that appears to come from a normal subscriber. The FBI says this masking can support cryptocurrency theft and other illegal activity.

What customers do through hijacked residential IPs

Proxyware does not determine the customer’s intent; it supplies concealment. The FBI identifies malware command-and-control traffic, phishing, identity theft and account access using stolen credentials. The 911 S5 investigation also connected hijacked IPs with pandemic and unemployment fraud, cyberattacks, harassment, bomb threats, child exploitation and export violations.

The Department of Justice summarized the harm this way: “These criminals used the hijacked computers to conceal their identities and commit a host of crimes, from fraud to cyberstalking.”

For a household owner, the practical consequence is attribution confusion. A bank, website, abuse desk or law-enforcement agency may initially associate suspicious activity with your public IP address. That does not make you the perpetrator, but it can lead to blocked accounts, warning notices, investigation questions or service disruption while the source is clarified.

How large these networks can become

  • The FBI’s 911 S5 advisory reported more than 19 million compromised IP addresses in over 190 countries.
  • The Department of Justice reported billions of dollars in confirmed victim losses linked to the operation.
  • The 2024 KV Botnet disruption involved hundreds of compromised U.S. small-office and home-office routers.

These figures describe specific law-enforcement cases, not a count of every residential proxy node currently operating. They show why a single infected router can be economically valuable when combined with a large, automated pool.

How to tell whether your router or network may be involved

There is no universal FBI diagnostic test that proves a router is part of a proxy network. Treat the following as practical warning signs, especially when several appear together:

  • Unexpected, sustained bandwidth use when household activity is low.
  • An unfamiliar VPN, proxy, “bandwidth sharing” tool or recently installed browser extension.
  • Router settings that changed without your permission, including DNS servers, administrator credentials, port forwarding or remote-management options.
  • Repeated outbound connections visible in router logs or a firewall, particularly to destinations you cannot identify.
  • Abuse notices, account suspensions or IP-reputation alerts for activity no one in the household recognizes.
  • A router model that no longer receives firmware updates or has an expired support date.

Any one sign can have an innocent explanation. A software update, cloud backup or streaming service can create heavy traffic; an IP-reputation problem can also be caused by a previous subscriber who held the address. The pattern, timing and device-level evidence matter.

What to do if you suspect proxyware

  1. Record the symptoms. Note dates, unusual traffic, warning emails, router model and firmware version. Preserve suspicious installer names, extension details and security alerts before removing them.
  2. Disconnect the suspected device. Unplug an affected router or device from the internet if doing so will not create a safety or business problem. If the router provides essential connectivity, disconnect individual devices first and contact the manufacturer or your internet provider.
  3. Scan computers and mobile devices. Run a reputable, fully updated antivirus or endpoint scan. The FBI’s 911 S5 advisory says antivirus software can detect and remove the malware used to create that botnet.
  4. Reset the router correctly. Follow the manufacturer’s documented factory-reset procedure rather than merely rebooting. A reset removes many unauthorized settings, but it does not repair an unsupported model or guarantee that every device on the network is clean.
  5. Update or replace the router. Install the latest firmware available for the exact model. If the vendor has ended support, replace the equipment; known vulnerabilities will not receive future patches.
  6. Change credentials. Set a new, unique router administrator password and Wi-Fi password. Change passwords for important accounts from a device you believe is clean, and enable multifactor authentication where available.
  7. Review configuration. Check DNS settings, port-forwarding rules, remote administration, connected-device lists and firmware update status. Remove entries you did not create, then disable internet-facing management unless you have a specific need for it.
  8. Notify the right parties. Tell your internet provider about suspected abuse or a compromised public IP, and report suspected criminal activity to the FBI’s Internet Crime Complaint Center. Keep the case or ticket number with your incident notes.

How to prevent a router from becoming a proxy node

Buy support, not just hardware

Before installing a router, check its security-support lifetime, firmware-release history and automatic-update capability. A low purchase price is poor value if the model is already at end of life. Replace equipment when the vendor stops issuing security updates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reduce the attack surface

  • Disable remote administration from the internet unless it is required and securely restricted.
  • Use a unique administrator password; do not reuse the one printed on the router or used elsewhere.
  • Keep firmware current and enable automatic updates when the vendor supports them.
  • Remove unused port forwards and unknown connected devices.
  • Place guest and smart-home equipment on a separate guest or IoT network when the router supports segmentation.
  • Install software only from official, trusted stores. Avoid pirated games, unauthorized “free” paid applications and dubious VPN or streaming packages.

Know what legitimate bandwidth sharing should disclose

A legitimate service should clearly identify the operator, explain that your public IP will relay third-party traffic, obtain affirmative consent, state what customers may do, describe abuse monitoring and logging, provide a removal mechanism, and explain compensation and cancellation. You should be able to stop participation without hunting through hidden settings. If the offer is vague about who buys access or how illegal traffic is handled, do not install it.

Legitimate bandwidth sharing versus criminal proxyware

Question Legitimate arrangement Criminal proxyware
Consent and disclosure Explains the relay role and obtains informed permission. Installs secretly, disguises the feature or uses a misleading offer.
Software provenance Comes from an identifiable operator and documented distribution channel. Arrives through pirated software, dubious bundles, malware or an exploited device.
Permissions Requests only the access needed and documents network behavior. Uses a backdoor, stolen credentials or excessive privileges.
Who can use the IP States customer eligibility, acceptable use and abuse controls. Provides concealment to unknown or criminal customers.
Abuse handling Offers monitoring, contact information and a process to investigate complaints. Ignores abuse, rotates nodes or leaves the victim to answer for the traffic.
Removal Lets the owner promptly stop and uninstall participation. Resists removal, reinstalls itself or remains hidden in unsupported equipment.

Why an IP address does not prove who committed an offense

An IP address identifies a network endpoint at a particular time; it does not identify the person who generated every packet. Network address translation can place many household devices behind one public address, and proxyware can place a remote criminal behind yours. Investigators and service providers use additional evidence such as account records, device logs, timestamps and payment trails.

If you receive an abuse notice, do not ignore it and do not claim certainty about the cause. Preserve the notice, secure the router, scan connected devices and respond factually with the steps you took. Avoid deleting logs before you have recorded the relevant times and settings.

Router-defense checklist

  • Confirm the exact router model and whether the vendor still supports it.
  • Install current firmware and turn on automatic updates when available.
  • Change the administrator and Wi-Fi passwords to unique values.
  • Disable internet-based administration and unused services.
  • Review DNS, port forwarding and connected-device lists.
  • Separate guest or IoT equipment from computers containing sensitive accounts.
  • Remove untrusted VPNs, streamers, browser plugins and pirated software.
  • Monitor unexplained bandwidth and investigate abuse notifications.
  • Reset or replace equipment that shows signs of compromise.
  • Report suspected criminal proxyware to your provider and the FBI’s Internet Crime Complaint Center.

Frequently Asked Questions

Can someone sell my home IP address without hacking my router?

Yes. A deceptive bandwidth-sharing application or malware on a computer, phone or streaming device can route traffic through the same household public IP even when the router itself is not infected. A compromised router is one possible path, not the only one.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Will proxyware always make my internet noticeably slower?

No. Operators can limit traffic or use the connection intermittently, so performance may appear normal. Unexplained bandwidth use is a warning sign, not proof by itself.

Should I simply reboot a suspicious router?

A reboot only restarts the device and usually leaves malicious settings or firmware unchanged. Use the manufacturer’s factory-reset procedure, update firmware, and replace the router if support has ended.
