Rotten Tomatoes’ Tomatometer is the percentage of reviews from approved professional critics that are classified as positive. The audience score—now commonly labeled the Popcornmeter—is based on ratings submitted by users. Neither percentage is an average grade out of 100, and neither is automatically the “right” score.
To interpret a title fairly, read the percentage alongside its review or rating count, the average rating when displayed, Top Critics information, verification status and representative written reviews. A 90% score based on 10 counted reviews tells you less than a 90% score based on hundreds.

What the two Rotten Tomatoes scores measure
The numbers look similar because both are percentages, but they summarize different populations and different calculations.
| Measure | Tomatometer (critics) | Popcornmeter (audience) |
|---|---|---|
| Who contributes | Critics and publications approved for the Tomatometer | Rotten Tomatoes users who rate or review a film or show |
| What is counted | Each eligible review is classified as Fresh or Rotten | User ratings; audience reviews are text reviews submitted by users |
| What the percentage means | Share of counted critic reviews classified as positive | Share of users meeting the positive-rating rule used for the audience display |
| Is it an average grade? | No. It is not an average of critics’ numerical scores | No. It is not the average viewer’s score converted to a percentage |
| Threshold badge | Fresh at 60% or higher under Rotten Tomatoes’ stated definition | Full popcorn bucket when at least 60% of users rate the title 3.5 stars or higher |
| Verification option | Critic approval concerns eligibility and professional status | Verified Ratings connect a user rating with a confirmed ticket purchase |
That distinction is the key to every critics-versus-audience comparison. The Tomatometer asks, “What proportion of approved professional reviews were positive?” The Popcornmeter asks, “How many participating users rated the title positively under the audience rules?”

How Rotten Tomatoes calculates the Tomatometer
1. Only approved critic reviews enter the system
Rotten Tomatoes says the Tomatometer “represents the percentage of professional critic reviews that are positive for a given film or television show.” A review must come from a critic or publication approved for inclusion. Rotten Tomatoes’ criteria emphasize professional dedication and approval status, so the pool is not a random sample of every person who writes about a movie online.
2. Each review is labeled Fresh or Rotten
The methodology describes a binary classification: an eligible review is marked Fresh or Rotten. The displayed score is the percentage of included reviews marked Fresh. In simplified form:
Tomatometer = Fresh critic reviews ÷ all counted critic reviews × 100.
A film with 90 Fresh reviews out of 100 counted reviews therefore displays 90%. That calculation says nine out of ten counted reviews were judged positive; it does not say critics awarded an average of 9 out of 10.
3. A positive review can have a range of numerical scores
Critics may use stars, letter grades, points or no numerical grade at all. Rotten Tomatoes converts the review’s overall recommendation into the Fresh/Rotten classification used for the aggregate. Two critics can both contribute Fresh reviews while giving different reasons and different numerical marks. The Tomatometer preserves the direction of the recommendation, not the full scale of each critic’s grading system.
4. The percentage is sensitive to the review count
Because the score is a share, each review changes the result more when the sample is small. Nine Fresh reviews out of 10 produces 90%, while 90 Fresh reviews out of 100 also produces 90%; the second figure rests on a much larger body of criticism. Check the review count before treating two identical percentages as equally persuasive.

How the Popcornmeter and audience score work
User ratings are a different data set
Rotten Tomatoes’ audience FAQ allows users to rate and review titles, and defines an audience review as a text review submitted by a Rotten Tomatoes user. The resulting Popcornmeter summarizes those user responses. It does not combine the audience with the professional-critic pool, and it does not turn critic grades into viewer ratings.
The full-popcorn threshold is 3.5 stars
Rotten Tomatoes’ About information says a full popcorn bucket appears when at least 60% of users rate a title 3.5 stars or higher. The threshold is therefore not “60 points out of 100.” It is a rule about the share of participating users whose rating reaches at least 3.5 stars.
For example, if 600 of 1,000 participating users give a title 3.5 stars or more, the audience percentage is 60% and meets the stated full-popcorn threshold. A user who gives four stars and one who gives five stars both count as positive for that threshold, even though their enthusiasm is not identical.
What “verified” means
Rotten Tomatoes introduced Verified Ratings for users whose ticket purchases were confirmed. The verification option records where the user bought the ticket and feeds a verified audience score. Verification is useful context because it distinguishes a rating tied to a confirmed purchase from one without that purchase confirmation. It does not make every verified viewer representative of all moviegoers, nor does it turn the rating into a critic review.
Is a 90% Rotten Tomatoes score a 9 out of 10?
No. A 90% Tomatometer means roughly 90% of counted, approved critic reviews were classified as positive. It does not mean the critics’ numerical grades averaged 90%, 9/10 or four and a half stars. A 60% Tomatometer similarly means that at least six in 10 counted reviews were positive; it is not a claim that the film is “60% good.”

A simple hypothetical comparison
| Hypothetical result | What it tells you | What it does not tell you |
|---|---|---|
| 18 Fresh critic reviews out of 20 (90%) | Most counted critics responded positively | That critics averaged 9/10, or that the consensus is secure with a small sample |
| 180 Fresh critic reviews out of 200 (90%) | The same positive share across a much larger sample | That every critic loved the film equally |
| 600 of 1,000 users at 3.5 stars or higher (60%) | The audience meets the full-popcorn threshold | That the average user gave exactly 3.5 stars or that 60% of the film is enjoyable |
What to inspect beside the headline percentage
Review or rating count
Start with the denominator. A percentage based on a handful of entries can move sharply when one new review or rating arrives. A larger count does not guarantee quality, but it gives the percentage more stability.
Average rating, when Rotten Tomatoes displays one
The average rating supplies information that the Fresh/Rotten or positive/negative percentage omits: intensity. Two films can have the same Tomatometer while one earns mostly mild recommendations and the other receives ecstatic notices. Treat the average as a separate statistic, not as a conversion of the Tomatometer.
Top Critics information
Rotten Tomatoes identifies Top Critics separately in score details. Seeing how that subset responded can help when you want to know whether especially established or widely read critics agreed with the broader approved pool. It remains a subset, not a replacement for the overall score.

Read several representative excerpts rather than only the first enthusiastic or hostile quotation. Look for recurring comments about pacing, performances, tone, originality, technical craft and audience expectations. Written criticism explains why a score exists; the percentage alone cannot.
Audience verification status
Check whether the page is showing a general audience figure, a verified audience figure or a label that combines or distinguishes them. The purchase-confirmation detail changes how confidently you can interpret the source of the ratings.
Why critics and audiences can disagree
A gap is a clue about different priorities, not a verdict that one group is mistaken.

| Pattern | Possible explanation | What to check next |
|---|---|---|
| High Tomatometer, lower Popcornmeter | Critics may value formal execution, originality or thematic ambition that general viewers find demanding. Fans of an existing property may also feel disappointed by a new installment. | Read audience comments, inspect the rating count and compare reactions from critics who discuss the franchise or genre. |
| Lower Tomatometer, high Popcornmeter | Viewers may prioritize entertainment, familiarity, spectacle or emotional payoff that professional reviewers judged less favorably. | Look for recurring comments about fun, rewatchability and whether the film delivers the experience its target audience wants. |
| Both scores high | Critics and participating users broadly agree that the title works. | Confirm the counts and read reviews to learn whether the agreement concerns story, performances, craft or simple enjoyment. |
| Both scores low | Neither group shows much enthusiasm, although genre expectations can still affect whether the film suits you. | Read a few negative and positive excerpts, if available, and decide whether the criticisms matter to your viewing priorities. |
These are interpretive patterns, not laws. A gap can reflect the title itself, the expectations brought by a familiar property, the kinds of users who chose to rate it or the stage of the release when you checked the page.

Which score should you trust?
Use the score that matches your decision, then use the other as a counterweight.
If you want a critical consensus
Give the Tomatometer more weight, especially when the critic count is substantial and the written reviews discuss the qualities you care about. It is designed to summarize approved professional criticism, not general popularity.
If you want to predict your own enjoyment
Give the Popcornmeter more weight when your taste resembles the participating audience. Check whether the displayed ratings are verified and read comments from viewers who share your genre, franchise or format preferences.
If the title is part of a franchise
Study the gap. A lower audience score can signal that viewers expected a particular continuity, tone or character treatment even when critics praise the film’s construction. A high audience score with a lower critic score can indicate that fans are receiving the experience they wanted.
If the title is unusual or divisive
Do not average the two percentages yourself. Read the review excerpts and identify the specific trade-off: slow pacing versus atmosphere, experimentation versus familiarity, or technical ambition versus accessibility. Your reaction depends on which side of that trade-off you prefer.

Fresh, full popcorn and newer audience labels
Fresh is a threshold badge
Rotten Tomatoes says a title is Fresh when at least 60% of critic reviews are positive, with a red tomato displayed. A 60% Fresh title and a 95% Fresh title both clear the same threshold, but their levels of consensus are very different. The badge is a quick classification, not a ranking from acceptable to excellent.
A full popcorn bucket uses a separate threshold
The full popcorn icon appears when at least 60% of users rate the title 3.5 stars or higher under the stated audience rule. It is not the audience equivalent of a critic’s numerical grade, and it should not be read as a guarantee that most users gave four or five stars.
Labels can change
Rotten Tomatoes describes Verified Hot as an audience badge that complements Certified Fresh and reflects updated audience and critical-sentiment criteria. Because labels and display rules can evolve, record the date you checked a score when you are comparing titles over time or citing a rating in an article. The page viewed on October 17, 2026 may not use exactly the same label or presentation as an earlier page.

A practical method for reading any Rotten Tomatoes page
- Identify the score type. Confirm whether the number is the Tomatometer, the general Popcornmeter, a verified audience figure or a badge.
- Read the denominator. Note the number of critic reviews or audience ratings. Treat a small sample as provisional.
- Check the definition. For critics, ask how many reviews were Fresh. For the audience, determine which user-rating rule and verification status the page presents.
- Look for intensity data. Review the average rating if shown, while remembering that it is a different statistic from the headline percentage.
- Inspect Top Critics information. Use it to see whether a notable subset aligns with the broader critic pool.
- Read representative text. Select several excerpts from different viewpoints and note recurring strengths and weaknesses.
- Compare the two populations. A large gap is a reason to investigate expectations and taste, not a reason to declare one side wrong.
- Translate the result into your decision. Choose based on the aspects that matter to you—craft, originality, fun, emotional payoff, franchise fidelity, pace or genre conventions.
Common mistakes to avoid
Calling the Tomatometer an average grade
The most common error is to read 80% as “critics gave it an 8/10.” The calculation is a positive-review share, so that interpretation adds information the number does not contain.
Comparing percentages without comparing counts
Two 90% scores can rest on very different amounts of evidence. Always put the percentage and count together in your notes.
Treating the badge as a fine-grained ranking
Fresh and full popcorn are threshold categories. They tell you that a title crossed a rule; they do not distinguish every level above that rule.
Assuming verified means universally representative
A verified rating is linked to a confirmed ticket purchase. That improves provenance, but it still reflects the users who chose to rate the title and does not make the sample identical to all moviegoers.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsUsing a score without its date
Scores can change as additional reviews and ratings arrive, and Rotten Tomatoes can update labels or display rules. Include the date checked when precision matters.
Bottom line: treat the scores as complementary signals
The Tomatometer measures the share of approved professional reviews classified as positive; the Popcornmeter measures positive responses from participating users under Rotten Tomatoes’ audience rules. A 90% figure on either scale is not a 9/10 average. Use the critic score for professional consensus, the audience score for viewer response, and the review count, verification status and written reviews to understand the context. When the numbers diverge, the difference is most useful as a prompt to investigate what each group valued—and whether those priorities match yours.
