The latest parliamentary answer says both applications remain in the regulatory process, while an Associated Press report says decisions are expected after consultations without giving a publication date.
The reference to “Burnham” can be misleading: the official process assigns the consent decision to the Secretary of State for Energy Security and Net Zero, with final consenting decisions the responsibility of the North Sea Transition Authority.

What is the status of Rosebank and Jackdaw?
Michael Shanks, the Labour minister responding for the Department for Energy Security and Net Zero, told Parliament on 14 September 2026: “The Jackdaw and Rosebank decisions are currently going through the regulatory process. The Secretary of State for Energy Security and Net Zero will make decisions in due course on whether or not to agree to the grant of consent. Final consenting decisions are the responsibility of the North Sea Transition Authority.”
An Associated Press report published on 13 October said outcomes were expected after consultations, but it did not identify a firm release date. “Shortly” therefore describes an expectation, not a scheduled announcement.

Who actually decides?
Andy Burnham is not identified in the official decision route for either field. The relevant application process involves two authorities:
- Secretary of State for Energy Security and Net Zero: decides whether to agree to the grant of consent.
- North Sea Transition Authority (NSTA): holds responsibility for the final consenting decisions.
That division means a political statement about timing is not the same as a completed approval. Any final outcome must still emerge from the regulatory process and be published through the relevant authorities.

Why were the projects sent back through environmental review?
The earlier consents were challenged after the Supreme Court’s Finch judgment established that environmental assessment must consider downstream emissions from burning the oil or gas produced by a project. Parliamentary records say the government accepted that the previous environmental-impact decisions were unlawful because those emissions had not been assessed as required.

Those emissions are often called scope 3 or downstream combustion emissions. The official Rosebank scope-3 submission supplies an assessment of indirect emissions for the Secretary of State’s consent decision. This is not a minor administrative update: it addresses the legal defect that put the earlier approvals at risk.
Rosebank and Jackdaw compared
| Project | Location | Primary commodity | Reported production scale | Current record |
|---|---|---|---|---|
| Rosebank | West of Shetland | Oil, with associated gas | Associated Press describes it as the UK’s largest undeveloped oil and gas field, with an estimated 300 million to 500 million barrels over about 25 years. | Further-information submissions were recorded in 2026; the environmental statement lists Adura Operations Limited instead of Equinor UK Limited. |
| Jackdaw | About 150 miles east of Aberdeen | Gas | Shell projects peak output at about 6.5% of UK gas production, as reported by Associated Press. | The GOV.UK record lists the development as “Under Review” and records further-information requests through March 2026. |
The figures in the table are reported estimates or company projections, not independently verified reserves or guaranteed production. Rosebank is primarily an oil development; Jackdaw is primarily a gas development, so their possible effects on exports, domestic supply and emissions are not interchangeable.
What changed in the official applications during 2026?
The Rosebank record shows additional information submitted during 2026 and records a change in the developer name on the environmental statement from Equinor UK Limited to Adura Operations Limited. The Jackdaw record documents requests for further information up to March 2026 and continues to label the development “Under Review.”

Together, those entries show that regulators were still examining material submitted for consent rather than recording a completed decision. They do not establish final conditions, a construction date or a guarantee that either project will be approved.

Will either field cut UK household energy bills?
That outcome is not established. Supporters can argue that new North Sea production contributes to supply and energy security, while opponents point out that oil and gas are traded in wider markets and that production from a particular field does not automatically set household prices. The available official statements do not guarantee a reduction in bills from Rosebank or Jackdaw.

The same caution applies to energy-security claims. Jackdaw’s reported potential share of UK gas production is a forecast of peak output, not a promise of uninterrupted domestic supply. Rosebank’s reported 300-million-to-500-million-barrel estimate covers the field’s expected production over roughly 25 years, not a measure of immediate fuel available to UK consumers.
What happens next?
- Regulators and the applicants complete consideration of the additional environmental and technical information.
- The Secretary of State for Energy Security and Net Zero decides whether to agree to consent, taking the downstream-emissions material into account.
- The North Sea Transition Authority issues the final consenting decision and any associated conditions.
- The authorities publish the outcome; until then, neither field should be described as approved.
No public timetable more precise than “in due course” or the expectation of a decision after consultation had been given by 14 October 2026.
