Community solar is usually the better fit for renters, multifamily residents, shaded or structurally unsuitable roofs, people who cannot modify their roof, or households that want solar bill credits without installing equipment.
Neither option is universally cheaper. Your address, utility tariff, roof, electricity use, contract, financing, tax eligibility, and need for backup power determine the result. Compare both options over the same time horizon rather than relying on a headline discount or a national average.

Rooftop and community solar at a glance
| Decision point | Rooftop solar | Community solar |
|---|---|---|
| Where the panels are | On your home or property | At an off-site shared array serving multiple subscribers |
| Who can use it | Usually property owners with a suitable roof and permission to interconnect | Often renters, multifamily residents, businesses, nonprofits, and homeowners with unsuitable roofs |
| Upfront work | Site assessment, design, permits, installation, interconnection, and possibly roof work | Enrollment, utility-account verification, and contract review; no equipment on your roof |
| Payment model | Cash purchase, loan, lease, or power-purchase agreement (PPA) | Recurring subscription or shared-ownership payment in exchange for utility bill credits |
| Main savings drivers | System production, household use, utility rates, export compensation, financing, and incentives | Subscription price, project production, utility-credit formula, escalators, and contract terms |
| Control | You control equipment decisions if you own the system | The project owner controls the array and its maintenance |
| Moving | May require sale transfer, loan payoff, lease assignment, or other arrangements | DOE says benefits can typically continue after moving within the same service territory or county, subject to program rules |
| Outage capability | Needs a properly configured battery, inverter, controls, and critical-load wiring | Provides bill credits, not electricity to your home during an outage |
What rooftop solar means
Rooftop solar is a behind-the-meter photovoltaic (PV) system installed on your property. The panels produce electricity for your home first. Depending on the system and utility rules, excess generation can flow to the grid and receive a bill credit or other compensation.

What ownership changes
With a cash purchase or a loan, you generally own the equipment. Ownership can provide control over system operation, maintenance choices, production, and whether to add storage. A lease or PPA usually leaves ownership with a third party. The provider may receive available tax benefits, while you pay a fixed lease amount or a per-kilowatt-hour PPA rate under the contract.
Before signing, account for permitting, interconnection, insurance, roof replacement, inverter replacement, maintenance, and possible changes to export-credit rules. A low first-year payment does not by itself establish lifetime savings.
What community solar means
DOE defines community solar as any solar project or purchasing program, within a geographic area, in which the benefits of a solar project flow to multiple customers such as individuals, businesses, nonprofits, and other groups. DOE also describes it as a way for multiple people to benefit from a single shared solar array that can be installed on- or off-site.

The project’s generation is allocated among subscribers, and your utility bill receives a credit for the value assigned to your share. The panels are not wired to your house, so the arrangement changes billing rather than supplying a private circuit to your property.
Why access barriers matter
Community solar can serve people who rent, live in multifamily housing, do not control the roof, have heavy shade, have too little usable roof area, or cannot absorb rooftop installation costs. It can also avoid the disruption of construction at home. Those advantages do not eliminate financial risk: your result depends on the subscription rate, credit calculation, project output, and contract flexibility.
The U.S. Environmental Protection Agency reported more than 5,300 MW of community shared solar installed nationwide through 2022 — U.S. Environmental Protection Agency, 2022. DOE reported that projects operated in 44 states and localities including Washington, D.C., as of its market assessment.
Which option fits your situation?
Lean toward rooftop solar when
- You own the property or have durable authority to install equipment.
- The roof has adequate unshaded area, sound structure, and enough remaining life that panels will not need to be removed soon for reroofing.
- Your household can manage a cash purchase, loan payment, lease, or PPA after reviewing total costs.
- You expect to stay long enough for the projected payback or contract term.
- You want control over equipment, maintenance, production, and a future battery.
- Your utility’s export-credit rules and your system’s self-consumption make the economics attractive.
Lean toward community solar when
- You rent, live in a condominium or apartment, or cannot obtain permission to alter the roof.
- Shade, roof orientation, roof size, structural concerns, or an upcoming replacement make rooftop installation impractical.
- You want to avoid permitting, construction, roof penetrations, and equipment maintenance.
- You have limited upfront capital but can support a recurring subscription.
- You may move within the same utility territory or county and the program permits transfer of the subscription.
- Your priority is reducing your utility bill rather than owning generation equipment.
How costs, credits, and incentives work
Rooftop savings
DOE says rooftop savings depend on electricity consumption, system size, production, utility rates, and compensation for excess generation. A system sized to cover annual usage can still produce different monthly results because sunlight and household demand vary by season.

Net metering is an arrangement in which a utility compensates a solar owner for electricity exported to the grid. The eligible system size, credit rate, rollover rules, and customer requirements vary by state and utility. Some utilities credit exports at a retail-linked rate; others use a different avoided-cost or time-based formula. Use the rules in your current tariff, not a salesperson’s generic estimate.
Community-solar savings
A community-solar bill credit is calculated from the project’s allocated generation and the utility’s approved formula. You then pay the project provider a subscription charge or other amount. The difference can be positive, but it can also shrink or disappear if the project underproduces, the subscription price escalates, credits expire, or billing rules change.
Ask for a sample utility bill showing both the community-solar credit and the separate subscription charge. Confirm whether the credit is a percentage of a tariff, a fixed rate per kilowatt-hour, or another formula. A quoted discount should identify the baseline, period, and assumptions.
Tax treatment and incentives
If you buy or finance a rooftop system, DOE says it may qualify for a federal residential solar energy credit, subject to current law and your tax eligibility. A lease or PPA generally leaves ownership and any associated tax benefits with the system owner. Community-solar subscribers usually receive bill credits without owning rooftop equipment; the contract and local program determine whether any separate incentive applies.

Market indicators are not household guarantees
DOE reported approximately 7.87 GW — U.S. Department of Energy, 2024 of community solar in operation in the United States as of June 2024. The same market report gave a median capacity-weighted residential subscription net present value of +$0.27/W-AC median capacity-weighted NPV — U.S. Department of Energy, 2024 through mid-2024. These are market-level measures, not a prediction for your address, utility, contract, or credit history.
Check whether your roof can support solar
- Confirm control and condition. Verify that you own the roof or have written permission to install equipment. Determine its age, remaining life, structural condition, and whether a replacement is likely during the system’s financing or warranty period.
- Map shade and orientation. Note trees, neighboring buildings, chimneys, vents, and seasonal shade. Roof direction and slope affect annual production; shade can affect it substantially.
- Review your electricity use. Collect 12 months of utility bills, including usage by month, fixed charges, current rate, and any export-credit line items.
- Run a preliminary estimate. Enter the address and system assumptions into the DOE/NREL PVWatts calculator. Treat the result as an initial estimate, not a binding production guarantee.
- Request a professional design. Ask for panel layout, estimated annual and monthly production, equipment specifications, projected degradation, expected export, permit and interconnection costs, warranties, and a price that identifies roof work separately.
Compare the quote with the roof replacement schedule. Installing panels shortly before reroofing can create removal and reinstallation costs that change the project’s economics.

- Credit formula: How many kilowatt-hours are allocated to you, and what utility rate converts them into a bill credit?
- Subscription charge: Is it a fixed monthly amount, a per-kilowatt-hour amount, or a percentage of the credit?
- Escalator: Can the subscription price rise each year? State the maximum and the date it applies.
- Term and renewal: Identify the minimum commitment, automatic renewal, and notice period.
- Cancellation and transfer: Look for early-termination, transfer, resale, and account-closure fees. Ask what happens if you move outside the eligible utility territory.
- Production risk: Determine whether credits are based on actual project output or a guaranteed amount, and identify remedies for underproduction.
- Credit expiration: Find out whether unused credits roll forward, expire monthly, or are reconciled annually.
- Billing sequence: Confirm whether the utility bill and provider invoice arrive separately and what happens if one is late.
- Complaints and disclosures: Ask who handles billing disputes and whether plain-language disclosures are provided before enrollment.
DOE’s community-solar basics guidance highlights clear disclosures and accessible complaint processes. In some low-income programs, protections include no sign-up, exit, or termination fees and a requirement for at least 20% household savings. Those protections are program-specific; do not assume that every commercial subscription includes them.
Outages, batteries, and resilience
A standard grid-tied rooftop system normally shuts off during a utility outage to protect line workers. Panels alone therefore do not keep a house powered when the grid is down. Backup requires a battery, an inverter and control system designed for islanding, and wiring that separates selected critical loads. Ask the installer which circuits will operate, how long the battery is expected to last under your loads, and what local interconnection rules apply.
Community solar is an off-site generation and billing-credit arrangement. It does not create a physical backup connection to your home. If outage resilience is a priority, compare a rooftop-plus-storage proposal with a separately priced battery or generator, including installation, fuel or replacement costs, maintenance, noise, and permitting.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Moving and selling the home
Rooftop system
A rooftop system can add value to a sale, but the financial and legal treatment depends on ownership. A cash-owned system may transfer with the property. A loan may need payoff or lender approval. A lease or PPA can require buyer qualification, contract assumption, or early termination. Obtain the transfer procedure and payoff calculation before listing the home.
Community-solar subscription
DOE says subscribers can typically continue benefits after moving within the same service territory or county, subject to program rules. Outside that area, you may need to cancel, transfer the subscription, or find an eligible replacement account. Make the move policy a decision criterion, not an assumption.
A practical comparison workflow
- Define the household constraints. Record tenure, roof ownership, roof age, shade, orientation, structural concerns, expected time at the address, electricity use, and whether backup power matters.
- Document the utility rules. Pull the current tariff and community-solar requirements. Identify export compensation, fixed charges, credit rollover, eligible system size, and any waiting list.
- Estimate rooftop production. Use PVWatts for an initial estimate, then obtain at least one detailed installer quote with production assumptions and all non-panel costs.
- Collect community-solar documents. Request the contract, disclosures, sample bill, price escalator, cancellation terms, production-credit history, and move or transfer policy.
- Normalize the comparison. Use the same horizon and include total payments, expected bill savings, incentives, maintenance, roof work, financing interest, and likely replacement costs.
- Test downside cases. Recalculate if production is lower, utility rates grow more slowly, export credits decline, a subscription escalator applies, or you move earlier than planned.
- Verify eligibility. Confirm federal and state incentives with authoritative government sources and a tax professional when appropriate. Confirm interconnection or enrollment approval with the utility.
- Keep the documents. Save the signed contract, production estimate, warranty terms, utility approvals, disclosures, and every change notice.

Ignoring the roof replacement date
Panels installed on an aging roof can create removal and reinstallation costs. Price a roof replacement first when its remaining life is uncertain.
Confusing bill credits with backup power
A community-solar credit lowers a bill over time; it does not energize your home during an outage. A grid-tied rooftop array also shuts down without properly configured storage and controls.
Comparing payment amounts instead of total value
A low monthly payment can conceal an escalator, long term, residual balance, or transfer fee. Compare total payments and expected credits over the same years.
Assuming every program has the same protections
Disclosure, complaint, fee, and minimum-savings rules differ by program and jurisdiction. Read the actual contract and identify the regulator or complaint channel.
Overlooking mobility
Ask what happens if you move, sell, change utility accounts, or lose eligibility. Get the answer in writing before enrollment or installation.
Decision examples
Owner with a sunny, durable roof
A homeowner with a newer roof, predictable electricity use, enough savings or borrowing capacity, and a long expected stay can compare a cash or financed rooftop system against community solar. Rooftop ownership may offer greater control and a path to storage, but only if the production estimate, export rules, and financing support the projected value.
Renter in a shaded apartment
A renter generally cannot authorize rooftop work and may have no usable roof area. Community solar can provide a way to receive utility credits without construction. The renter should focus on cancellation, transfer, billing, and escalator terms because mobility is more important than equipment ownership.
Owner with an old roof and frequent outages
Installing panels before reroofing can add cost, while community solar will not provide outage electricity. This household should price roof replacement separately and evaluate a battery or generator for resilience. The solar choice and the backup-power choice may need to be treated as separate decisions.
Bottom-line decision rule
Choose rooftop solar when roof suitability, ownership, financing, expected tenure, and utility compensation align, and you value control or future storage. Choose community solar when roof access, shade, housing status, upfront cost, or construction makes rooftop ownership impractical and the subscription contract shows credible savings after all charges. If neither option remains attractive after conservative assumptions, waiting is better than signing an unclear contract.
