Choose Rowan if you want an assistant that watches for subscription and bill problems, then prepares actions for your approval. Choose Cleo if you want a conversational, personality-led budgeting coach with voice interaction and a free entry tier. The difference is less about which chatbot sounds smarter and more about how much financial housekeeping you want delegated. Rowan is built into Rocket Money Premium+ and focuses on proactive monitoring and approved actions. Cleo centers on chat-based guidance, savings features and, for eligible users, cash advances. This comparison uses published product documentation and pricing descriptions; it is not a hands-on accuracy or savings test.

What Rowan is and how it works
Rowan is Rocket Money’s AI-powered financial assistant. Rocket Money describes it as a Premium+ feature rather than a separate standalone app. It communicates through text or RCS and uses the financial information already connected to your Rocket Money account to answer questions, send updates and suggest next steps.

Instead of waiting for you to ask why a bill changed, Rowan’s product description says it can watch for price hikes, forgotten subscriptions, upcoming bills and potential savings opportunities. Rocket Companies announced Rowan on August 25, 2026, saying the system was developed with Anthropic. That announcement described capabilities including financial monitoring, text messages, recurring-bill renegotiation, subscription cancellation and automated savings transfers.

Rowan is not supposed to move money or change an account silently. Rocket Money states that actions touching your money wait for your approval. In practice, that means a message can identify a recurring charge, explain a proposed cancellation or negotiation, and ask you to authorize the next step. The exact set of supported actions can depend on the account, merchant and eligibility rules.
What Rowan can monitor
- Subscription charges that may be forgotten or no longer useful.
- Recurring bills that increase in price.
- Upcoming bills that could affect near-term cash flow.
- Budget activity and opportunities to adjust spending.
- Potential savings transfers and other supported account actions.
What “approved action” means
Rowan’s published control promise matters because the assistant is designed to do more than provide explanations. It may prepare a cancellation, bill-negotiation request, budget edit or savings transfer, but the money-related step is held for your confirmation. You should still read the merchant, amount, timing and terms before approving. Approval is a control point, not a guarantee that a merchant will accept a negotiation or that a cancellation will immediately stop every future charge.
What Cleo is and how it works
Cleo presents itself as a conversational AI money assistant. Its official pricing page lists Free, Plus, Pro and Builder plans and describes AI guidance, savings APY and eligible cash advances of up to $250. Eligibility, pricing, annual or monthly terms, interest or fees and the availability of financial features can vary, so the live Cleo pricing and eligibility screens are the authority when you sign up.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteThe interaction model is the central contrast with Rowan. Cleo’s documented experience is built around asking questions, receiving explanations and using a conversational coach to stay engaged with a budget. A September 25, 2026 comparison published by Rocket Money describes Cleo as conversational AI with voice interaction and reports a free tier with a $5.99-per-month starting paid tier. Because that description comes from a competitor, treat it as context rather than a substitute for Cleo’s own current pricing page.
Cleo’s published feature set points to guidance and financial-product access rather than a documented system for independently finding and cancelling every recurring service on your behalf. The materials used for this comparison did not establish an equivalent Cleo approval-flow policy for money-moving or merchant actions. Do not assume that a chat suggestion authorizes a transfer, cancellation or advance; verify the specific screen and terms presented in your account.
What Cleo emphasizes
- Conversational budgeting help through text-style interaction.
- Voice interaction, as described in Rocket Money’s September 2026 comparison.
- A free plan alongside paid Plus, Pro and Builder plans.
- Savings features, including a stated APY that can change.
- Cash advances up to $250 for eligible users, subject to Cleo’s requirements and terms.
The biggest difference: delegated chores versus conversational coaching
Rowan and Cleo can both discuss spending and savings, but they are optimized for different moments. Rowan is aimed at finding financial chores before you notice them and helping execute supported fixes after you approve them. Cleo is aimed at making budgeting a conversation you return to, with personality and voice as part of the experience.

Pricing and access: what you actually pay
Rowan’s cost
Rocket Money lists Premium+ at $15 per month. The plan includes Rowan and bill negotiation with no success fee, according to Rocket Money’s published pricing. The $15 figure is a recurring monthly price as stated by Rocket Money; check the checkout screen for taxes, regional availability and any changes before subscribing.

Rocket Money also lists lower tiers. Premium is typically shown at $7–$14 per month under Rocket Money’s pay-what-you-think-is-fair model. Those tiers include subscription tracking, budgeting and other account tools, but Rowan is identified as a Premium+ feature. A lower Rocket Money tier therefore is not a lower-priced way to obtain Rowan unless Rocket Money changes the plan structure.
Cleo’s cost
Cleo’s official pricing page lists Free, Plus, Pro and Builder. The exact prices, billing intervals, savings APY, cash-advance eligibility and financial terms are changeable. Use the current official pricing page and the in-app disclosure for the plan you are considering. The $5.99-per-month starting paid price cited by Rocket Money on September 25, 2026 is competitor-reported context, not a promise that Cleo’s current price is $5.99.
For a fair cost comparison, include the value of features you will actually use. Rowan’s price buys access to a broader Rocket Money account-management workflow and Rowan itself. Cleo’s Free plan lets you evaluate the conversational experience before paying, while paid tiers may bundle additional guidance or financial features. A cash advance is not the same as free money: review any eligibility conditions, repayment timing, fees and disclosures shown by Cleo.
How to choose based on your budgeting problem
Choose Rowan when recurring charges are the problem
Rowan is the more natural match if your budget leaks through subscriptions, annual renewals, rising bills or forgotten services. Its value comes from noticing those events and bringing them to you, rather than requiring a monthly audit. It is also the clearer fit if you want an assistant that can prepare supported cancellations, negotiations or budget edits for your approval.
That does not eliminate review work. Merchants can reject a negotiation, cancellation timing can vary, and a service may have a separate annual commitment or cancellation policy. Treat Rowan’s alert as a prompt to verify the account, not as proof that a charge has already stopped.

Choose Cleo when engagement is the problem
Cleo is better aligned with a budget you understand in conversation but struggle to follow consistently. Voice interaction and a personality-led chat can make it easier to ask questions such as “Can I afford this purchase?” or “Why did I overspend this week?” The free tier also lowers the cost of trying that approach.
If you are considering Cleo’s savings or cash-advance features, separate coaching from borrowing. Savings APY can change, and an eligible advance of up to $250 remains subject to approval and product terms. Read the live disclosures rather than treating the headline limit as an amount every user receives.
Choose neither as your sole financial control
Both products depend on connected-account data and the rules of the services they interact with. Keep your own record of essential bills, cancellation confirmations, transfer dates and repayment obligations. An AI assistant can miss a merchant, misclassify a transaction or surface an opportunity that is not available to your account. Published materials for this comparison do not provide independent head-to-head measurements of accuracy, retention or savings performance.
Recommended Free Tools
Step-by-step: getting useful results from Rowan
- Confirm access. Open Rocket Money and verify that your account is on Premium+, the tier that includes Rowan. Rowan is delivered through text or RCS rather than as a separate app.
- Connect the accounts you want monitored. Review which financial accounts, subscriptions and recurring charges Rocket Money can see. Do not assume an unconnected account will be included in alerts.
- Check message permissions. Ensure the phone number and messaging permissions used for Rowan are current so alerts can reach you.
- Review the first alerts carefully. For each price hike, upcoming bill or subscription notice, confirm the merchant name, amount, date and whether the charge is truly recurring.
- Use the proposed action only after checking terms. Read the cancellation or negotiation details, including any service you could lose, contract period or timing issue.
- Approve deliberately. Rowan’s published policy says actions touching money wait for your approval. Approve only the specific action and amount you understand.
- Save the result. Keep the confirmation number, email or merchant message. If a charge appears again, use that evidence when contacting the merchant or Rocket Money support.
- Revisit your budget. A cancelled subscription or renegotiated bill changes the plan, but it does not automatically make the freed cash available for another goal unless you assign it.
Step-by-step: getting useful results from Cleo
- Start with the Free plan if you are evaluating the coaching style. Confirm what the free tier includes in your region before adding a paid plan.
- Read the current plan disclosures. Compare Free, Plus, Pro and Builder for the features you need, not merely the plan name. Check price, billing frequency, savings APY and any cash-advance conditions.
- Connect only accounts you are comfortable sharing. Review permissions and the transactions Cleo can access before relying on its guidance.
- Set a concrete conversation goal. Ask for a spending limit, a category review or a plan for a known bill instead of relying on vague encouragement.
- Verify every recommendation against your statements. Check balances, pending transactions and due dates yourself, especially before moving money.
- Use voice only when privacy allows. Avoid discussing account details aloud in public places or around people who should not hear them.
- Treat advances as a separate decision. If Cleo shows an eligible advance, read the repayment date, cost and consequences before accepting. The “up to $250” figure is a maximum stated in the product description, not a guaranteed offer.
- Track changes. Save the budget you agreed on and compare it with actual transactions so you can tell whether the coaching is improving behavior.
Approval, privacy and control considerations
Rowan has a clearly stated approval boundary: Rocket Money says actions that touch money wait for user approval. That is useful when an assistant can initiate cancellations, negotiations, budget edits or savings transfers. You still need to protect the phone number and messaging account through which those approvals arrive.
For Cleo, the available materials establish conversational guidance, savings and eligible advances, but they do not establish a comparable published approval-flow description for every action. Before connecting an account or accepting a financial product, inspect the permissions, consent language and confirmation screens presented to you. The absence of a cited approval description is not proof that Cleo lacks controls; it means you should verify the control flow directly.
No independent privacy or security disclosure equivalent was established in the materials used for this comparison. That is a reason to read each service’s current privacy policy and security information before connecting accounts, not a reason to assume either service is unsafe. Use strong account authentication, keep your phone secured and revoke access you no longer need.

Common failure modes and what to do
An expected subscription does not appear
Check whether the payment came from a connected account and whether the merchant bills under a different legal name. Review the original statement and add the service to your own reminder list. An assistant cannot monitor data it cannot access.
A bill alert arrives after the due date
Pay the bill through the provider’s official channel first if the due date is close. Then review notification permissions, message delivery and the transaction’s posting date. Proactive monitoring reduces manual work but does not replace a hard deadline calendar.
A cancellation or negotiation does not produce the expected result
Confirm that you approved the correct merchant and that the provider accepted the request. Ask for written confirmation and watch the next statement. If the merchant continues billing, follow its dispute process and contact the service that initiated the request.
Cleo’s answer does not match your balance
Compare Cleo’s connected-account data with your bank’s current balance, including pending transactions, holds and transfers. Do not move money based on an outdated snapshot. Correct the connection or use the bank’s statement as the source of truth while the data refreshes.
You see a cash-advance offer you cannot repay comfortably
Do not accept it merely because you are eligible. Write down the repayment date and total cost, then compare that obligation with your next pay cycle and essential bills. A short-term advance can create a larger budget problem if repayment leaves too little for rent, utilities or debt payments.
Which service is better for specific users?
| User situation | More suitable starting point | Reasoning |
|---|---|---|
| You have many subscriptions and regularly miss renewals | Rowan | Proactive subscription monitoring and supported approved cancellations address the stated problem directly. |
| You want a free way to try AI budgeting | Cleo | Cleo lists a Free plan; Rowan requires Premium+ for Rowan. |
| You prefer speaking instead of typing | Cleo | Voice interaction is part of Cleo’s documented comparison profile. |

| You need a cash advance | Neither by default | Cleo lists eligible advances up to $250, but eligibility and terms must be evaluated; Rowan is not presented as a cash-advance product. |
| You want measured proof of which assistant saves more | Neither has established evidence here | The available material contains no independent head-to-head test, retention study or measured savings comparison. |
What the published record does—and does not—establish
The strongest documented distinction is Rowan’s combination of proactive monitoring and approved action. Rocket Money’s own descriptions cover price hikes, forgotten subscriptions, upcoming bills, recurring-bill negotiation, subscription cancellation and automated savings transfers. Its published scale figure is more than 5 million accounts, stated on the Rowan product page in 2026; that is an account count, not a measure of Rowan’s accuracy or user satisfaction.
Best Value
Cleo’s strongest documented distinction is the conversational experience, including voice in the published comparison, plus a Free plan, savings APY and eligible cash advances up to $250 on its official pricing page. Those features do not establish that Cleo will automatically detect every recurring charge or complete a merchant action for you.
Neither set of materials establishes a universal winner, independent savings results, user-retention data or a complete cross-service privacy and security comparison. Prices, plan benefits, APY, advance limits and geographic rollout can change, so verify them immediately before subscribing or accepting a financial offer.
Verdict: Rowan for financial chores, Cleo for conversational motivation
Rowan is the better fit for a budget that needs maintenance. Its Premium+ placement, text/RCS delivery, proactive alerts and approval-gated actions are designed for subscription, bill and recurring-charge housekeeping. At $15 per month, it makes the most sense when catching or fixing those charges is worth more to you than the subscription cost.
Cleo is the better fit for a budget that needs engagement. Its Free entry tier, chat-first coaching and voice interaction suit people who want to talk through spending and savings decisions. Paid features, savings APY and cash advances require a closer review of current terms and eligibility.
If you are undecided, identify the failure you want to fix first. Choose Rowan when the problem is “I miss recurring charges and want help acting on them.” Choose Cleo when it is “I need a coach I will actually talk to.” In either case, keep your own due-date calendar, verify account data and approve only actions whose timing and cost you understand.
