Riverway Group, LLC, and Offshore Data Center, LLC, announced on October 14, 2026, that they are collaborating on offshore platforms that would turn stranded or undervalued natural gas into electricity for data centers located beside the gas supply. The announcement describes a design-and-build objective, not a completed facility, final investment decision, operating customer or construction schedule.
The proposed platforms would combine gas-fired generation, modular liquid-cooled computing and closed-loop deep-ocean water cooling on semi-submersible hulls. The companies describe configurations ranging from smaller edge and inference systems to as much as 1 gigawatt for large-scale AI training, but those are design ranges rather than deployed capacity.

What Riverway and Offshore Data Center announced
Houston-based Riverway Group says it will contribute automated welding and advanced fabrication. Offshore Data Center brings partner relationships, including HORTON DO BRASIL TECNOLOGIA OFFSHORE LTDA’s patented and proprietary semi-submersible hull designs. The partners say those hulls can be up to 50% lighter than traditional designs while improving stability and making construction on the U.S. Gulf Coast cost-competitive with shipyards in South Korea, China and Singapore. Those weight, stability and cost statements are company-reported claims; no independent test or cost study was disclosed.

The companies say it can also support ammonia or methanol production units and conventional production facilities. Offshore Data Center says it is working with service and equipment providers on an end-to-end solution, but no contracted suppliers were named.

How the stranded-gas data-center model would work
- Use gas that is difficult to monetize. The target includes offshore gas that is stranded, uneconomic under conventional development models or undervalued. It also includes gas reinjected beyond what is needed for reservoir-pressure maintenance.
- Generate electricity at the gas source. Rather than moving the gas to shore, generating power there and sending electricity through a transmission line, the concept would place generation on the offshore platform beside the supply.
- Run modular computing equipment. Electricity would feed liquid-cooled GPU and CPU modules. The architecture is intended to support both smaller, faster-to-deploy edge or inference installations and much larger AI-training configurations.
- Reject heat through a deep-ocean loop. A closed-loop deep-ocean water-cooling system is intended to reduce the mechanical cooling burden. Riverway Group and Offshore Data Center state that cooling can account for as much as 40% of a data center’s energy use; that is a company-reported design rationale, not an operating measurement from this project.
Offshore Data Center CEO Art J. Schroeder, Jr., described the rationale this way: “A significant amount of offshore gas is never developed, or is simply reinjected, because getting it to market doesn’t pencil out. By putting the data center next to the gas, we eliminate the pipeline to shore and the transmission line, and we cut the cooling bill dramatically. Riverway gives us a way to build these platforms here in the United States.”
Proposed computing scale and platform claims
| Configuration | Stated scale | What is established |
|---|---|---|
| Large-scale AI training | Up to 1 GW | A stated design range from Offshore Data Center; no deployed project, customer or delivery date has been announced. |
| Edge and inference | Smaller than the large-scale configuration | The companies describe these as lower-cost, faster-to-deploy options, but no specific megawatt figure was provided. |
| Cooling | Closed-loop deep-ocean water cooling | Presented as an intended method for reducing cooling demand; no published operating result is available. |
| Hull | Up to 50% lighter than traditional designs | A company-reported claim tied to the partner’s semi-submersible design; no independent validation was disclosed. |
A 1 GW label describes the potential electrical capacity of a future configuration, not the amount of computing that has been installed. Actual performance would depend on the final power-generation equipment, GPU and CPU mix, cooling temperatures, networking, mooring arrangement and operating limits.
Who is responsible for what?
Riverway Group
Riverway Group’s announced role centers on automated welding and advanced fabrication, with the stated goal of building the platforms in the United States. An available corporate site for Riverway Industrial Consultants describes a separate professional-services business in engineering, procurement, management, construction, fabrication and maintenance. That material does not establish that Riverway Industrial Consultants and Riverway Group, LLC, are the same legal entity, so the two should not be treated as interchangeable without further verification.

Offshore Data Center and its hull partner
Offshore Data Center is presenting the overall offshore-computing concept and its network of service and equipment relationships. Its named hull relationship is with HORTON DO BRASIL TECNOLOGIA OFFSHORE LTDA, whose patented and proprietary semi-submersible designs are cited as the basis for the platform. The announcement does not identify a final hull yard, generator supplier, cooling supplier, data-center integrator or classification society for the Riverway project.
How this concept compares with other floating data-center efforts
Floating data centers remain an emerging industrial category. Other 2026 announcements show that the idea is moving through concept development and early technical review, but they do not establish a mature fleet of operating offshore AI facilities.
| Project | Scale disclosed | Energy and cooling approach | Technical status | Geography and commitment |
|---|---|---|---|---|
| Riverway Group and Offshore Data Center | Up to 1 GW for large-scale AI training; smaller edge and inference options also described | Stranded or undervalued offshore gas converted to power at the source; closed-loop deep-ocean water cooling | Collaboration and design-and-build objective announced October 14, 2026 | U.S. Gulf Coast target; no site, financing, customer or construction start disclosed |
| Capital Clean Energy Carriers, Samsung Heavy Industries and Lloyd’s Register | Not stated | Standardized shipbuilding, onboard power generation and seawater cooling | Joint-development project announced June 3, 2026; Lloyd’s Register provided technical assurance | Specific deployment location and commercial commitment were not stated |
| Seatrium concept reviewed by Bureau Veritas | 30 MW concept using six independent 5 MW “Data-in-a-Box” modules; a 100 MW concept is being advanced | Marine cooling and power systems reviewed as part of the concept | Bureau Veritas granted Approval in Principle on July 27, 2026 after reviewing arrangement, cooling flow, preliminary stability, marine systems and safety considerations | Approval in Principle is an early technical assessment, not proof of commercial deployment; location and customer were not stated |
Are floating AI data centers operating yet?
Nothing in the Riverway announcement establishes an operating data center. The companies have not published a final Gulf Coast site, investment amount, construction start, delivery date, permitting status, named customer, financing, contracted equipment list or operating data. No independent performance test of the hull, cooling system, power efficiency or computing output was disclosed.

- Application:EIA/ECA-310-E Compliant;wall mounted 4u rack fits all 19" racks and cabinets to hold various IT, network, and AV equipment;wall mount rack available in 4U, 6U, and 8U to choose
That distinction matters when comparing the project with technical milestones elsewhere. An announcement, a design range or an Approval in Principle can show that engineers are evaluating an architecture, but none by itself demonstrates that a platform has been financed, permitted, built, connected to a gas supply and operated at its claimed capacity.
What would need to happen next
- Site and resource definition: identify the Gulf Coast location, gas source, reservoir conditions and whether the supply is genuinely stranded or otherwise uneconomic to transport.
- Engineering validation: confirm hull stability, mooring, topside weight, generator integration, liquid-cooling flow and deep-ocean heat-rejection performance.
- Marine and energy approvals: establish the permits and technical reviews required for the platform, gas handling, power generation, subsea systems and any chemical-production modules.
- Commercial commitments: disclose financing, equipment suppliers, a customer or workload, and a schedule that converts the design objective into a build decision.
- Measured operating evidence: publish results for power availability, cooling energy, uptime, emissions and computing performance before treating the announced ranges as demonstrated capabilities.
For now, Riverway and Offshore Data Center have proposed a way to place generation and computing together offshore, using gas that may not justify a conventional pipeline-to-shore project. The project’s scale and economics remain targets to be validated rather than results from an operating facility.
