RFK Jr. Announces Vaccine Injury Initiative; Experts’ Specific Concerns Remain Unclear

HHS announced a coordinated effort to investigate and respond to health problems reported after vaccination. It includes a new NIH clinic, a proposed CMS payment for physicians who report suspected injuries to VAERS, changes to electronic health records and a CDC modernization of VAERS. These steps expand how reports may be documented and studied; a report alone does not prove a vaccine caused an event.

What HHS announced

In an October 8, 2026, announcement, the Department of Health and Human Services said it had launched coordinated actions to identify, document, investigate and respond to health problems reported after vaccination. HHS presents the measures as linked parts of a broader effort spanning patient care, safety reporting, medical records and research. Its expected benefits are goals, not outcomes established by the announcement. HHS’s announcement

What each part is meant to do

NIH’s clinic: care and investigation

The clinic opened October 5 at NIH’s Bethesda campus. NIH says its clinicians and researchers will evaluate and care for patients, study their experiences, investigate potential causes and identify better approaches to care. That is the clinic’s stated purpose; the announcement does not report findings or establish that vaccination caused any individual patient’s condition. NIH’s clinic announcement

CMS proposal: reimbursement for reporting time

CMS proposed reimbursing physicians for time spent submitting reports of suspected vaccine-related injuries to VAERS. HHS says the proposal is intended to reduce barriers to reporting. Because it is a proposal, it should not be read as an adopted or currently effective payment policy. HHS’s announcement

EHRs: documentation that can follow patients

HHS says federal health-information technology standards overseen by the Office of the National Coordinator for Health Information Technology will require electronic health records to capture vaccine-related adverse events, allowing information to follow patients across the health-care system. The announcement gives no specific start date or implementation schedule. ONC’s health IT certification program

VAERS: easier access and better tools

CDC is updating the Vaccine Adverse Event Reporting System (VAERS) to simplify and expand access and improve tools for researchers and medical professionals. HHS says CDC solicited bids in August and announced a contract on September 28, 2026, for mobile accessibility and improved investigation tools. CDC also added a VAERS QR code to Vaccine Information Statements earlier in 2026. The announcement describes planned improvements, not demonstrated results from the modernized system. What a VAERS report does—and does not—show

VAERS accepts reports from health professionals, patients, caregivers, manufacturers and others. HHS describes the system as a way to help identify potential safety concerns. A report records that an event occurred after vaccination; by itself, it does not establish that vaccination caused the event. Investigating possible causes is a separate step, which the NIH clinic’s research is intended to support. VAERS data and reporting information

VICP is a separate compensation channel

The National Vaccine Injury Compensation Program (VICP) is not VAERS and is not a component of the new reporting proposal. Congress created VICP through the National Childhood Vaccine Injury Act of 1986 as a no-fault alternative to traditional tort litigation. It covers certain vaccines and began accepting petitions in 1988. HRSA administers the program; HHS conducts medical reviews and makes court-ordered payments; the Department of Justice represents HHS; and the U.S. Court of Federal Claims makes final decisions about whether compensation is awarded and its type and amount. A VAERS report alone does not qualify someone for compensation or establish causation. HRSA’s VICP overview, reviewed September 2026

What is known about experts’ wariness

KFF Health News’s October 8, 2026, morning briefing summarized New York Times reporting on the NIH clinic and a new billing code intended to reimburse doctors for serious side-effect reports. Its headline and summary characterize experts as wary, but the accessible text does not provide their specific objections or quotations. It is therefore not possible to attribute a particular scientific or policy concern to those experts from that account alone. KFF Health News’s briefing

What RFK Jr. said

HHS Secretary Robert F. Kennedy Jr. said: “We must listen to patients and families who report vaccine injuries—not dismiss or gaslight them.” This is the Secretary’s stated position on the initiative, not an independent scientific finding about causation. HHS’s announcement
