Refactor when the existing architecture can still support the business and the main problem is hard-to-change code. Rearchitect when scalability, agility, or service boundaries are the constraint. Rewrite or rebuild only when the system is obsolete or cannot feasibly be modernized. For a large application that must keep serving users, an incremental strangler-fig migration usually reduces cutover risk: a façade routes requests between the old and new implementations while capabilities move in validated slices.

The right choice is an outcome and risk decision, not a contest between programming languages. This guide explains how to assess the current system, select the first migration seam, handle shared data, preserve feature delivery, and recognize when a technically sound modernization plan is failing organizationally.

What each modernization approach actually changes

Refactoring in place

Refactoring changes the internal structure of application code without changing the system’s broad architecture or externally visible behavior. Typical goals are lower technical debt, better maintainability, improved performance, easier testing, and alignment with cloud operating practices. Microsoft’s Cloud Adoption Framework describes refactoring in these terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A refactor may split an oversized module, remove duplicated logic, introduce automated tests, replace a blocking operation, or improve deployment packaging. Users continue to call the same application, and the team can usually release improvements in small increments. Refactoring is the lowest-disruption option, but it cannot remove a fundamental architectural limit. If every feature still depends on one database, one release train, or one scaling boundary, cleaner code alone will not create independent services.

Rearchitecting incrementally

Rearchitecting changes the way major components communicate, scale, or are deployed. It is appropriate when the current design prevents the business from meeting a requirement: for example, one workload must scale independently, a synchronous chain causes unacceptable latency, or a tightly coupled module needs a clear service boundary.

You can rearchitect without replacing the entire application. A team might introduce an event interface, isolate a domain behind an API, or move a workload to a separately deployable component while the remaining functions stay in the monolith. This creates architectural freedom, but it also introduces contracts, integration behavior, operational telemetry, and transitional components that must be managed.

Strangler-fig migration

The strangler-fig pattern is a delivery method for incremental rearchitecture or replacement. A façade sits in the request path and initially sends most traffic to the legacy application. A new implementation is built for one capability, the façade routes that capability to the new component, and the old path remains available until the replacement is proven. The pattern was introduced by Martin Fowler to manage risk when modernizing large monolithic systems.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

It is suitable only when you can change the request path and the legacy source or surrounding integration points. Microsoft specifically warns that the pattern is unsuitable when requests cannot be intercepted or source code is unavailable. The façade must also avoid becoming a permanent bottleneck or a single point of failure.

Rewrite or rebuild

A rewrite replaces the application with a new implementation, generally using a new architecture and a newly designed data model. Rebuilding can remove constraints that are impossible to untangle, but it creates the largest upfront scope and the longest period in which two systems, two sets of operational knowledge, or two feature streams may coexist.

“Old” is not, by itself, a reason to rewrite. A rewrite is justified when the platform is obsolete, a required capability cannot be added safely, security or support constraints make continued operation untenable, or the system is so poorly understood that incremental change is less feasible than a controlled replacement. AWS characterizes a big-bang migration as a source of transformation risk and business disruption.

Compare the choices before selecting one

Approach Best fit Main benefit Main risk or cost
Refactor in place The architecture remains viable, but technical debt slows delivery Fast, localized improvement with a small migration surface Fundamental architectural limits remain
Rearchitect incrementally Scalability, agility, or service boundaries are the constraint Enables a new architecture while preserving staged delivery Boundary, integration, and transitional-architecture complexity
Strangler-fig migration A large system must keep operating and requests can be intercepted Phased cutover, rollback during transition, and continuous feature delivery Façade, coexistence, synchronization, and source-access work
Rewrite or rebuild The legacy system is obsolete or cannot feasibly be modernized Clean target architecture without inherited constraints Large upfront scope, delayed value, disruption, and transformation risk

Evaluate every option against the same questions: Can users continue working during the change? Can the team ship business features? How much architectural freedom is required? What testing and observability are available? How complex are data and integrations? Can you roll back? Do the teams have the necessary skills? How quickly can the first useful outcome reach production? What will it cost to run old and new systems together? Finally, can the legacy source and request path actually be changed?

Define the outcome before choosing technology

Write the business outcome in measurable terms before selecting a target language, platform, or cloud service. Possible outcomes include a lower cost of change, a redesigned business process, retirement of unsupported hardware or software, preparation for an imminent market disruption, or a capability the current architecture cannot provide.

Ian Cartwright, Rob Horn, and James Lewis describe effective displacement as “a deliberate recognition of the desired outcomes of displacing the legacy software, breaking this displacement in parts, incrementally delivering these parts, and changing the culture of the organization to recognize that change is the unvarying reality” (Thoughtworks/Martin Fowler, 5 March 2024). That principle prevents a technology upgrade from becoming an expensive project with no definition of success.

Turn the outcome into measures that can be checked during the program. Examples include deployment lead time for a selected domain, maximum recovery time, a latency SLO, the percentage of requests served by the new component, or the date on which a legacy database table can be retired. A migration milestone should represent a business or operational improvement, not merely a new repository or a completed design document.

Assess the current system before touching production

Map capabilities and ownership

List the business capabilities the application provides, the team that owns each one, and the users or partners that depend on it. Draw the request paths, scheduled jobs, message queues, file exchanges, reporting feeds, and administrative tools. Include undocumented behavior: manual workarounds, special customer rules, and reports that query tables directly.

Record dependencies and contracts

For every component, record calls to other services, database tables, stored procedures, third-party interfaces, authentication assumptions, and batch timing. Identify which system is authoritative for each important data item. A component that looks independent in source code may share a transaction, table, or nightly export with several others.

Measure operational reality

Capture current availability and latency SLOs, error rates, peak traffic, deployment frequency, recovery procedures, and the cost of keeping the system running. Establish baseline dashboards before migration. Without a baseline, a team cannot tell whether a new service improved the user experience or merely moved the failure somewhere less visible.

Test the changeability of the system

Check whether source code, build tooling, deployment credentials, and production configuration are available. Determine whether requests can be intercepted at a gateway, reverse proxy, or application boundary. Microsoft’s guidance makes source access and an interceptable request path prerequisites for a strangler approach. If either is missing, plan an alternative such as an adapter around the system, a carefully bounded refactor, or a replacement with an explicit parallel-run period.

Rate knowledge and test coverage

Mark areas with reliable automated tests, clear owners, and stable interfaces. Separately mark areas with undocumented behavior, low test coverage, and frequent incidents. A component can be business-critical and still be a poor first migration slice if nobody can state what correct behavior means.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose the first valuable seam

The first slice should create useful feedback without committing the whole organization to a risky cutover. AWS recommends starting with a component that has good test coverage and less technical debt. It also points to components with clear scalability pressure or frequent business changes and deployments.

  • Prefer a bounded capability: its inputs, outputs, owner, and data can be described without referring to the entire monolith.
  • Prefer observable value: success can be measured through a business metric, latency target, error rate, or deployment improvement.
  • Prefer manageable dependencies: avoid a first slice that requires simultaneous changes to every shared table and external partner.
  • Prefer learning over prestige: a less glamorous capability with good tests can reveal routing, deployment, and data problems safely.
  • Consider pressure and change rate: a frequently modified or independently scaling workload can repay migration effort sooner.

Do not choose solely by code size. The smallest module may have the most hidden coupling, while a larger but well-bounded capability may be safer.

How to run a strangler-fig migration step by step

  1. Define the slice and its acceptance contract. Specify supported requests, response semantics, authorization, data ownership, SLOs, and a list of behaviors that must remain compatible. Include negative cases and operational actions, not just the happy path.
  2. Introduce the façade while legacy remains the default. Route traffic through a gateway or equivalent boundary. Keep the initial routing rule simple, and make the legacy destination the safe fallback. Log the selected route and a correlation identifier for every request.
  3. Build an anti-corruption layer where meanings differ. Translate old field names, status codes, identity formats, and error semantics rather than allowing legacy concepts to leak into the new domain model. This keeps the new component coherent while coexistence continues.
  4. Implement the new capability behind a controlled flag. Release the code dark, exercise it with tests and non-production traffic, and expose routing controls that can be changed without rebuilding the application. Keep the flag auditable and give it an owner.
  5. Compare behavior before shifting ownership. Where safe, send a shadow request or replay representative traffic without issuing duplicate side effects. Compare responses, timing, validation, and emitted events. Never shadow an operation that can charge, ship, delete, or otherwise perform an irreversible action unless it is explicitly simulated.
  6. Shift a narrow production cohort. Start with an internal user group, a tenant, a region, or a small percentage of traffic. Watch business and technical metrics together. A low error rate is not enough if orders, notifications, or reports are wrong.
  7. Expand gradually and keep rollback live. Increase the new route only after predefined thresholds hold for an agreed observation period. A rollback should be a routing change that restores the legacy path, not an emergency rebuild. Document which writes must be reconciled after a rollback.
  8. Move background work and integrations. Request routing alone does not complete a slice if scheduled jobs, exports, message consumers, and administrative screens still write to the old implementation. Migrate each side effect deliberately and monitor duplicate processing.
  9. Make the new system the verified system of record. Confirm data consistency, backups, restore procedures, permissions, reporting, and operational ownership. Keep the old path available until this evidence exists.
  10. Decommission deliberately. Remove routes, credentials, tables, procedures, synchronization jobs, and infrastructure only after usage has fallen to zero or an approved exception list. Record the decommissioning milestone and the owner who signed it off.

Microsoft describes this pattern as a controlled, phased approach that lets the existing application continue functioning during modernization. Treat the façade as temporary infrastructure unless legacy clients still require it after the migration.

Make data migration a first-class workstream

Shared data is often harder than shared code. A monolith may let several domains update the same tables in one transaction, while the target architecture expects separate ownership. Do not claim a service boundary until you know which system owns each write and how other consumers receive changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a staged data plan

  1. Inventory the data. Identify tables, stored procedures, triggers, reports, retention rules, sensitive fields, and undocumented consumers.
  2. Choose ownership. Assign one authoritative writer for each domain entity. Define how read-only consumers obtain data without bypassing the owner.
  3. Copy the initial state. Use an extract-transform-load process with reconciliation counts, checksums where appropriate, and an exception queue for records that cannot be transformed automatically.
  4. Synchronize during coexistence. Use change-data-capture or another explicit synchronization method. Measure lag, rejected changes, duplicate events, and ordering assumptions.
  5. Validate before cutover. Compare business totals and representative records, test permissions and reports, and rehearse restore and rollback. Keep rollback possible until the new system is the verified system of record.
  6. Retire legacy structures last. Microsoft warns that removing legacy tables, procedures, and synchronization processes before validation significantly increases effort and risk.

When a single database is shared by many domains, migrate one domain at a time rather than pretending that all services are independent. Temporary dual writes can be necessary, but they increase failure modes; make reconciliation and a removal date part of the design.

Protect feature delivery and production learning

A modernization program that freezes the product for years will lose contact with business needs. AWS calls a complete rewrite or monolith replacement a huge undertaking and a major risk. Keep feature work possible by defining which team owns each slice, limiting the number of simultaneous migrations, and reserving capacity for production fixes.

  • Use short, verifiable increments: each release should improve a measurable capability or retire a concrete dependency.
  • Instrument both paths: compare latency, errors, business outcomes, queue depth, and resource use for old and new implementations.
  • Review the plan after each slice: new domain knowledge may change the order, boundary, or target design.
  • Set migration budgets: agree how much additional cost is acceptable while old and new systems run together.
  • Keep runbooks current: on-call staff need route switches, reconciliation steps, and rollback criteria.

Observability must include business correctness. A technically successful response can still create a duplicate invoice, omit a notification, or produce a report with a different definition.

When a rewrite is the responsible choice

Choose a rewrite or rebuild when several conditions align:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The platform, runtime, or hardware is unsupported and cannot be secured or operated within an acceptable risk level.
  • The required business capability conflicts with architectural assumptions that cannot be isolated.
  • Source code, build tooling, or production knowledge is unavailable enough that controlled incremental change is infeasible.
  • The system’s data model and interfaces are so inconsistent that a bounded migration cannot establish ownership.
  • The organization can fund a parallel capability, define a narrow first release, and maintain a credible rollback or fallback plan.

Even then, avoid a single release that attempts to reproduce every historical behavior. Define a target capability, preserve only verified requirements, and use staged adoption or parallel operation where users and data demand it. A clean architecture is not proof of success if the business cannot switch to it.

Common failure modes and corrective actions

The façade becomes a permanent bottleneck

Symptoms: rising latency at the routing layer, complex conditional logic, or one team becoming the gatekeeper for every release. Correction: scale and instrument the façade, keep routing rules explicit, move domain behavior into the owning components, and publish a retirement plan for each temporary rule.

Teams split a shared database without splitting ownership

Symptoms: dual writes disagree, reports show different totals, and developers bypass APIs to “fix” data. Correction: assign an authoritative writer, add reconciliation, expose supported read interfaces, and delay table removal until consistency is demonstrated.

The first slice has too much hidden coupling

Symptoms: every test requires the entire monolith, undocumented jobs fail, or the migration keeps expanding. Correction: pause the cutover, map the missing dependencies, add characterization tests, and choose a smaller or better-understood seam.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Migration metrics measure activity instead of outcomes

Symptoms: many services or lines of code are “modernized,” but lead time, reliability, or user experience has not improved. Correction: tie milestones to SLOs, business measures, deployment frequency, cost of change, or decommissioned infrastructure.

Business-as-usual work wins every priority decision

Symptoms: the old stack receives all urgent features, migration owners change, and no legacy component is ever retired. Correction: give modernization accountable product ownership, publish decommissioning dates, fund both delivery and migration explicitly, and review progress with business leaders.

The organizational risk behind long programs

Thoughtworks reported organizations running repeated three-to-five-year modernization programs that still could not decommission the legacy stack (2024). This is an experience report, not an industry-wide success-rate benchmark, but it illustrates a recurring failure pattern: modernization becomes a project separate from changing business needs while business-as-usual work continues on the old system.

Operate modernization as an ongoing product capability. Give named owners authority over boundaries and retirement decisions. Maintain a roadmap of slices rather than a single finish date. Revisit outcomes and funding regularly, and require every completed slice to state what old code, data, or infrastructure can now be removed. If nothing can be retired, the program is accumulating another layer instead of reducing complexity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical decision checklist

Use these questions in order:

  1. What business outcome must improve, and how will it be measured?
  2. Is the current architecture capable of that outcome if the code is cleaned up? If yes, refactor in place.
  3. If not, is one boundary, scaling limit, or integration model the blocker? If yes, rearchitect that boundary incrementally.
  4. Can requests be intercepted, and are source, build, and operational access available? If yes, consider a strangler-fig migration.
  5. Can data ownership, synchronization, validation, and rollback be made explicit?
  6. Which component has the best combination of test coverage, manageable dependencies, useful pressure, and frequent learning?
  7. What metrics prove the new path is correct, not merely reachable?
  8. What will be switched off after each slice, and who is accountable for doing it?
  9. If incremental change is infeasible, is the rewrite scope narrow enough to deliver value before the old system must be abandoned?

The choice is therefore straightforward in principle: preserve the architecture when it remains viable, change the architecture where it blocks a measurable outcome, and rebuild only when the legacy foundation is genuinely obsolete or impossible to modernize. For systems that must continue serving users, move in slices, make data ownership explicit, and keep rollback available until production evidence—not optimism—shows that the new implementation is ready.
