The answer depends on what happened: an unauthorised card or account payment, an authorised bank transfer made after an APP scam, a card-purchase dispute, or concern about losing deposits if a provider fails.
For eligible UK Faster Payments and CHAPS transfers made on or after 7 October 2024, Revolut and traditional banks operate under the same Payment Systems Regulator (PSR) reimbursement framework. Revolut publishes a higher provider-specific claim limit of up to £120,000, compared with the PSR scheme baseline of £85,000, but that higher cap does not prove that Revolut prevents more fraud or approves claims more often.

The short answer: protection depends on the type of fraud
“Fraud protection” covers several legally different events. Treating them as one category leads to the wrong remedy and unrealistic expectations.

| Situation | Main protection or route | Key UK rule |
|---|---|---|
| Someone used your card or account without authorisation | Unauthorised-payment refund process | The Financial Conduct Authority (FCA) says a refund should generally arrive by the end of the next business day, subject to limited exceptions. |
| You personally authorised a transfer after being deceived | Authorised push payment (APP) scam reimbursement | The PSR framework covers eligible UK Faster Payments and CHAPS transfers made from 7 October 2024. |
| You paid a fake or non-delivering seller by card | Chargeback and, for some credit-card purchases, Section 75 | Section 75 can apply to credit-card purchases costing more than £100 and less than £30,000. |
| Your provider becomes insolvent | Deposit or safeguarding protection | Eligible balances at Revolut Bank UK Ltd can have FSCS protection; e-money safeguarding and non-bank products are different arrangements. |
The PSR explicitly includes banks, building societies, smaller payment firms and e-money firms in its APP arrangements. Its wording is clear: “All types of payment firms, including bigger high street banks but also smaller payment firms, building societies, and e-money firms, among others, will be brought into the new reimbursement arrangements.”
That means a covered APP claim is not automatically stronger merely because the account is with a high-street bank, nor automatically weaker because it is with Revolut. The first question should always be what kind of payment occurred and whether it falls within the relevant UK rules.
APP scam reimbursement: the most important comparison
What counts as an APP scam
APP fraud occurs when a criminal tricks you into sending money by bank transfer. You press the confirmation button, but the recipient, purpose or circumstances were misrepresented. Common descriptions include being told that a bank account is being changed, being impersonated by a trusted organisation, or being persuaded to pay a fictitious investment or purchase. The legal distinction is not whether the criminal used convincing language; it is whether you authorised the transfer after being deceived.

This differs from an unauthorised payment, where somebody else made the transaction without your authorisation. It also differs from a card purchase, cash withdrawal or cheque. Using the accurate description when you contact the provider helps put the claim into the correct process.
The current UK framework applies to eligible payments made on or after 7 October 2024 through UK Faster Payments or CHAPS. It covers individuals, microenterprises and charities. Card, cash and cheque payments are outside this particular route and have separate protections. An international transfer or a payment made through a different rail should not be assumed to qualify simply because it left a UK account.
PSR baseline versus Revolut’s published limit
| Provider or framework | Claim limit | Excess | Other published conditions |
|---|---|---|---|
| PSR scheme baseline | Up to £85,000 per claim; the PSR says this covers more than 99% of claims and allows firms to reimburse more | Firms may apply up to £100; no excess for vulnerable consumers | Eligible UK Faster Payments and CHAPS transfers under the scheme |
| Revolut UK policy | Up to £120,000 per eligible claim | £100 | Eligible UK account-number and sort-code payments, plus certain instant fiat transfers between UK Revolut accounts; claims must be made within 13 months of the last suspected fraudulent transaction |
These figures are not contradictory. £85,000 is the PSR’s scheme baseline, while £120,000 is the higher amount Revolut says it will consider under its own UK policy. The £120,000 figure should not be presented as a requirement for every UK bank. A traditional bank can elect to reimburse above the baseline, but its published terms control what it promises.
The cap is only one part of eligibility. The transfer must use a covered payment route, the claimant must fall within the scheme’s categories, and the circumstances must meet the provider’s rules. A higher maximum does not mean every claim is paid up to that amount or that a claim outside the scheme becomes eligible.

How the APP timetable works
The PSR says a valid claim is usually reimbursed within five business days. A provider may pause that clock while collecting information, but it must reach an outcome within 35 business days. The provider can apply an excess of up to £100 where the rules allow it; that excess cannot be applied to vulnerable consumers.

Revolut says its customer standard of caution and its excess exception can apply when it determines that vulnerability materially affected the customer’s ability to protect themselves. The provider still decides whether the particular claim meets its eligibility and evidence requirements. Explain any relevant vulnerability early and provide supporting information where it is safe and appropriate to do so.
The 13-month reporting period is a maximum deadline, not a reason to wait. The PSR tells victims to contact the payment provider promptly. Early notification can give the provider more opportunity to contact the receiving firm, protect the account and investigate linked activity.
What traditional banks have to do
Large high-street banks are inside the same PSR framework for covered transfers. A traditional bank may choose to reimburse above £85,000, but the scheme baseline itself does not promise £120,000. Compare the bank’s current APP terms, exclusions and claim process rather than assuming its size guarantees a better outcome.
The same principle applies to smaller banks, building societies and other payment firms covered by the arrangements. The existence of a branch network, a mobile app or a particular brand does not change whether the transfer used a covered rail or whether you authorised it.
Unauthorised payments: a separate, usually faster route
An unauthorised payment is one you did not approve. Examples include a stolen card being used, an account takeover, or credentials being used to make a payment without your permission. The fact that the payment appears in your account does not make it an APP scam if you did not authorise it.
The FCA says you should contact your bank or payment service provider immediately after noticing the transaction. A refund should generally be credited by the end of the next business day. A firm can refuse only in limited circumstances, including where you actually authorised the payment, acted fraudulently, or failed to protect card, PIN or password details in a way that enabled the payment.
“Immediately” matters in practice. Freeze or replace a compromised card through the provider’s verified channel, change exposed credentials using a safe device, and check for other transactions. Do not give a caller a password, passcode or one-time code merely because they claim to be from the fraud team.
When reporting, state plainly whether you made the payment yourself. Calling an APP scam “unauthorised” can send the claim into the wrong process; calling an account takeover an APP scam can delay the refund route that applies to it. If several transactions occurred, identify each one and explain which, if any, you personally approved.

Card-purchase scams and fake sellers
Chargeback
If you paid a scam seller by debit or credit card, ask the card issuer about chargeback. The FCA describes chargeback as a possible route for a card payment involving a scam seller, but it is not the same as APP reimbursement and is subject to the card scheme’s rules and evidence requirements.
Give the issuer the transaction date, amount, merchant details, promised goods or services, delivery evidence and your attempts to resolve the matter. Keep copies of correspondence and screenshots. Chargeback is a card-scheme process, so a successful APP claim cannot be assumed merely because the seller was dishonest.
Section 75 for qualifying credit-card purchases
For a credit-card purchase costing more than £100 and less than £30,000, Section 75 of the Consumer Credit Act 1974 may provide a claim against the credit provider as well as the seller. The price thresholds apply to the purchase, and the remedy is distinct from both chargeback and the PSR transfer scheme.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteNeither a Revolut APP claim nor a bank-transfer reimbursement rule automatically covers a card purchase. Use the route that matches the payment instrument. A debit-card payment cannot be turned into a Section 75 claim simply because the merchant disappeared.
Deposit protection is not scam reimbursement
Deposit protection addresses provider failure, not money you sent to a criminal. Revolut says specified eligible current, pocket, joint and other listed balances held with Revolut Bank UK Ltd can have Financial Services Compensation Scheme (FSCS) protection up to £120,000 per eligible person. For a joint account, Revolut says the balance is divided between the account holders.
Check which Revolut entity holds the money
Some UK customers may still have e-money accounts while the bank rollout continues. Revolut describes funds in those accounts as safeguarded. It says safeguarding no longer applies once an account has moved to Revolut Bank, where the relevant bank-deposit protection applies instead. Safeguarding and FSCS protection are different arrangements, so one should not be described as an interchangeable substitute for the other.
Products not listed as eligible Revolut Bank accounts—including crypto, commodities and stocks, according to Revolut’s information—are provided by other entities and are not covered by Revolut Bank UK Ltd’s FSCS protection. Confirm the exact entity and product before relying on either FSCS protection or safeguarding. Neither arrangement guarantees recovery after you authorise a scam payment.
If you are comparing a savings balance at a traditional bank with money held in a Revolut product, check the legal entity, product terms and applicable compensation scheme for each balance. The provider’s brand name alone does not identify the protection.

What to do after an APP scam or suspicious payment
- Contact the payment provider immediately. Use the bank or Revolut channel for the account that sent the money. Ask for the fraud team and say whether the payment was unauthorised or authorised after deception.
- Request a recall or protective action. The provider can take steps to contact the receiving institution, restrict further activity or secure the account, although recovery is not guaranteed.
- Preserve evidence. Keep payment confirmations, recipient details, messages, emails, phone numbers, website addresses, screenshots and a timeline of what the fraudster said. Do not delete messages before the provider has reviewed them.
- Submit the formal claim. Meet the relevant reporting deadline. The PSR advises reporting within 13 months; Revolut states the same 13-month deadline measured from the last suspected fraudulent transaction for its eligible claims.
- Answer genuine information requests. A provider may pause its five-business-day reimbursement clock while it gathers information. Respond through verified channels and do not send passwords or one-time codes to someone claiming to investigate.
- Report to the police or authorise reporting on your behalf. The PSR directs victims to report the fraud to police, or to consent when the provider reports it for them.
- Escalate if necessary. If you disagree with the provider’s decision or handling, ask for its final response and consider the Financial Ombudsman Service as the next complaint route.
Write down the date and time you first notified the provider, the channel used and any case reference. That record helps if the provider later asks when you reported the incident or if you need to explain the handling to the Financial Ombudsman Service.
Which provider is more likely to prevent fraud?
The official material available for this comparison does not provide a consistent, exposure-adjusted measure of fraud incidence, prevention success, reimbursement rates or complaint outcomes for Revolut versus traditional banks. Without comparable data—such as losses per customer or per transaction under the same definitions—raw complaint totals, anecdotes or marketing claims cannot establish which provider is safer.
The FCA’s 2024 Financial Lives survey found that 3.7% of UK adults, about 2.0 million people, reported APP fraud in the previous 12 months. That is a population-wide survey result, not a Revolut rate or a traditional-bank rate. The FCA changed its APP examples and questions for the 2024 survey, so year-on-year comparisons require care.

Prevention tools can still be useful, but the existence of an alert, confirmation screen or spending control is not evidence of a measured superiority in outcomes. Assess whether you understand the warnings, can reach the provider quickly and know how to secure the account. Those practical factors complement, but do not replace, the legal reimbursement rules.
A practical decision framework
Choose based on the payment you use most
- Frequent UK bank transfers: focus on APP eligibility, the provider’s excess, reporting deadline and stated claim limit. Revolut’s published £120,000 limit is higher than the PSR £85,000 baseline, but eligibility still controls the result.
- Mostly card purchases: compare the card issuer’s chargeback process and, where relevant, access to Section 75 through a credit card. These protections do not replace APP rules.
- Concerned about account takeover: learn the provider’s emergency contact route and report unauthorised payments immediately. The FCA’s next-business-day expectation is different from the APP timetable.
- Holding savings: verify whether the balance is with Revolut Bank UK Ltd, an e-money entity or another product provider. Check the applicable FSCS or safeguarding arrangement rather than assuming all balances are treated alike.
Questions to ask before opening or switching
- Which legal entity will hold each balance?
- Does the account support the UK payment rail covered by the PSR scheme?
- What excess, reporting deadline and claim evidence does the provider publish?
- How do I reach the fraud team outside normal hours?
- Which card-purchase disputes are handled by chargeback, and do I have a qualifying credit-card purchase for Section 75?
- What happens if the payment was made by a joint account holder, a microenterprise or a charity?
- Which products are excluded from the bank’s FSCS protection or from the provider’s APP policy?
Common mistakes that weaken a claim
- Using the wrong category: an authorised transfer after deception is an APP claim; a payment made by someone else is unauthorised.
- Waiting to report: delay can make recovery harder and risks missing a provider’s or the scheme’s deadline.
- Assuming every transfer is covered: the PSR rules described here concern eligible UK Faster Payments and CHAPS transfers, not every international transfer or payment method.
- Assuming the £120,000 figure is universal: it is Revolut’s stated provider limit, not the PSR baseline for every firm.
- Confusing deposit protection with fraud protection: FSCS cover concerns provider failure and does not refund a scam payment.
- Relying on raw statistics: a complaint count without customer, transaction and loss exposure cannot rank providers fairly.
- Missing the entity distinction: an e-money balance, a Revolut Bank deposit and a stock or crypto product are not automatically covered in the same way.
- Sending sensitive credentials during an investigation: genuine providers should not require your password or one-time authentication code to process a claim.
Bottom line
For covered UK APP transfers, Revolut and traditional banks share the same regulatory reimbursement foundation. Revolut states a higher £120,000 claim limit and a £100 excess, while the PSR baseline is £85,000 with permission for firms to pay more. That difference is useful when checking terms, but it does not demonstrate superior fraud prevention or a higher approval rate.
The strongest protection comes from identifying the payment type quickly, reporting it through the correct route, preserving evidence, checking which Revolut entity or bank product is involved, and escalating an unresolved decision to the Financial Ombudsman Service. No official exposure-adjusted comparison currently proves that Revolut or traditional banks are safer overall.
Frequently Asked Questions
Is Revolut safer than a traditional bank for fraud?
There is no official, exposure-adjusted comparison proving that either is safer overall. For eligible UK APP transfers, both Revolut and traditional banks are within the PSR reimbursement framework. Revolut publishes a higher £120,000 claim limit, but that does not establish better prevention or approval rates.

The PSR consumer guidance describes a baseline maximum of £85,000 per eligible claim and says firms may reimburse more. Revolut’s UK policy states up to £120,000 for eligible claims, so its published limit is higher than the scheme baseline but is not a universal bank requirement.

How quickly must I report an APP scam?
Contact the payment provider immediately. The PSR advises reporting within 13 months, and Revolut states a 13-month deadline measured from the last suspected fraudulent transaction for eligible claims. A provider may usually reimburse within five business days, but can pause that clock while gathering information and must decide within 35 business days.
What if someone used my card without permission?
Report it to the bank or payment service provider immediately as an unauthorised payment. FCA guidance says a refund should generally arrive by the end of the next business day, subject to limited exceptions such as fraud or serious failure to protect card, PIN or password details.
Does chargeback cover a Revolut bank transfer?
No. Chargeback is a card-payment route. A bank transfer made after deception should be considered under the APP process if it used an eligible UK Faster Payments or CHAPS route. Card purchases have separate chargeback rules and may sometimes qualify for Section 75.

Are all Revolut balances covered by FSCS protection?
No. Revolut says specified eligible balances held with Revolut Bank UK Ltd can have FSCS protection up to £120,000 per eligible person. Some customers may still have e-money accounts, which use safeguarding, while crypto, commodities, stocks and other products may be provided by different entities and fall outside Revolut Bank UK Ltd’s cover.
What can I do if the provider rejects my fraud claim?
Ask for the provider’s final response, keep your evidence and consider taking the complaint to the Financial Ombudsman Service. Preserve payment records, communications, the reporting timeline and any information supplied during the investigation.
The Bottom Line
For UK customers, Revolut and traditional banks share the PSR framework for eligible APP transfers. Revolut’s stated £120,000 limit exceeds the PSR’s £85,000 baseline, but no official evidence proves either provider type prevents more fraud overall. The correct remedy depends on whether the payment was an APP scam, unauthorised transaction, card purchase or provider failure.
