That is an ambition, not evidence that Revolut already matches either company: its proposed U.S. national bank had received conditional approval from the Office of the Comptroller of the Currency (OCC), but still needed further approvals as of September 3, 2026. Revolut described 2027 as a target launch date, contingent on that process.
What Storonsky said about competing in the U.S.
Bloomberg reported on October 9, 2026 that Storonsky wants Revolut to compete in the U.S. with JPMorgan Chase and American Express. He also said a U.S. primary listing had always been the target, pointing to the depth of the U.S. market. Bloomberg noted that Storonsky had previously said Revolut would not pursue an initial public offering (IPO) before at least 2028. These are reported ambitions and preferences, not an announced IPO date or a claim that Revolut has already overtaken either incumbent. Bloomberg’s October 9 report

What the proposed U.S. bank could change
Revolut applied in March 2026 for a U.S. national bank charter through the OCC and Federal Deposit Insurance Corporation (FDIC). The company said a charter could support nationwide operation under one federal framework and direct access to payment rails such as Fedwire and ACH. It also described personal loans, credit cards and insured deposits as capabilities the proposed bank could enable; these should not be read as products already offered by that bank. On September 3, 2026, Revolut said the OCC had conditionally approved its application. The company also said FDIC and Federal Reserve applications and approvals, along with final OCC approval, remained outstanding. It described 2027 as the proposed bank’s launch target, not a confirmed opening date. Revolut’s September 3, 2026 update

Revolut’s reported scale—and what it does not establish
Revolut Group Holdings Ltd’s annual report for the year ended December 31, 2025 reported 68.3 million retail customers, £1.3 trillion in transaction volume, £50.2 billion in customer balances and a fifth consecutive profitable year. Those company-reported figures give a sense of Revolut’s overall scale, but they do not show how it compares with JPMorgan Chase or American Express in the United States. The figures are not matched by competitor data using the same definitions, reporting period and geography. Revolut Group Holdings Ltd’s 2025 annual report

The named companies operate across overlapping but different parts of financial services. A proposed U.S. bank charter could expand Revolut’s potential banking capabilities, but it does not by itself establish equivalent products, regulatory status, customer reach or market position. No like-for-like comparison of Revolut, JPMorgan Chase and American Express on U.S. scale is established by the available figures.
There is evidence that Revolut is part of the broader payments competition: in JPMorganChase’s 2026 company-update transcript, CEO Jamie Dimon named Revolut among a wide range of payments companies. That acknowledgment is not an assessment of Revolut’s ability to rival JPMorgan Chase or American Express. JPMorganChase’s 2026 Company Update transcript

What to take from the announcement
- Competition: Storonsky has stated a U.S. ambition involving JPMorgan Chase and American Express; the statement is not proof of parity.
- Banking: Revolut had conditional OCC approval, with other approvals and final OCC approval still pending as of September 3, 2026.
- Timing: A 2027 bank launch is a company target, while a U.S. primary listing is a reported preference if Revolut goes public; Bloomberg said Storonsky had previously ruled out an IPO before at least 2028.
