Retired Chandigarh Teacher Allegedly Loses ₹48 Lakh in ‘Digital Arrest’ Scam

A retired schoolteacher in Chandigarh allegedly lost ₹48 lakh after callers posing as police and national security officials accused her of links to terrorism and hawala transactions, according to a 2 October 2026 Hindustan Times report citing police. The case is under investigation; the reported allegations are not established findings. India’s cybercrime agency says “digital arrest” is not a legal process. If someone makes this kind of threat, do not send money: verify the claim independently and report suspected fraud through cybercrime.gov.in or 1930.

What the Chandigarh report says happened

The woman is identified in the report only as a retired schoolteacher from Sector 20. Hindustan Times says police reported that she received WhatsApp voice and video calls on 16 and 17 September 2026 from someone claiming to be an assistant sub-inspector with Chandigarh’s UT Police.

The callers allegedly said a SIM issued in her name in Jammu and Kashmir had been linked to a case involving terrorists and hawala transactions. They later allegedly claimed ₹70 lakh in hawala transfers had reached her bank account. The report says callers also posed as National Investigation Agency (NIA) and Anti-Terror Squad (ATS) officials, showed what it described as a purported Supreme Court order, and threatened arrest and ten years’ imprisonment.

Police reportedly registered a case at the cyber police station in Sector 17. The report gives no FIR number, suspect identities, number of transfers, recipient accounts, payment method, or later investigative result. It reports an alleged loss of ₹48 lakh, not a court-established finding about the callers or the accusations.

What “digital arrest” means—and what it does not

“Digital arrest” is a label used for a fraud tactic, not an arrest procedure. In a 6 March 2025 advisory, India’s Indian Cyber Crime Coordination Centre (I4C) stated: “There is no concept of Digital Arrest under any Indian Laws.” A video call, apparent official identity, displayed caller number, uniform, or document does not itself establish that a caller is a genuine law-enforcement officer or that an accusation is valid.

I4C describes scammers impersonating police and other authorities, including the CBI, Narcotics Department, RBI, Telecom Department, and Enforcement Directorate. They may claim a person is connected to contraband, an illegal SIM or Aadhaar use, money laundering, terrorism, or a relative’s supposed crime or accident. Some pressure targets to remain on WhatsApp or Skype video calls while presenting a staged police-station setting. The callers then demand money to settle a fabricated case or prevent exposure.

How the reported tactics compare with I4C’s warning signs

Reported or described tactic What it means for the person receiving the call
Claimed police identity, followed by alleged ATS and NIA identities I4C warns that scammers impersonate law-enforcement and other government authorities. Verify a caller through an independently obtained contact for the relevant police station, not through details supplied by the caller.
Allegations linking a SIM to terrorism and hawala activity I4C says scammers may invoke illegal SIM use, money laundering, terrorism, or other serious crimes to frighten targets. An accusation made on a call is not proof.
Purported court document and threats of arrest and imprisonment A document shown on a screen or threats delivered during a call are not independent verification. Do not pay to make an alleged case disappear.
WhatsApp voice and video calls I4C says some victims are pressured to stay on video calls while scammers create a fake official setting. End the pressure and verify separately rather than treating the call as a legal process.

The Chandigarh allegations resemble elements in I4C’s general advisory; that resemblance does not independently verify the details in the local report.

What to do if someone claims you are under “digital arrest”

  1. Do not transfer money because of an on-call threat. Do not let a caller rush you into a payment or keep you isolated on a video call.
  2. Verify independently. Contact the nearest police station directly to check the caller’s identity or claim, as I4C advises. Do not rely on a number, link, or contact supplied by the caller.
  3. Bring in someone you trust. I4C advises consulting relatives or friends before any money transfer. A second person can help interrupt pressure and assess the request.
  4. If you have sent money or fraud is underway, report it immediately. Call 1930 or submit a complaint at the National Cyber Crime Reporting Portal. The portal describes 1930 as a 24/7 helpline for immediate reporting of cyber financial fraud. Reporting is urgent, but does not guarantee that funds will be recovered.
  5. Keep relevant evidence. Preserve messages, caller identifiers, and transaction information for your complaint and investigators. The portal also provides a facility to report suspicious phone numbers and other identifiers.

What the national figures do—and do not—show

A Ministry of Home Affairs reply published by the Press Information Bureau on 10 December 2024 gave historical enforcement and reporting figures. It said more than 1,700 Skype IDs and 59,000 WhatsApp accounts used for digital-arrest scams had been blocked. It also reported that, as of 15 November 2024, police authorities had blocked more than 6.69 lakh SIM cards and 1,32,000 IMEIs. These are dated government figures, not current totals and not details about the Chandigarh case.

The same reply said more than ₹3,431 crore had been saved across more than 9.94 lakh complaints through the Citizen Financial Cyber Fraud Reporting and Management System. That figure is the Ministry’s stated aggregate as of its 10 December 2024 reply; it is not a promise of recovery for an individual complainant. The reply also said NCRB’s latest published Crime in India data at that time covered 2022 and did not separately maintain digital-arrest scams. That was a statement about data availability in December 2024, not a claim about what is published today.
