Use HTML for meaningful images and CSS backgrounds for decoration. Choose <img> or <picture> when the image communicates information, documents content, or needs a text alternative. Choose background-image when the visual is nonessential presentation, such as a texture or atmospheric hero treatment. CSS can still crop and size an HTML image, so you do not need a background merely to achieve a cover-style layout.
The short decision: content image or decoration?
The image’s role determines the correct technology. A content image belongs in the document with an <img> element (optionally wrapped in <picture>). A decorative image belongs in CSS with background-image. This is the distinction used in MDN’s responsive-image guidance, which treats a content-area image as an HTML image and a decorative site-header visual as a CSS background: MDN, “Using responsive images”.

| Question | Use <img>/<picture> |
Use CSS background-image |
|---|---|---|
| What role does it play? | It conveys information, identifies a product, shows a photo, explains a diagram, or is otherwise part of the page’s content. | It adds texture, atmosphere, a nonessential pattern, or visual emphasis behind other content. |
| Accessibility | The image can have an alt text replacement and is exposed as document content. |
No alt attribute exists; assistive technology does not receive an image description by default. |
| Responsive resources | srcset and sizes let the browser select a suitable candidate; <picture> can switch sources or crops. |
Media queries can change decorative assets, but CSS does not provide image alternative text. |
| Visual fitting | CSS can set object-fit, dimensions, and positioning on the image element. |
background-size and background-position are built into the background presentation model. |
| Loading and layout | HTML images are discovered as document resources; explicit dimensions can reserve their aspect ratio. | Loading is controlled through CSS and should be evaluated against the image’s decorative role. |
The table is a decision aid, not a claim that one method is universally faster. Browser behavior depends on the document, CSS, resource discovery, viewport, and implementation.

Why semantics come before layout
An HTML image says, “this image is part of the document.” That meaning matters to screen-reader users, search indexing, reading order, printing, and people who disable or fail to load CSS. A background says, “this is part of the element’s visual styling.” If removing the image would remove information a reader needs, it should not be represented only as a background.

Examples that belong in HTML
- A photograph showing damage, a location, a person, or a product feature.
- A chart, map, diagram, screenshot, or instructional illustration.
- An editorial image whose subject or action is discussed in the surrounding copy.
- A logo or other identifying mark when its presence communicates the identity of the page or organization.
Examples that belong in CSS
- A subtle paper grain, gradient, pattern, or texture behind a card.
- A decorative mountain or abstract shape behind a hero heading when the text conveys the complete message.
- A nonessential flourish used to separate sections or establish a visual mood.
W3C WAI documents CSS as a technique for decorative images and lists it as a failure when essential information is conveyed exclusively through a background: W3C WAI, C9: Using CSS to include decorative images.
Accessibility: writing the right alternative text
The alt attribute is the textual replacement for an HTML image. MDN explains its purpose in the <img> reference: screen readers can read the text when the image cannot be seen or loaded. Write the replacement for the image’s purpose in its surrounding context, not a file name or a generic label such as “image.”
Useful and empty alternatives
- For an informative photo, describe the relevant subject and action:
alt="A hiker crossing a rocky ridge at sunrise". - For a diagram, summarize the conclusion the reader needs, or provide the detailed explanation in nearby text and use concise alternative text.
- For a purely decorative HTML image that is retained for implementation reasons, use an empty value,
alt="", so assistive technology skips it. - Do not repeat a caption or adjacent heading in
altwhen the same information is already available.
A CSS background has no alt attribute. If a user must know what the background depicts, convert it to an HTML image or provide the equivalent information as real text in the document. Never put essential words, prices, instructions, or status information only inside a background image.

Responsive HTML images: resizing is not source selection
There are two separate problems: fitting an image into a responsive layout and choosing an appropriately sized or composed file. CSS solves the first. HTML responsive-image features solve the second.
Use srcset and sizes for different resource widths
srcset lists candidate files and their intrinsic widths. sizes tells the browser how wide the image is expected to render under the page’s layout rules. The browser can then select a candidate appropriate for the viewport and display density. The values must describe your actual layout; they are not arbitrary performance switches.
<img
src="trail-800.jpg"
srcset="trail-480.jpg 480w, trail-800.jpg 800w, trail-1200.jpg 1200w"
sizes="(max-width: 600px) 100vw, 800px"
width="800"
height="533"
alt="A hiker crossing a rocky ridge at sunrise">
In this example, the width descriptors identify the candidate files, while sizes describes the rendered slot: full viewport width up to 600 pixels, then 800 pixels. The src value remains a fallback. MDN covers the selection model in “Using responsive images.”
Use <picture> for art direction
Art direction means changing the image itself—usually its crop or composition—at a breakpoint. It is different from serving a lower-resolution copy of the same composition. Put conditional <source> elements inside <picture> and keep the <img> as the fallback and semantic image.

<picture>
<source media="(max-width: 600px)" srcset="portrait-crop.jpg">
<img src="landscape.jpg" alt="A hiker crossing a rocky ridge at sunrise">
</picture>
The alternative text belongs on the fallback <img>, not on the <source>. Use this pattern when a narrow screen needs a portrait crop or a different focal point; use srcset alone when only file resolution changes.
What CSS backgrounds do well
The background-image property is part of CSS presentation. It can apply one or more layers, combine with gradients, and respond to media queries. Positioning and sizing are straightforward:
.hero {
background-image: url("mountain-texture.jpg");
background-position: center;
background-size: cover;
}
This is appropriate when the texture or landscape adds atmosphere but the foreground heading and body copy contain the complete meaning. CSS backgrounds are also useful when the image should fill a box whose dimensions are governed by the component rather than by the image’s intrinsic aspect ratio.
Backgrounds can switch decorative assets
CSS media queries can select a different decorative file for a narrow viewport, a high-density display, or a dark color scheme. That capability changes presentation, not semantics. It does not turn a background into an accessible content image, and it does not provide an alt replacement.
Do not use a background just to obtain cover
An HTML image can receive the same visual treatment:
.hero-image {
width: 100%;
height: 20rem;
object-fit: cover;
object-position: center;
display: block;
}
If the photo is meaningful, keep it as <img> and style it. The visual requirement does not override the content requirement.
Loading priority, layout stability, and performance
MDN’s performance guidance reports that <img> resources receive a higher loading priority than CSS background images in the browser’s loading process: MDN, “Multimedia: Images.” This is guidance about resource priority, not a universal benchmark that makes every HTML image faster or every background slower. Actual results vary with document structure, CSS discovery, caching, and the browser.

Reserve space for HTML images
Set accurate width and height attributes (or an equivalent aspect-ratio rule) on content images. The browser can establish the image’s aspect ratio before the file arrives, reducing layout movement as the page fills in.

The dimensions describe the intrinsic file ratio; CSS can still make the image fluid with max-width: 100%. Omitting dimensions can leave the browser without enough information to reserve the correct space.
Evaluate the whole implementation
- Check whether the browser can discover an important image early enough in the document.
- Make sure
srcsetandsizesreflect the actual rendered slot, rather than downloading a needlessly large candidate. - Do not treat illustrative file sizes from tutorials as measurements of your own page.
- Measure a real implementation if performance is a deciding factor; the cited documentation does not establish a universal bandwidth saving for one method.
How candidate selection actually relates to layout
The browser does not choose a file from srcset based solely on the viewport width. It also considers the rendered width described by sizes and the display’s resolution. That is why a truthful sizes expression matters: if a card occupies half the viewport on wide screens, declaring it as a full-width image can lead the browser to fetch a larger candidate than necessary. Conversely, declaring a slot that is too small can leave the displayed image softer than intended.
Start with the component’s real geometry. Measure or calculate the slot after columns, gaps, and maximum widths are applied, then express those conditions in sizes. Keep candidate widths that cover the slots your design actually uses. The browser remains responsible for choosing among them; your markup supplies the information it cannot infer reliably before layout.
When only the pixel dimensions change, keep one composition and use srcset. When the focal subject, crop, or orientation must change, use <picture>. Combining both is possible: a conditional source can itself provide multiple candidates, while the fallback <img> retains the semantic role and alternative text.

A background may be layered with a gradient or another image, and CSS can change those layers at breakpoints. This is valuable for visual treatments such as a color wash over a texture, but every layer remains presentation. If a foreground overlay contains the only readable title, price, or instruction, place that text in HTML so it remains available when CSS is unavailable or overridden.
Background positioning can also hide the subject at certain aspect ratios. Because a decorative image has no semantic fallback, that is usually acceptable; the page should still make sense without seeing the subject. For a meaningful photograph, use an HTML image instead, expose its alternative, and let object-position control the focal area. Test narrow and wide boxes so the chosen crop does not remove information that the text alternative promises.

Set a suitable background color behind a decorative image so the component remains visually coherent while the image is loading or unavailable. This color is a presentation fallback, not a replacement for content that belongs in the document.
A practical implementation workflow
- State the image’s job. Write down what a reader would lose if the image disappeared. If the answer is factual or instructional information, choose HTML. If nothing essential is lost, CSS may be appropriate.
- Choose the semantic element. Use
<img>for one content image,<picture>when the source or crop must change, andbackground-imagefor nonessential presentation. - Write the text alternative. Put a contextual replacement in
alt. Usealt=""only when an HTML image is genuinely decorative. Do not attempt to add alternative text to CSS. - Describe responsive behavior. For the same composition at multiple resolutions, create width candidates and a truthful
sizesexpression. For a different composition, add conditional<source>elements. - Reserve and fit the layout. Add intrinsic dimensions to HTML images, then use CSS for fluid sizing, cropping, and positioning. For backgrounds, set the required position, size, repeat behavior, and color fallback.
- Test meaning at CSS-off and assistive-technology checkpoints. Disable styles temporarily and inspect the page with a screen reader or accessibility tree. Essential information should remain available as document content.
- Inspect resource behavior. Confirm that the selected candidate matches the rendered slot and that a decorative background is not carrying information that should be discoverable in HTML.
Testing checklist before launch
- View the page with CSS disabled. Content images and their alternatives should still be understandable; decorative backgrounds may disappear without removing meaning.
- Zoom or use a high-density display and verify that the chosen candidate remains appropriate rather than assuming the largest file is always selected.
- Resize across every breakpoint. Check that an art-directed crop preserves the subject and that
sizesstill describes the actual slot. - Inspect the accessibility tree or use a screen reader. Confirm that informative images have useful alternatives, decorative HTML images use
alt="", and no essential message exists only in CSS. - Turn off image loading or simulate a failed request. The surrounding text, headings, prices, and instructions must remain available.
- Check layout movement while images load. Correct dimensions or an aspect-ratio rule should reserve the intended space.
Common mistakes and how to correct them
Putting an informative diagram in a background
Problem: The diagram is visible to sighted visitors but has no document-level alternative. Fix: Use <img>, provide useful alt text, and put a longer explanation in nearby HTML when the image requires detail.
Assuming CSS resizing is responsive images
Problem: A large source is merely scaled down with CSS, so the layout is responsive but the downloaded resource may not be. Fix: Add width candidates with srcset and describe the rendered width with sizes. MDN explains these mechanisms in its responsive-images guide.
Using a background because the design calls for cropping
Problem: A meaningful photo loses its text alternative. Fix: Keep the image in HTML and use object-fit: cover, object-position, and explicit dimensions to achieve the crop.
Duplicating visible text in alt
Problem: A screen reader hears the same caption or heading twice. Fix: Make the alternative text complementary. If the image is decorative beside an equivalent text label, use an empty alt.
Putting essential words inside a background file
Problem: Users who cannot see the background, who override CSS, or who use assistive technology may miss the message. Fix: Put the words in real HTML and use the background only as visual support. W3C WAI identifies exclusive communication through a background as a failure example in technique C9.
Recommended Free Tools
Claiming one method is always faster
Problem: Resource priority is turned into an unconditional speed promise. Fix: Treat MDN’s loading-priority statement as guidance, then test the complete page under its real network and layout conditions. There is no general benchmark in the cited guidance that applies to every site.

Decision examples
| Scenario | Recommended implementation | Reason |
|---|---|---|
| Article photo discussed in the text | <img> with contextual alt, dimensions, and responsive candidates |
The photo is content and needs a textual replacement. |
| Product image that must remain identifiable on phones | <picture> only if the crop changes; otherwise <img> with srcset/sizes |
Source selection and art direction are separate decisions. |
| Decorative texture behind a card | CSS background-image |
The texture adds presentation and no factual information. |
| Hero landscape with essential text overlaid in the file | Rebuild the text as HTML and use an HTML image or a decorative background for the landscape | Essential text must remain available as document content. |
| Informative chart that needs different mobile composition | <picture> with an appropriate mobile source and descriptive alt or adjacent explanation |
The chart is meaningful and its composition changes by viewport. |
Final rule
Ask whether the image is content before asking how it should be cropped. If it carries meaning, publish it as <img> or <picture>, give it an accurate alternative, reserve its layout space, and use responsive candidates when needed. If it is only visual treatment, keep it in CSS and ensure the page remains complete without it. This separation preserves accessibility while still allowing the layout control designers expect.

Frequently Asked Questions
Can an HTML image use the same cover effect as a CSS background?
Yes. Keep a meaningful image as <img> and use CSS such as object-fit: cover and object-position. Choose a background for semantics, not merely for cropping.
When should I use <picture> instead of srcset?
Use srcset when the composition stays the same and only the resource size changes. Use <picture> with conditional <source> elements when the crop, orientation, or focal composition changes.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteDoes a CSS background have alternative text?
No. CSS backgrounds do not have an alt attribute and are not exposed as image content by default. Move informative imagery into HTML or provide the equivalent information as real text.
Is a background image always faster than an <img>?
No. MDN reports a loading-priority distinction, with HTML images receiving higher priority, but it does not establish a universal speed or bandwidth result. Test the complete page and its actual network conditions.
Why add width and height to an <img>?
They let the browser establish the intrinsic aspect ratio before the file arrives, reserving space and reducing layout movement. CSS can still make the image fluid or crop it.
The Bottom Line
Content image → HTML; decoration → CSS. Use <img> or <picture> with contextual alternative text, dimensions, and responsive candidates when the image communicates meaning. Use background-image for nonessential visual treatment, and keep every essential message in document text.
