The strongest recent evidence describes a 14-item organizational model with four source groups, while the established Resistance to Change Scale measures four individual tendencies. Those are different instruments answering different questions.
For managers, the practical lesson is straightforward: measure whether resistance is rooted in personal disposition, the design of the change process, the surrounding culture, or leadership—not to label people permanently, but to decide what intervention and participation strategy is needed.

What the “12 drivers” claim gets wrong
The phrase “12 drivers of resistance to change” should not be presented as an established scientific standard without the original instrument and citation. The available evidence does not identify one universally accepted 12-driver questionnaire. Instead, several validated approaches define resistance differently.
A 2024 study in the Journal of Advances in Management Research examined resistance in higher-education institutions. It began with 23 candidate items assessed through observation, exploration, confirmation and communication, then produced a final 14-item model. Its four source groups were personalities averse to change, limited participation in the change process, dominant sociocultural predisposition and weak managerial commitment to change. The study included 121 participants, so its findings are useful for diagnosing that setting but should not automatically be generalized to every industry or country.

This is a source model: it asks where organizational resistance comes from. It is not a count of twelve personality traits, and it should not be treated as proof that every employee resists for the same reasons.
Two different questions that measurement tools answer
| Instrument or approach | Unit of analysis | Dimensions and format | Validation evidence | Best use |
|---|---|---|---|---|
| 2024 higher-education source-of-resistance model | Organizational sources of resistance | Four source groups; 14 final items after 23 items were assessed | 121 participants in higher-education institutions | Diagnosing conditions that may obstruct a planned change |
| Oreg Resistance to Change Scale | Individual disposition toward change | Routine seeking, emotional reaction to imposed change, short-term focus and cognitive rigidity; 17 items | Total Cronbach’s alpha of 0.87; testing reported across 17 countries, 13 languages and four continents | Understanding a person’s general tendency, not assigning blame for one project |
| Turkish adaptation of Oreg’s scale | Individual disposition, adapted for a Turkish sample | Cognitive, affective and behavioural subdimensions | Alpha values of .83 and .94 in two samples | Using a culturally adapted version when its language and validation context fit the population |
| Waddell and Sohal organizational measure | Organizational resistance, including local pockets | Instrument structure and item count are not stated in the available abstract | Reported as valid and reliable in a manufacturing organization | Mapping where resistance is concentrated before implementation |
Reliability statistics indicate how consistently items perform in a particular validation, not whether a score is a permanent attribute of an employee or a guarantee that a change will fail.

What the four source groups mean in practice
Personalities averse to change
Some people prefer familiar routines or react strongly when an imposed change threatens predictability. A disposition measure can identify this tendency, but a high score does not explain the whole situation. The same person may support a well-explained change and oppose a poorly designed one.

People who have little opportunity to shape a change may resist because they lack influence, information or ownership. Participation is a process variable: listening sessions, representative design groups and visible responses to feedback can address it more directly than trying to “fix” an employee’s attitude.

Dominant sociocultural predisposition
Shared norms can make a new policy, workflow or technology appear incompatible with how work is normally done. The relevant diagnosis is collective. Look for differences between departments, professional groups or locations rather than assuming a single organization has one uniform culture.
Weak managerial commitment
When leaders send conflicting signals, provide inadequate resources or fail to use the new process themselves, resistance can be a rational response to implementation risk. Measuring this source points toward clearer sponsorship, consistent decisions and time for adoption.

What Oreg’s four individual dimensions capture
The Resistance to Change Scale uses a different lens. Routine seeking reflects a preference for established patterns. Emotional reaction to imposed change captures affective discomfort when change is not self-directed. Short-term focus reflects attention to immediate costs rather than later benefits. Cognitive rigidity concerns difficulty considering alternative ways of working.

How to measure resistance to an organizational change
- Define the unit of analysis. Decide whether you need an individual-disposition measure, an organizational-source diagnosis, or both. Do not interpret a personality scale as a survey of leadership quality.
- Choose a validated instrument that fits the setting. Check the population, language, sector and response instructions used in validation. A culturally adapted version may be preferable when its validation matches your workforce.
- Collect baseline data before rollout. Waddell and Sohal’s work emphasizes measuring resistance in advance so implementers can anticipate responses. Record team, site or role so concentrated pockets are visible without exposing individual answers unnecessarily.
- Protect confidentiality and explain the purpose. Tell participants that results will guide communication, training and participation. Using scores for disciplinary ranking will distort responses and undermine the diagnosis.
- Pair scores with operational evidence. Compare survey patterns with missed training, workflow delays, support requests, turnover signals and interview themes. A score alone cannot distinguish principled objections from unfamiliarity or missing resources.
- Act on the diagnosed source. Increase participation when involvement is low, provide resources and modeling when managerial commitment is weak, and tailor support when routine or emotional reactions dominate.
- Re-measure after the intervention. A follow-up can show whether resistance-related conditions changed, but it should be interpreted alongside adoption and outcome data rather than as a pass/fail label.
Common interpretation errors
- Counting drivers as if they were interchangeable. Four dispositional dimensions are not equivalent to four organizational causes, and neither set confirms a universal total of twelve.
- Generalizing beyond the validation context. The 2024 model was developed in higher education, while the Waddell–Sohal measure was applied in manufacturing. Different workforces may produce different sources and score distributions.
- Treating reliability as validity for every decision. Cronbach’s alpha reports internal consistency for the tested samples; it does not prove that the instrument predicts adoption in a new organization.
- Blaming individuals for system failures. Lack of participation, inconsistent leadership and cultural conflict can create resistance even when employees are open to change.
- Reporting a single company-wide average. Waddell and Sohal’s findings specifically point to local pockets that may not represent the organization as a whole. Segment results carefully and avoid identifying small groups.
What readers should conclude about the new measurement news
The credible update is not the discovery of a settled list of twelve drivers. It is the continued refinement of measurement: one recent model groups organizational sources into four categories and an established scale examines four individual tendencies. Both approaches can help leaders anticipate responses, but only when the instrument’s unit of analysis, validation setting and intended use are made explicit.
If an article or vendor presents “12 drivers” as a definitive framework, ask for the original questionnaire, validation sample, item wording, reliability statistics and evidence that it was tested in a comparable organization. Without those details, the number is a headline claim rather than a confirmed measurement standard.
