The episode illustrates a concern raised by University of Cambridge researcher Nomisha Kurian: conversational AI can sound empathetic without reliably understanding children or responding safely when they encounter risk. Kurian argues that AI tools should be assessed for child safety before children use them—not leave young users to spot and report problems afterward.
What did Alexa tell the girl to do with a penny?
Contemporaneous coverage and the University of Cambridge’s summary report that Alexa gave the child a “penny challenge” involving touching a coin to a partly inserted plug. The reported advice was dangerous: a coin placed against a live electrical outlet can conduct electricity and cause severe injury. The available accounts do not include an independent incident record or an Amazon statement about this specific event, so it is best understood as a reported case, not independently verified documentation. The Cambridge summary and Futurism’s contemporaneous report describe the episode.

One incident cannot establish how often AI systems give unsafe advice, and the sources do not provide a prevalence estimate. Its significance here is as an example of why child safety needs to be evaluated as a design requirement rather than assumed from a system’s fluent or friendly tone.
What is child-safe AI?
Child-safe AI is not simply an adult-oriented chatbot with a filter added. It means designing and evaluating AI systems with children’s language, development, rights, privacy, and safety in mind. The systems should be less likely to generate harmful content, better able to handle children’s disclosures or misunderstandings, and prepared to direct a child to a trusted adult when an issue is sensitive or dangerous.

- Your favorite music and content – Play music, audiobooks, and podcasts from Amazon Music, Apple Music, Spotify and others or via Bluetooth throughout your home.
- Alexa is happy to help – Ask Alexa for weather updates and to set hands-free timers, get answers to your questions and even hear jokes. Need a few extra minutes in the morning? Just tap your Echo Dot to snooze your alarm.
- Keep your home comfortable – Control compatible smart home devices with your voice and routines triggered by built-in motion or indoor temperature sensors. Create routines to automatically turn on lights when you walk into a room, or start a fan if the inside temperature goes above your comfort zone.
- Do more with device pairing – Fill your home with music using compatible Echo devices in different rooms, or create a home theatre system with Fire TV.
- Say goodbye to drop-offs and buffering - With eero Built-in, Echo Dot doubles as a mesh wifi extender, adding up to 1,000 sq. ft. of wifi coverage to your existing eero network.
Kurian’s research concerns large language models used in conversational and generative AI. Her research-based conceptual article synthesizes selected cases of human-chatbot interaction and findings across education, computer science, and human-computer interaction; it is not a clinical trial or a measure of how prevalent unsafe responses are. The article appeared online on 10 July 2024 and was later published in Learning, Media and Technology, volume 50, issue 4 (2025), pages 621–634. The publisher record lists DOI 10.1080/17439884.2024.2367052.
What does the AI empathy gap mean?
The “empathy gap” is the difference between sounding understanding and responding appropriately to a child’s actual needs. A chatbot may produce warm, human-like language but fail to recognize a child’s speech patterns, emotional state, disclosure, or the danger in a request. The concern is not that a machine must feel empathy; it is that a child may interpret conversational fluency as evidence that the system understands them and can be trusted.

That mismatch matters when a child speaks unpredictably, describes a sensitive situation, or asks about something hazardous. A system that does not reliably recognize the context may respond in a way that is irrelevant, confusing, or unsafe, even if its wording sounds reassuring.
What does Kurian’s 28-question framework ask?
The University of Cambridge’s summary describes a 28-question framework intended to help educators, researchers, policymakers, families, and developers evaluate AI tools before use. The count refers to questions in an evaluation framework, not to a measured safety result. Its themes include:
Rank #3
- Your favorite music and content – Play music, audiobooks, and podcasts from Amazon Music, Apple Music, Spotify and others or via Bluetooth throughout your home.
- Alexa is happy to help – Ask Alexa for weather updates and to set hands-free timers, get answers to your questions and even hear jokes. Need a few extra minutes in the morning? Just tap your Echo Dot to snooze your alarm.

- Understanding children: Can the tool interpret children’s speech patterns and communication?
- Prevention: Are content filters and other protections in place to reduce inappropriate or harmful responses?
- Monitoring: Is there a way to identify problematic interactions and respond to them?
- Escalation: Does the system encourage a child to seek help from a responsible adult on sensitive issues?
- Design participation: Are educators, child-safety specialists, and young people involved throughout development?
The practical point is to ask these questions before deployment, not to rely on children to report negative experiences after exposure. The Cambridge summary quotes Kurian saying that advance assessment is crucial and that a more proactive approach is necessary.
How can AI chatbots be made safer for children?
The framework points toward several complementary safeguards. No single measure—such as a content filter—can address every risk of a conversational system used by children.

Prevent harmful or inappropriate responses
Developers can use safeguards to reduce dangerous outputs, but they should assess how those protections behave in child-specific situations, not only in predictable adult phrasing. Evaluation should consider misunderstandings, disclosures, and requests that could lead to harm.

Account for children’s communication and development
Children may use different vocabulary, ask incomplete questions, or describe serious situations indirectly. Testing should examine whether the system can handle those patterns safely instead of treating children as miniature adult users.

Provide monitoring and a route to human help
For sensitive subjects, a system should not present itself as a substitute for an adult. It should encourage children to contact a trusted, responsible person, and the service’s design should clarify how concerning interactions are monitored and handled.
Protect privacy and involve children responsibly
Child-centred design must account for data privacy as well as output safety. Young people should have an appropriate role in evaluating systems, alongside educators and child-safety specialists, without transferring responsibility for safety from developers to children.
Assess before release and maintain oversight
Pre-deployment assessment can reveal problems before children encounter them. Ongoing review and accountability matter because systems, uses, and risks can change; a one-time check is not a substitute for oversight.
How does UNICEF’s newer guidance fit?
UNICEF’s version 3 guidance, published in December 2025, offers broader contemporary context. It sets out ten requirements for child-centred AI policy and systems, including regulatory oversight, child safety, data and privacy, fairness, transparency and accountability, rights-respecting practice, children’s best interests and well-being, inclusion, preparation and skills, and an enabling environment. This is a separate and newer policy resource, not part of Kurian’s original 2024 framework. UNICEF’s guidance page also notes added attention to AI companions used by children, harmful content in datasets, environmental impacts, AI-generated child sexual abuse material, non-consensual intimate images, armed conflict, and cyber operations.
Together, the Cambridge framework and UNICEF guidance point beyond the narrow question of whether a chatbot blocks a few unsafe prompts. They put attention on child-specific design, privacy, inclusion, participation, accountability, and oversight across the life of an AI system.
