The proposal is not an established or funded program; Washington State University (WSU) says it would require federal and state support and public-private partnerships.
What is the proposed Agriculture Cybersecurity Consortium?
The ACC is a recommendation from researchers and workshop participants, not an operating institution. According to a WSU announcement dated October 8, 2026, the recommendation followed three regionally coordinated workshops and follow-up sessions involving more than 150 stakeholders and participants. Iowa State University coordinated the effort, with WSU, UC Davis, Virginia Tech University, North Carolina A&T University and IC-FOODS among the named participants.

The proposed structure connects five regional centers through a national coordinating hub. Each center would work with local partners on research, facilities and education suited to regional needs. The announcement says the model draws on the National Plant Diagnostic Network and USDA Climate Hubs; it does not establish that the proposed ACC has their operating history or resources.

Why are researchers calling for a national effort?
Farm operations increasingly rely on connected equipment, data and AI-enabled workflows. That creates cybersecurity questions spanning machinery, software, communications and infrastructure. WSU professor and School of Electrical Engineering and Computer Science director Ananth Kalyanaraman said, “With increased digitization of agricultural data and increased adoption of AI into daily workflows, it has become all the more important to provide cybersecurity guarantees in agriculture.”
#1 Best Overall
The announcement points to autonomous tractors, spray drones, irrigation controllers, weather-sensing networks and regional water-distribution systems as examples of systems that may be exposed to cyber threats. WSU assistant professor Monowar Hasan described a gap in understanding and assessment: “In our discussions with ag-tech vendors, growers, and state agencies, we noted a lack of clear understanding of cybersecurity vulnerabilities and a lack of platforms and tools to conduct vulnerability assessments in digital agricultural systems.”
The announcement does not quantify agricultural cyber incidents, losses or a sector-wide vulnerability rate. Its examples identify areas of concern, not evidence that every farm or system has been compromised.
What would the consortium do?
Coordinate research and development
The proposed research agenda includes applying AI and other emerging technologies to detect, prevent and respond to cyberattacks; making user and device verification simpler; finding software and equipment weaknesses and adding safeguards; and exploring shared digital records that could help identify unauthorized changes. Researchers also propose sharing practices and investment priorities across the agricultural ecosystem.

Build testbeds and research infrastructure
Regional centers could bring researchers and industry partners together to test security approaches with agricultural equipment and in realistic environments. The announcement also describes possible uses for these facilities in hands-on training, public demonstrations, and developing evidence to inform policy and standards. These are proposed functions, not capabilities already delivered by the ACC.
Train people and strengthen response readiness
The education pillar would support practical, farm-focused instruction for students and professionals, plus hands-on response exercises designed around keeping agricultural operations running. The proposal also calls for sharing training materials and threat information among regions. WSU associate professor Assefaw Gebremedhin said, “WSU is strongly positioned to contribute to the workforce training aspects of this effort.”

WSU identifies Iowa State University as coordinator and names WSU, UC Davis, Virginia Tech University, North Carolina A&T University and IC-FOODS among the participants. Four WSU researchers co-authored the recommendation: Ananth Kalyanaraman, Monowar Hasan, Assefaw Gebremedhin and Lav Khot. Khot, a WSU professor and AgWeatherNet director, cited potential exposure in agricultural machinery as well as weather-sensing and regional water infrastructure.
Establishing and sustaining the proposed consortium would require significant federal- and state-level funding and a robust public-private partnership, according to WSU. The announcement provides no approved budget, award, launch schedule or formal charter, so the practical next step is not a confirmed rollout but securing support and organizing the proposed network.
