As of October 7, 2026, a news report says the Justice Department is opposing Roman Storm’s challenge to where his case will be tried, with a retrial scheduled for April 26, 2027. The same report says Treasury has moved to withdraw a proposed mixer-reporting rule. Those October developments have not been independently confirmed here by the underlying court filing, order or agency notice. They are separate from Treasury’s confirmed 2025 decision to remove Tornado Cash from the U.S. sanctions list—and neither action changes the jury’s earlier verdict.
What the October 2026 report says
In an October 6, 2026 report, Printhereum said DOJ filed a letter on October 5 opposing Storm’s venue challenge. It also said an order dated August 25, 2026 set a retrial for April 26, 2027. The report does not substitute for the underlying filing or order, which were not available to verify these details independently.

The same report said Treasury moved to withdraw a proposed rule that would have imposed broad reporting requirements on cryptocurrency mixers. The official Treasury or FinCEN withdrawal notice was not available to confirm the proposal’s status, the scope of the proposed requirements or the procedural effect of the reported move. Treat the withdrawal as reported, not as an independently confirmed final agency action.
Where Roman Storm’s criminal case stands
Charges announced in 2023 were allegations
On August 23, 2023, DOJ announced charges against Storm and Roman Semenov involving alleged conspiracies to commit money laundering, violate sanctions and operate an unlicensed money-transmitting business. DOJ alleged that the defendants created, operated and promoted Tornado Cash, knew it was being used to handle criminal proceeds and failed to implement controls. Those were allegations in the indictment, not findings of fact established by the announcement.

The case concerns criminal liability for the defendants’ alleged conduct. It is not the same legal question as whether Tornado Cash should be subject to economic sanctions or whether mixers should face a reporting rule.
The 2025 jury result was limited
On August 6, 2025, DOJ announced that a jury had convicted Storm, after a four-week trial, of conspiring to operate an unlicensed money-transmitting business. DOJ said jurors did not reach verdicts on the other counts. That is a conviction on one count—not a conviction on every charge, and not an acquittal on the unresolved counts.

The reported retrial date remains subject to confirmation
Printhereum’s account of an April 26, 2027 retrial date is a later procedural development, not a replacement for DOJ’s description of the 2025 verdict. Because the underlying August 2026 order was not independently confirmed here, the date and the exact scope of any retrial should be attributed to that report.

Sanctions were removed in March 2025
On March 21, 2025, Treasury announced that it had removed economic sanctions against Tornado Cash after reviewing novel legal and policy issues involving sanctions and evolving technology. Treasury also said it remained concerned about digital-asset theft and money laundering linked to North Korea and would continue monitoring transactions that might benefit malicious actors.

This was an administrative sanctions decision. It did not dismiss Storm’s prosecution, reverse the jury’s verdict or decide whether the alleged conduct met the elements of a criminal offense.
The reported rule withdrawal is a different policy matter
The mixer-reporting proposal mentioned in the October 2026 report is a regulatory-policy matter, distinct from the March 2025 sanctions delisting. The report says Treasury moved to withdraw the proposal; without the official notice, it does not establish whether the withdrawal was completed or what requirements, if any, would apply afterward.
