Recession vs. Depression: What’s the Difference?

A recession is a significant, broad decline in economic activity lasting more than a few months. A depression is an informal label for an exceptionally severe and usually prolonged downturn. In the United States, no official rule or single number changes a recession into a depression.

The familiar claim that two consecutive quarters of falling gross domestic product (GDP) automatically mean recession is only a shorthand. The National Bureau of Economic Research (NBER), which dates U.S. business cycles, evaluates monthly employment, income, industrial production and other evidence alongside quarterly GDP.

Recession and depression at a glance

Term What it means Official U.S. status What usually distinguishes it
Recession A significant decline in economic activity spread across the economy and lasting more than a few months. The NBER’s Business Cycle Dating Committee formally identifies and dates U.S. recessions. Output, income, employment, spending and production weaken across multiple sectors, but the depth and duration vary widely.
Depression A descriptive term for an unusually severe period of economic weakness. The NBER does not formally define or date depressions. Typically involves an exceptionally large output loss, very high unemployment, extensive financial stress and a downturn that persists for years rather than months.

These labels are not two steps on a legally defined scale. “Recession” has a recognized U.S. dating process; “depression” communicates severity without a universally accepted cutoff. To compare a downturn responsibly, look at its depth, duration, breadth and labor-market damage rather than relying on a label alone.

The geography matters, too. A recession in the United States is not automatically a recession in every country, and a state or regional downturn can occur while national activity is growing. International organizations may use different statistical conventions, so always identify the country and the institution making the claim.

What counts as a recession in the United States?

The NBER’s definition

The NBER’s Business Cycle Dating Committee describes a recession as “a significant decline in economic activity that is spread across the economy and that lasts more than a few months.” The committee says depth, diffusion and duration all matter. An extreme result on one dimension can partly offset less extreme evidence on another, so there is no mechanical formula that produces a recession date.

“Spread across the economy” means the committee looks beyond one industry or one region. A collapse limited to housing, manufacturing or a single state can be economically painful without constituting a national recession. Likewise, a short shock may not qualify if activity recovers quickly, even when one quarter’s GDP is negative.

The committee is looking for a broad decline in economic activity, not simply a fall in one statistic. Consumer spending, business sales, production, income and employment can move at different speeds. A recession may start when hiring slows and real income falls, before a quarterly GDP estimate turns negative. Conversely, GDP can dip briefly while jobs and incomes continue to expand, leaving the wider economy outside an officially dated recession.

How recession dates are determined

The committee establishes peaks and troughs after examining a broad set of indicators. The Bureau of Economic Analysis (BEA) explains that this is a monthly concept that includes measures such as employment, personal income and industrial production, as well as quarterly GDP growth. Because the data are revised and arrive at different times, the NBER often announces a recession start or end after the turning point has already occurred.

Quarterly GDP remains important, but it is one part of the evidence. A downturn can begin before the first negative GDP quarter, and a quarter of positive growth does not automatically end a recession if other activity remains depressed. The committee may wait for more complete data to distinguish a temporary pause from a sustained peak or trough. That dating process is retrospective by design: it favors a consistent historical record over an immediate headline.

The BEA glossary, last modified April 13, 2018, summarizes the distinction between its GDP statistics and the NBER’s business-cycle judgments. GDP is an estimate of production; the NBER’s call is an interpretation of the economy’s broad turning point. Those are related but not identical tasks.

Why “two negative GDP quarters” is not the official rule

Two consecutive quarters of declining real GDP are a useful warning signal because they suggest output has contracted for roughly six months. They are not, however, the NBER’s official U.S. test. The BEA’s glossary states that NBER dating uses monthly indicators—including employment, personal income and industrial production—alongside quarterly GDP.

GDP estimates can also be revised after their first release. A preliminary negative quarter may be revised to little or no decline, while a recession can be evident in jobs and income before GDP data show two declines. Conversely, GDP can fall for two quarters because of a temporary inventory adjustment or a narrow shock while the wider economy continues expanding. The NBER’s broader assessment is designed to distinguish those cases.

For readers, the practical answer is simple: two negative quarters mean that output has weakened for a meaningful period, but they do not settle the official question. Ask whether employment, income and production are also declining and whether weakness is spreading across sectors and regions. The same principle applies in reverse: one positive quarter does not prove that households and businesses have fully recovered.

What a recession usually does to households and businesses

A recession commonly reduces demand for goods and services. Businesses may cut production, postpone investment and slow hiring. Job vacancies generally fall, layoffs rise and household income growth weakens. The effects are uneven: some industries expand while others contract, and people with secure jobs may experience the downturn differently from workers in cyclical sectors.

Households can feel a recession through fewer job openings, reduced hours, slower wage growth, tighter credit and declining confidence. A family may remain employed yet postpone a home purchase because mortgage rates or lending standards make financing difficult. Another household may face an immediate loss of earnings if its employer is tied to construction, durable goods or other sectors sensitive to demand. These experiences can diverge even when national averages move only modestly.

Businesses often respond in stages. They may first freeze hiring, then reduce hours or temporary staff, and finally cut payrolls and capital spending if weak sales persist. Suppliers can be affected even when final consumer demand has not collapsed, because firms run down inventories or cancel orders. Financial stress can amplify an initial slowdown through tighter lending and delayed investment, although the presence and scale of that amplification vary by episode.

Labor-market changes are related to output but are not a fixed mathematical conversion. In a 2012 speech, Federal Reserve Chair Ben S. Bernanke discussed Okun’s law, a rule of thumb linking changes in unemployment with real GDP growth. It is useful for describing the usual relationship, not for predicting an exact unemployment rate from one GDP reading. Productivity, labor-force participation, hours worked and the source of the shock can all change the result.

What economists mean by “depression”

An informal severity label

The NBER says “depression” is often used for a particularly severe period of economic weakness, but it does not maintain an official definition or chronology for depressions. There is therefore no NBER threshold such as a specific unemployment rate, number of quarters or percentage fall in GDP.

The International Monetary Fund’s March 2009 explainer notes that many analysts use a decline in GDP of more than 10% as a rule of thumb for an extremely severe recession. That is a nonbinding convention, not a standard adopted by the NBER or a universal definition. A 10% figure can refer to different measures and periods, so it should never be treated as a switch that automatically changes the name of a downturn.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For example, a 10% annual decline, a 10% peak-to-trough decline and a 10% decline over several years describe different experiences. Nominal GDP, real GDP and per-person GDP can also tell different stories when prices or population are changing. Any serious comparison should state the measure, the dates and the geography instead of presenting one percentage without context.

Why the word is used sparingly

“Depression” usually implies several forms of damage occurring together: a very large and sustained loss of output, prolonged mass unemployment, widespread business failures, falling investment and severe financial or deflationary pressure. Because no authority applies a single test, analysts should state the measurements and period behind the description instead of presenting “depression” as an official classification.

Duration is especially important in ordinary usage. A sharp but short-lived collapse may be called a severe recession, while a less dramatic annual decline that leaves unemployment elevated and production depressed for many years may feel more depression-like. There is no formula for resolving that judgment; the transparent approach is to describe the evidence first and use the label second.

Dimension Question to ask Evidence to examine
Depth How far did economic output and income fall from the previous level or peak? Real GDP, real personal income, industrial production, consumption and investment.
Duration How long did contraction or unusually weak activity persist? Months from the business-cycle peak to trough, followed by the pace and completeness of recovery.
Diffusion How widely did the weakness spread? Employment, production and sales across industries, regions and household groups.
Labor-market impact How many people lost work or saw their earning opportunities disappear? Unemployment, payroll employment, hours, participation, vacancies and wage income.

The NBER’s recession concept directly emphasizes duration and diffusion. Depth and labor-market damage help explain why one recession is far more painful than another, even when both receive the same official label.

Recovery deserves its own look. An economy can return to growth while employment, real income or industrial production remain below their previous peaks. A downturn with a quick rebound in GDP may leave lasting scars in business closures, skills and household finances. Conversely, a long period of slow expansion may restore jobs gradually without ever producing a dramatic single-quarter collapse. Measuring the path after the trough prevents a misleading “recovered” headline from hiding continuing weakness.

The Great Depression: why it is the standard example

Length and chronology

Federal Reserve educational material describes the Great Depression as approximately 1929–1939. The NBER chronology dates the associated U.S. recession from August 1929 to March 1933. Those descriptions refer to different ideas: the NBER dates the contraction phase of the business cycle, while the longer 1929–1939 span captures the broader period of depression-era weakness and incomplete economic normalization.

Federal Reserve historical industrial-production data, using NBER recession dates, show manufacturing output falling sharply during the early 1930s before recovering by the end of the decade. That broad industrial decline illustrates why the episode is not defined by GDP alone. The recession dates identify the principal contraction, while the wider decade captures the time needed for production and employment to regain normal levels.

Annual real GDP declines

The Federal Reserve’s 2017 educational page presents annual real GDP changes from Historical Statistics of the United States: Millennial Edition, table Ca9:

Year Annual real GDP change
1930 −8.6%
1931 −6.37%
1932 −13.05%
1933 −1.39%

These are annual growth rates for individual years. They should not be added together to claim a cumulative contraction. A peak-to-trough loss must be calculated from a consistent real-GDP series over the specified dates, because compounding, revisions and the choice of price-adjustment method affect the result.

The pattern is notable even without converting it into a single cumulative number: four consecutive calendar years show contraction, including a decline of more than 13% in 1932. The 1933 figure is a smaller annual decline, but it does not by itself mean that the economy had returned to normal. Annual averages can conceal conditions at the beginning and end of a year.

Unemployment at historic levels

The same Federal Reserve page, citing table Ba475, reports unemployment of 22.89% in 1932 and 20.9% in 1933. Rates above one-fifth of the labor force demonstrate the extraordinary labor-market impact, not merely a modest decline in production.

The IMF’s March 2009 explainer separately estimated that the U.S. economy contracted by about 30% over a four-year period during the Great Depression. That estimate covers a different time span and measure from the Federal Reserve’s annual growth figures, so the two figures are not interchangeable or additive. When quoting either number, identify the institution, series and dates rather than treating them as competing measurements of exactly the same event.

A severe recession does not automatically become a depression

The 2007–09 Great Recession shows why the labels should not be treated as synonyms. In a 2017 Federal Reserve comparison of postwar U.S. recessions, real GDP fell 4.2% and unemployment rose 4.5 percentage points during that episode. Those were serious nationwide losses, but official U.S. institutions still identify it as a recession rather than applying a formal “depression” category.

The comparison also shows why severity should be reported with numbers. A 4.2% real-GDP decline and a 4.5-point rise in unemployment convey more information than simply calling the period “severe.” They allow readers to compare it with other downturns without implying that an unofficial threshold was crossed.

The Great Recession and the Great Depression also differ in duration, scale and labor-market outcomes. Comparing their figures requires care because the historical series, dates and definitions are not identical. A label such as “Great” is descriptive and widely used, not evidence that a formal depression test has been met.

How to evaluate a recession headline without being misled

  1. Check the geography. A national U.S. recession, a state recession and a global slowdown are different claims. Identify the country or region before interpreting a label.
  2. Identify the measure. “GDP fell” may mean quarterly real GDP, annual real GDP, nominal GDP or a peak-to-trough calculation. Confirm which one is being discussed.
  3. Check the time window. A one-quarter change, a six-month period and a decade-long episode cannot be compared directly. Note the start and end dates and whether the figure is annual or cumulative.
  4. Look beyond GDP. Review employment, personal income, industrial production, consumption and investment. These are especially important in the NBER’s monthly U.S. assessment.
  5. Measure breadth. Determine whether weakness is confined to one sector or spread across manufacturing, services, construction, trade and multiple regions.
  6. Assess the labor market. Compare unemployment, payrolls, hours, vacancies and participation. A small output decline can still cause substantial hardship if job losses are concentrated among vulnerable workers.
  7. Treat “depression” as a description. Ask which specific evidence justifies the word. There is no official number of quarters or unemployment rate that settles the question.
  8. Allow for revisions. GDP and other indicators are updated as better data arrive. Early reports can change, and official recession dates may be announced after the turning point.
  9. Separate contraction from recovery. Check whether output merely stopped falling or actually returned to its earlier peak, and whether employment and income recovered at the same pace.
  10. State the source and vintage. Historical figures from the Federal Reserve’s 2017 educational tables, for example, should be identified as annual series from the cited tables. Different releases can produce different estimates.

Common wording mistakes and the precise alternative

“Two quarters of negative GDP means recession.”

More precise: two negative quarters are a popular shorthand and a useful signal, but the NBER’s U.S. decision uses a broader monthly assessment.

“A depression begins after a fixed number of quarters.”

More precise: depression has no universally accepted cutoff. Describe the depth, duration, diffusion and labor-market damage that lead an analyst to use the term.

“The Great Depression’s annual GDP figures equal its total contraction.”

More precise: annual rates describe each calendar year. A cumulative peak-to-trough result requires a consistent series and explicit dates.

“Any large GDP decline is a depression.”

More precise: output loss is only one dimension. The geographic spread, persistence, employment effects and financial conditions determine how exceptional the episode is.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A recession ends as soon as GDP turns positive.”

More precise: a positive quarter can coexist with falling employment, income or production. The NBER considers the broad turning point, and recovery can take much longer than the initial rebound.

Frequently asked questions

Does two quarters of negative GDP mean the United States is in a recession?

No. It is a common rule of thumb, not the NBER’s official designation. The committee uses a monthly assessment that includes employment, personal income and industrial production along with quarterly GDP.

How bad does a recession have to become before it is called a depression?

There is no official cutoff. The NBER does not define or date depressions. Analysts generally reserve the word for an exceptionally deep, broad and prolonged downturn, and some use a GDP decline greater than 10% as a nonbinding rule of thumb.

Can a country have a recession without a depression?

Yes. Recessions vary greatly in depth and duration. The 2007–09 U.S. recession, for which the Federal Reserve reported a 4.2% real-GDP decline and a 4.5-percentage-point increase in unemployment, was severe but is not an officially defined depression.

Why do recession dates sometimes arrive after the economy has turned?

GDP, employment and income data are released and revised on different schedules. The NBER waits for enough evidence to identify a durable peak or trough, so its announcement is often retrospective.

What is the best way to compare two downturns?

Use the same geography, dates and definitions, then compare depth, duration, diffusion and labor-market impact. Distinguish annual growth rates from cumulative peak-to-trough losses and identify the source and year of each historical figure.

Bottom line for readers

In U.S. usage, a recession is a formally dated, economy-wide contraction that lasts more than a few months; a depression is an informal description of an exceptionally severe downturn. No two-quarter rule creates a recession, and no official percentage creates a depression. When a headline uses either word, verify the country, dates, GDP measure, breadth of weakness and labor-market consequences before drawing a conclusion.

Can a severe recession still not be a depression?

Yes. The 2007–09 U.S. recession had a 4.2% real-GDP decline and a 4.5-percentage-point rise in unemployment according to a 2017 Federal Reserve comparison, yet no formal depression category applies.

Why are U.S. recession dates announced after turning points?

Economic indicators arrive on different schedules and are revised. The NBER waits for sufficient evidence that a peak or trough is durable, so its dates are often retrospective.

How should two downturns be compared?

Use the same country, dates and measures, then compare output depth, duration, geographic and sectoral diffusion, and labor-market effects. Do not add annual GDP rates to estimate a cumulative loss.
